　 全县党风廉政建设工作情况调研报告

　（2012年2月6日）

　为了进一步落实中央十七大精神，深入了解我县党风廉政建设和干部作风建设的现状，探索党风廉政建设和干部作风建设的对策和举措，推进我县党风廉政建设和干部作风建设的深入开展，通过深入到乡镇和县直有关单位采取座谈、访问等形式，对我县党风廉政建设和干部作风建设工作认真开展调研。现将调研情况报告如下：

　一、党风廉政建设主要成效

　（一）加强组织领导，完善工作机制，党风廉政建设责任制全面落实

　坚持把执行党风廉政建设责任制作为各级组织的重要职责，坚持“党政齐抓共管，纪委组织协调，部门各负其责，群众支持参与”的工作机制，紧密联系我县实际，进一步明确细化责任，加强检查考核，严格责任追究，促进了党风廉政建设和反腐倡廉工作的深入推进。一是重视支持纪检监察工作。结合上级关于加强县级纪检监察机关建设的要求，切实做到了领导、机构、人员、经费四落实，有效保障了各项工作的顺利开展。二是精心安排部署。县纪委每年制定下发《全县党风廉政建设和反腐败工作责任制安排意见》，将党风廉政建设具体任务细化分解，逐一落实包抓县级领导、牵头部门、具体责任人。在召开的县委全会、县纪委工作会、中心组学习会等重要会议上，都把落实党风廉政建设责任制作为重要内容进行安排部署。近三年来，县纪委常委会先后8次研究党风廉政建设和反腐倡廉工作，召开全县纪检监察工作专题会议5次。三是加强督查指导。修订完善了乡镇、部门《党风廉政建设责任制工作考核办法》，坚持把党风廉政建设与经济社会发展同部署、同检查、同考核，严格考核，奖罚兑现。各级领导干部认真履行党风廉政建设“一把手负总责”的职责，按照“一岗双责”的要求开展反腐倡廉工作。县级领导坚持经常深入基层，检查指导，督促落实。近三年来全县各级领导干部，共讲廉政教育课XXX次，围绕领导干部廉洁自律、工作作风、行业风气等开展了18项调研活动，提出纠正措施42条，取得了十分明显的成效。

　（二）突出工作重点，强化工作措施，党风廉政建设取得新成绩

　坚持从“干部教育、案件查办、纠风治乱、源头治腐”四个关键环节入手，加强对干部的教育、监督、制约，有力地提升了党风廉政建设水平。

　一是深入贯彻《准则》，增强自律意识。以新的《廉政准则》为准绳，坚持把党员干部思想作风建设放在首位，通过加强学习教育和思想作风整顿，使党员干部始终保持良好的思想作风，增强拒腐防变能力。县委、县政府领导班子成员严格按照“为民、务实、清廉”的要求，带头执行《廉政准则》等一系列廉洁从政规定，注重小节、防微杜渐，基本杜绝了吃喝宴请、迎来送往、吃拿卡要等歪风邪气。同时，以县委中心组理论学习、举办专题培训班、开办电视专栏、开展廉政知识竞赛和自学等多种形式，在各级领导干部中开展《廉政准则》大学习、大讨论活动，筑牢了拒腐防变的精神堤坝。

　二是突出案件查办，提升廉政水平。把查办案件工作作为党风廉政建设的重要方面，始终保持惩治腐败的高压态势。按照“提高办案质量、强化县级办案、抓好大案要案”的要求，不断加大查办案件工作力度，切实做到有案必查、有查必果、有果必纠。坚持县纪委常委分片包干办案工作责任制，对重要信访件和上级交办的信访件，组织专门力量认真查处。近三年全县共受理信访举报XXX件，目前已查结XXX件。全县全口径立案案件XXX件，处分XXX人，挽回经济损失XXX万元，极大地发挥了查办案件的治本作用。

　三是狠抓纠风治乱，维护群众利益。坚持“纠建并举”和“谁主管、谁负责”的原则，认真落实纠风工作责任制，坚决纠正土地征用、房屋拆迁、企业改制中损害群众利益、拖欠农民工工资等突出问题，赢得了干部群众的一致好评。围绕重大项目、重点工作、重要事项，开通举报受理专线，召开政风行风测评大会 3次，监督民生八大工程等招标项目62项，开展“小金库”专项治理活动3次，排查各类安全隐患31起。

