　 2012市食品药品监督管理局局长述职述廉报告

　2011年5月，本人调至市食品药品监管局任局长。半年多来，在市委、市政府的正确领导下，团结和带领全市系统干部职工攻坚克难，奋力拼搏，较好地完成了年度各项工作目标。

　（一）服务发展大局，全力招商引资。

　将招商引资工作作为食品药品监管部门转变职能，为经济建设服务的重点工作来抓，调动各种积极因素，找客商、找项目、找资金，实行全方位跟踪服务，让落户客商满意，推动市局招商引资工作实现突破性进展。年内，市局共有3个竣工项目，分别是：总投资1.5亿元的**华誉黑兔现代农业科技项目，现已落户泗洪县双沟镇，一期投资5千万元，建设45座蔬菜大棚，60间种兔房等相关配套设施，经市考核确认列入了市委工作会观摩点；注册资金300万元的江苏金剑网络科技软件与服务外包项目和注册资金50万元的**大运河影视制作软件与服务外包项目均已

　（二）践行科学监管，保障维护民生。

　按照“服务大局、服务发展、服务民生”的思路，尽心尽力、尽职尽责抓好全市食品药品安全监管工作。

　一是紧抓大众饮食安全这一重点工作，切实规范餐饮行业市场秩序。在全市组织开展了餐厨废弃物、火锅底料、酒类、猪肉、水产品等十余次专项整治行动，始终保持打击餐饮食品安全违法行为的高压态势，全年共出动执法人员2.5万人次，检查餐饮单位13545家次，查处各类餐饮违法案件230件，罚没款30万元。为加强技术保障，投入了20余万元增加快检设备和试剂材料，对十余个重点项目进行快速抽检，做到预防在先、保障靠前。一年来，共完成“园博会”、中高考等80余次重大活动的餐饮安全保障任务，确保全市未发生一起有影响的食物中毒事故，受

　二是紧扣大案要案查办这一重点任务，严厉打击涉药违法犯罪行为。在药品稽查联防协作平台、“公检法药”四方联席会议基础上，报请市政府成立了药品安全联席会议，落实责任，凝聚合力，集中力量、集中精力查办涉药大案要案。一年来，全市共出动执法人员1.1万人次，检查药品生产、经营、使用单位3343家，立案查处涉药违法案件236件，其中涉药刑事案件21件，抓获涉药犯罪分子20人，其中市局破获的河南籍犯罪嫌疑人张某制售假药大案，涉案金额高达1500万元，是建市以来最大一起涉药案件，现已成功捣毁其河南的制假窝点，抓获犯罪嫌疑人2名，有力打击了违法犯罪分子嚣张气焰。

　**药监在线》、《食品药品短信平台》等宣传13期，发送食品药品知识短信15次100余万条，被国家局、省局网络平台采用政务信息77条，市两办网络平台采用信息150条，市以上报刊新闻报道40篇，提高了群众食品药品安全法律意识和维权意识，使得全社会更加关注、更多参与食品药品安全监管。一年来，市局共接受各类群众举报200余起，查处率达100%，其中2起举报提供了重大案件的查办线索。

　一是创新监管手段。着眼于提高餐饮监管工作效率，安排专人在全省系统首家创新研发了餐饮服务食品安全监管软件，实现了餐饮食品安全监督检查、日常管理、量化分级、统计分析、远程监控一体化的全程实时监管，突破了传统的现场监管模式。该系统已在全市学校食堂率先安装运行，2012年将延伸至全市大型餐饮单位，切实提高餐饮环节食品安全保障水平。

　（四）夯实监管基础，推动科技进步。

　监测检验是食品药品监管的技术支撑。全年为市食品药品检验所添置了价值100万元的高效液相色谱仪2台，102万元药品快速检测车1辆，为该所进一步提高检验水平、开展学术研究、扩大业务范围提供了重要的基础保障。同时，抓住全省系统经费垂管的有利时机，报请省局同意拨款1200万元新建5000平方米的**市食品药品检测中心，目前该项目正在选址，建成后，将为全市餐饮食品、保健食品、化妆品、药品和医疗器械监管提供更加有力的技术保障。

　（一）加强理论学习，坚持学以致用。始终把学习作为工作的第一需要，切实安排好个人学习。一年来，深入系统学习了党中央、省、市近年来有关方针、政策和重大会议精神。结合工作实际，全面学习了《食品安全法》、《药品管理法》、《突发事件应对法》等法律法规。先后深入县区局、药品生产经营企业、餐饮单位、学校、挂钩村进行专题调研，了解社情民意和食品药品安全监管现状，对新形势下加强食品药品监管工作的特点和规律有了进一步了解和把握，对监管工作推动医药产业发展有了深刻理解和认识，年内共撰写调研报告和心得5篇，进一步提高了自身理论水

　（二）树立执政意识，增强党性修养。工作中，注重加强党性锻炼，牢固树立和落实“科学监管、执法为民”工作理念，不断改进工作作风，做到实实在在干事，尽心尽力工作，全心全意为民。作为班长，能够协调处理好班子成员之间的关系，坚持民主集中原则，做到善断不武断、统揽不包揽、放手不撒手，重大事项一律实行民主决策、集体决定，充分发挥领导班子核心带头作用。同时，注重以科学发展观统领食品药品安全监管工作，从加强行风建设、机关作风建设入手，内强素质、外树形象，在全局上下形成用心想事，用心谋事，用心干事的良好氛围。

　（三）严守党纪条规，强化廉洁自律。高度重视党风廉政建设，经常性组织开展形式多样的正反典型教育，认真落实党风廉政建设责任制，坚持一岗双职，做到逢会必讲廉政，遇事必议廉政。针对容易发生问题的领域和环节，着力加强内控机制建设，着重提高依法行政水平。一年来，全市系统无一例违纪违规现象发生，树立了清正廉洁的良好队伍形象。在工作和生活中，能够始终严格要求自己，用党的纪律和法规约束自己的言行，做到清清白白做人，干干净净做事，对照廉洁从政行为规范进行检查：没有利用职权和职务上的影响谋取不正当利益；没有私自从事营利性活动；没有违反公共财物管理和使用的规定，假公济私、化公为私行为；没有违反规定选拔任用干部；没有利用职权和职务上的影响为亲属及身边工作人员谋取利益；没有讲排场、比阔气、挥霍公款、铺张浪费；没有违反规定干预和插手市场经济活动，谋取私利；没有脱离实际，弄虚作假，损害群众利益和党群干群关系；没有违反“52个不准”等行为。

　回顾一年来履职尽责的情况，在上级领导和同志们的关心支持下，虽然做了一些工作，但与党和人民要求相比，与食品药品安全监管事业发展需求相比仍有不少差距，特别是在创新工作方法、激发团队活力等方面还有不少需要改进的地方。

　今后，将着重从以下方面做好工作：

　一是加强队伍建设。以行风建设和机关作风整顿为主线，加强干部职工思想教育，改进工作作风，提升行业形象。推动干部轮岗竞岗，加强教育培训，不断提高干部队伍整体素质。

　二是关心爱护同志。在工作中，做到与人为善，知人善任。在生活上多关心同志，经常开展谈心活动，了解同志们的思想动态和家庭困难，及时帮助化解矛盾和问题。
