　 一、指导思想

　 切实解决扶贫和移民资金管理使用中的突出问题，规范和完善扶贫和移民资金管理、使用和监督机制，确保资金运行安全、最大限度地惠及于民，稳步推进赣南苏区振兴发展战略全面落实。

　 二、检查的范围和内容

　 县本级、各乡镇、村对XX年至XX年共3个年度，中央、省和市投入的整村推进扶贫资金、地质灾害避灾移民搬迁资金、“雨露”计划培训资金和小型水库移民解困资金、大中型水库移民后期扶持直补及扶持资金的管理使用情况进行自查；群众反映强烈、案件线索清楚的可追溯至XX年以前。

　 （二）自查自纠阶段（6月20日前）

　 1、自查自纠范围。按照本方案确定的检查范围和内容，积极开展自查。尤其是要积极主动查找今年发生的和上级监督检查期间发现的问题，并及时纠正。

　 2、自查自纠重点。自查自纠重点围绕民生政策落实、履行监管职责、扶贫和移民资金运行、资金审批拨付和资金专账管理等方面进行。主要查：（1）扶贫和移民项目是否按批准计划组织实施，项目竣工是否按要求组织验收；（2）在扶贫和移民资金使用中，是否专款专用，有无截留、挤占、挪用资金问题；（3）在扶贫和移民资金审核拨付中，程序是否严格，到户资金是否及时拨付，是否有滞留的现象。有无失职渎职、利用职权谋取好处，甚至收受贿赂，内外勾结，套取骗取扶贫和移民资金行为。

　 针对自查自纠和群众举报发现的各种问题，逐一建立问题台账，制定整改措施，落实整改责任，及时进行纠正。

　 （四）总结提高阶段（10月10日前）

　 对监督检查工作情况进行全面深入总结，对检查中发现的问题进行认真分析、寻找治本之策，建立健全覆盖扶贫和移民资金运行全过程中的监管机制和长效机制。