　（三）推进制度创新，健全惩防体系，反腐倡廉工作得到新加强

　以制度创新为抓手，结合全县实际，采取点面结合、分类实施、全面推进的办法，狠抓反腐倡廉工作，不断健全完善惩防体系。

　一是述职述廉制度扎实有效。按照《党内监督条例》的规定，我们在全县党员领导干部中开展述廉述效活动。在述廉中，规范程序，建立述前审廉，述中评廉，述后用廉机制，不断将述廉述效制度延伸。开展科级领导干部述廉述效3批次，全县XXX名乡科级以上领导干部以书面形式递交了勤廉双述报告。

　二是廉政风险防范制度成效明显。抓住腐败现象易发多发的重点领域、关键岗位，反腐倡廉的热点问题，注重预防，制定廉政风险防范措施。全县试点单位共查出廉政风险点XXX个，制订防范措施XXX条，推动了预防腐败工作向纵深发展。对亿元以下重大项目投资，从征地面积丈量、核实住户、征地款兑现等方面确定了51个风险点，严格进行监管，确保了各项目征地补偿资金房屋补偿款及时落实兑现，没有出现一例违纪上访事件，达到了事前有效防范的目的。

　三是村民监督委员会制度实现全覆盖。坚持民主选举，规范运作，以点带面，在全县XXX个村全面推行村民监督委员会工作，初步形成了农村干部的监督制约机制。在运行中，各村民监督委员会坚持“一会一箱一上门一搜集”（召开座谈会群众意见、设立意见箱收集意见、深入农户上门征求意见、田间地头闲谈搜集意见）制度，实行村级财务“三审四签一盖章”（即村级财务支出由村党支部、村委会、监委会审核，票据由经手人、包村干部、村支部书记、村主任签字，最后由监委会盖章）制度，建立民主议政日（每月25日召开由村党支部、村委会、监委会参加的会议，对提交的群众意见、村级财务等进行议政）制度，确保了村民监督委员会规范高效运行。

　总之，在党风廉政建设和反腐倡廉工作中，我们虽然做了不少工作，取得一些成效，但与上级要求相比，有的工作还存在一些差距。个别单位贯彻落实党风廉政建设责任制不很到位，办案工作质量还有待进一步加强和提高，反腐倡廉制度创新工作仍需进一步探索和完善。我们将以这次调研活动为契机，完善措施，狠抓落实，推动我县党风廉政建设和反腐倡廉工作再上新台阶。

　二、存在的主要问题

　一是有些同志理论学习不认真，理论素养和知识水平低，思想境界和精神状态不好。

　二是制度不完善，监督机制不健全。如加强对领导干部“八小时”之外的监督，目前还缺乏实质性、操作性的措施和方法。一些单位对上级有关政策只停留在传达学习上，不结合本单位实际制定具体操作性的规定，导致一些制度闲置，还有极少数单位不严格执行有关制度，存在着有章不依的现象。

　三是监督意识有偏差，监督氛围不浓。

　四是发展意识不强，宗旨观念不牢。有的干部安于现状，不求发展、不思进取，缺乏开拓创新精神；有的缺乏大发展的气魄和胆识。

　五是作风不实在，对自身要求不严。有的不深入基层去主动地研究和解决问题，缺乏事业心和责任感。有的以亲情代替原则，把权力随意化，私有化。

　三、对策和措施

　针对党风廉政建设存在的问题，应该着重加强以下几个方面的工作。

　（一）着重于防范教育，严格规范领导干部从政行为

　1、加强廉政教育，筑牢拒腐防变的思想道德防线。一是要突出教育重点。要结合上级的要求，既要抓好上级确定的“规定动作”，又要抓好“自选动作”。二是要丰富教育形式。要结合党的十七大关于党风廉政建设的要求，继续运用“三会一课”等多种形式，开展反腐倡廉宣传教育。三是要面向社会。要大力推进廉政文化进机关、社区、学校、企业、农村和家庭，继续利用发廉政短信、寄发廉政贺卡、建好廉政书屋等方法，开展赠书送刊，送戏、送电影进社区、企业、农村等活动。

　2、抓制度、监督，严格执行党内监督各项制度。进一步完善集体领导和个人分工负责相结合、重要情况通报和报告、民主生活会等制度，坚持重大问题集体决策制度，健全“三谈两述”制度、重大事项报告制度。在科级以上干部中继续推行述廉评廉制度，试行领导干部公开述职述廉制度。

　3、深入治理领导干部党风政风方面存在的突出问题。主要治理以下六个方面的问题：一是党员干部参与赌博和“带彩”娱乐活动；二是领导干部违反规定收送现金、有价证券和支付凭证；三是领导干部利用职权和职务影响，在商品房买卖置换中以明显低于市场价格购置或以劣换优谋取不正当利益，以借为名占用他人住房，违规集资建房和超标准多占住房；四是领导干部借委托他人投资证券和其他委托理财的名义获取不正当利益；五是为本人谋取预期的不正当利益或以各种方式为配偶、子女和其他亲友谋取不正当利益；六是自行新设津补贴项目，提高津补贴标准，扩大实施范围，发放有价证券和实物，以及不认真执行会议、公务接待和差旅费管理有关规定。

