　 如何完善和严格执行党委内部的议事规则和决策程序

　 建立和完善领导班子决策重大事项议事规则，是新形势下强化对各级领导班子和领导干部权力运行的制约和监督，确保为民掌好权，用好权的有效手段，也是深化民主集中制原则，提高党的执政能力，加强领导班子思想政治建设的重要内容。我们在借鉴地厅级领导班子制定和完善党委（党组）决策重大事项议事规则做法的基础上，结合我市实际，在县处级班子中制定和实施了决策重大事项议事规则，主要做法是：

　 1、拓宽视野，纳入日程，增强对领导班子议事规则重要性的认识。首先，通过召开专题会议，对照我市县处级班子现状，深入学习省里有关文件精神，破除了“怕”字思想，走出了认为制定条条框框会束缚干部的手脚、导致权力分散、影响班子团结等等思想误区，统一了认识，为制定议事规则奠定了思想基础。其次，深入调研，充分酝酿。通过组成专题调研组，深入县区和部分市直部门进行调研走访，把握了议事规则的关键环节和基本要件。第三，高位操作，周密部署。以市委文件名义下发到各县处级班子，并召开专门的工作会议，全面部署议事规则的制定和实施工作。

　 2、分类指导，严格把关，提高议事规则制定的质量。洗煤滤布一是坚持统筹安排与分类制定相结合，提高议事规则的针对性。我们严把议事规则的制定关，有针对性地进行指导。对县区党委班子，指导其处理好“三个关系”，即制定议事规则与提高领导班子执政能力和决策水平的关系、与树立科学发展观和人才观的关系、与保持社会稳定和全面实现小康社会目标的关系；对涉及人财物的市直部门党委（党组），强调把握好“三个原则”，即议事范围要科学，议事事项要细化，议事程序要严密；对一般市直部门党委（党组），指导其将重点放在拓宽服务功能上。二是坚持跟踪服务与及时指导相结合，提高议事规则的规范性。我们责成专人对重点部门逐个走访，对议事规则在制定过程中存在的问题进行答疑解惑，帮助研究和制定。并召开调度会，集中精力解决重要问题。三是逐级负责与严格审定相结合，提高议事规则的可操作性。注重把工作重点放在可操作性上，实行各党委（党组）把好报送关，我们组织部门把好审核关的办法，确保议事规则的质量。滤布要求各党委（党组）制定完成议事规则后，提交党委（党组）集体讨论，并在一定范围内征求意见，通过以后，上报我们组织部门，由我们会同纪检委、市委办、政府办等部门最终审定，凡不符合规定要求的，一律责成主要领导重新组织制定。经严格审定，全市共有13个部门党委（党组）的议事规则都是三易其稿才通过审核，准予实施的。

　 3、落实责任，主动监督，确保议事规则的有效实施。一是责任落实到位，强调主要领导为第一责任人，实行“一把手”负总责，把“一把手”执行议事规则情况作为年终班子考核的一项重要内容。二是跟踪监督到位。通过专项督查、随机抽查、同步检查等方法对议事规则的执行情况进行全程监督。三是制度保证到位。制定了情况通报制度、考核评议制度、信息反馈制度，充分发挥制度监督的作用。四是完善修订到位。把每年3月份作为议事规则集中修订月，组织相关部门对每个县处级班子的议事规则进行认真比照和详细论证，合理的予以保留，与法律法规相抵触、影响决策效果的予以改进，甚至取消，对议事规则不断完善。

　 存在的问题：

　 一些党委（党组）对议事规则的规范性把握不好，有的议事范围过于宏观笼统；有的决策事项不具体、不明确，避重就轻，难于监督；有的配套制度不完善，关联度差，约束力不强；有的执行决策程序不严格，对必要环节随意删减，仍存在个人决定、传阅会签、个别征求意见等形式进行决策的情况。

　 对策措施：

　 一、在完善议事规则上应突出把握好三个特点：

　 1、要体现出量化的特点。议事规则要防止抽象笼统，能够量化的项目一定要量化，议事范围、议事事项要明确具体，要有实质性内容，要结合本地本部门实际，对议事范围进行合理细化量化，特别是在全局性和战略性重大问题、重大投资项目、涉及群众利益的重大问题上，要结合地方实际和行业特点，分解出具体的项目，使重大事项更加具体化。

　 2、要体现出针对性的特点。制定议事规则应该紧紧围绕党委（党组）的职能和工作权限来确定，其范围、事项、程序要符合党委的职能特点和工作实际，防止“整齐划一”，千人一面。对决策事项内容涉及面广、决策影响面大的党委（党组），制定规则要处理好与提高领导班子执政能力和决策水平、树立科学发展观和人才观、保持社会稳定和全面实现小康社会目标的关系，力求使议事规则符合县域特点和人民群众的意愿。对涉及人财物、决策事项敏感、关系大局和群众利益的党委（党组），其议事范围要科学，要防止片面化；议事事项要细化，要防止模糊化；议事程序要严密，防止简单化。对决策事项少、群众关注程度不高的党委（党组），要把重点放在拓宽服务功能上，在议事规则的范围和事项确定上，不能只考虑本部门利益，要体现为全市大局服务这一核心。

　 3、要体现出有配套制度作为保证的特点。一个制度制定和执行得如何，还要看是否有配套制度作为保障。要建立群众监督制度，要将议事规则公布于众，向群众通报有关决策情况，定期组织群众对执行议事规则情况进行评议。推行群众听证制度，对事关群众切身利益的重大事项的决策，可以组织群众代表或监督员参加调研、论证和列席决策会议。建立责任追究制度，对违反议事规则的行为，要视情节作出处理。重大事项未通过集体议事和会议表决形成决定的，应立即纠正；不按上级要求重新议事的，对主要负责人要通报批评；对造成重大决策失误的，要追究有关责任人的责任。

　 二、完善和执行议事程序要注意两点：

　 1、要体现出差别化的特点。议事程序要根据议事范围和事项来确定，要区别对待。对涉及经济建设和社会事业的重大事项，决策程序要谨慎周密，特别是要突出科学论证这一环节，把这一环节作为重中之重来把握；在一些重大的事务性工作上，决策程序可不必制定得过于复杂繁琐，把握住基本环节简便适用即可。

　 2、要符合党委（党组）自身职能特点。其决策程序可根据党委（党组）自身的职能特点对基本环节进行补充和完善。尤其是权力大、影响面广、群众比较关注的地方，如县区党委、涉及人财物的市直部门党委（党组），决策程序要科学严密，不能有漏洞，可根据实际情况适当增加一些步骤。可实行决策项目预告、重大事项社会公示等等，进一步公开重大事项决策过程，提高决策透明度。