　（二）着力于案件查处，从严惩处腐败分子

　1、继续保持查办案件工作的良好势头。县乡两级纪委要加强自办案件工作，县纪委至少要办2至3件有影响的大要案，各乡镇办自办案件不得少于２件。要重点查办领导干部滥用权力、贪污贿赂、腐化堕落、失职渎职的案件，利用人事权、司法权、审批权谋取私利的案件。严厉查办官商勾结、权钱交易的案件。严肃查办严重违反津贴补贴有关规定的案件，在征地拆迁、安全生产、社保基金管理、环境保护等方面严重侵害群众利益的案件。

　2、加强信访举报工作。要落实信访举报工作领导责任制和工作责任制，要进一步推行信访办事公开制度，实行阳光信访。认真落实纪委常委信访接待日制度，深化信访举报工作办事公开。要继续推行信访举报限期办结和及时反馈公开承诺制度，提倡和鼓励实名举报，对实名举报的信访件应优先办理并按规定时限给予答复，切实保护举报人的合法权益。

　3、加强案件审理工作。充分发挥案件审理部门的内部审核监督作用，注重实体与程序并重。加强对案件检查部门的办案程序，检查措施的使用条件，案件调查中的暂存、扣押物品等涉案款物情况的审核。要加强督促检查，保证党纪政纪处分决定的有效执行。审慎做好申诉复查工作，积极推行“乡案县审”制度，提高乡镇基层案件质量。

　（三）认真抓好行风建设，切实解决损害群众利益的突出问题

　1、继续以解决发生在老百姓身边、严重损害群众切身利益的问题为重点，进一步加强综合治理，不断拓展和深化纠风工作。坚决纠正征用土地侵害农民利益的问题，加强建设用地管理，严肃查处违反规定乱批乱占耕地，以及拖欠、截留、挪用土地补偿费用等问题；坚决纠正城镇拆迁中不依法办事、滥用强制手段等行为；坚决纠正企业违法排污问题，维护群众的利益。

　2、坚持纠建并举的方针，进一步狠抓纠风专项治理工作。一是继续深入治理教育乱收费。实行教育收费公示制度；严禁超标准收费和“搭车收费”，严肃查处乱办班收费、乱发教辅资料收费的行为，严肃查处强迫学生购买保险及参加体检、接种疫苗的行为，严肃查处学校办食堂盈利的行为。二是切实纠正医药购销和医疗服务中的不正之风。继续推行对药品集中招标采购工作，建立健全医德医风考核、激励和惩戒等管理制度，着力解决医药购销中收受回扣和医疗服务中收受“红包”等问题。三是认真解决群众反映的食品安全、劳动安全和坑农害农等突出问题。

　3、继续加大整治经济环境力度。重点围绕行政服务中心窗口单位开展效能监察，严肃查处“不作为”、“乱作为”、“慢作为”的行为。加强对中央和地方有关经济发展各种优惠政策以及“六条禁令”、“八不准”规定落实情况的监督检查，严厉打击违规行为，公开处理一批破坏发展环境的典型案件。

　4、切实加强农村基层党风廉政建设。围绕社会主义新农村建设大局，认真贯彻中央关于加强农村基层党风廉政建设的意见，全面落实省、市农村基层党风廉政建设工作会议部署的各项任务。严肃查处在落实惠农政策、转移支付资金管理使用、宅基地审批、土地资源开发承包中损害群众利益或以权谋私的行为。

　（四）加强队伍建设，努力提高纪检监察干部的政治素质和工作水平

　各级纪检监察组织要始终把队伍建设摆在重要位置，切实加强思想作风建设，进一步提高纪检监察干部政治思想素质和能力水平。要加强业务建设，抓好业务培训和在职业务学习，更新知识结构，拓展知识领域，不断提高综合素质。对纪检监察干部要按照“为民、务实、清廉”的要求，严格教育、严格管理、严格监督。要认真学习胡锦涛总书记在党的十七大报告中关于加强反腐倡廉建设的重要讲话精神，自觉抵制各种歪风邪气。要进一步加强对纪检监察工作的领导，支持纪检监察机关全面履行职责，从政治上、工作上、生活上关心和爱护纪检监察干部，充分调动纪检监察干部队伍的积极性，更好地发挥纪检监察干部队伍的作用。
