　 全面加强党的建设，始终保持党的先进性

　在全党开展以实践“三个代表”重要思想为主要内容的保持共产党员先进性教育活动，是党中央的重大战略部署，是实现全面建设小康社会宏伟目标的重要保证，是推进党的建设新的伟大工程的基础工程，也是保持党的先进性的有效途径。按照中央和省、市委的统一部署，区委决定，从2005年1月开始，用一年半左右时间，在全区共产党员中开展保持共产党员先进性教育活动。目前，我区第一批次保持共产党员先进性教育活动已经全面展开。为扎实有效地开展好这项活动，区委决定举办这次党课集中学习。

　一、加强党的先进性建设，必须认真学习党的理论，增强贯彻执行党的路线方针政策的坚定性

　实践充分证明，什么时候坚持党的理论和路线方针政策不动摇，什么时候党的事业就会不断取得新胜利。新民主主义革命以来，毛泽东同志为主要代表的中国共产党人创立的思想体系，是马克思主义中国化的第一个伟大成果。它重点解决了在中国如何进行新民主主义革命和社会主义革命的问题。在毛泽东思想的指引下，中国共产党领导人民取得了新民主主义革命的胜利，建立了新中国，建立了崭新的社会主义制度。十一届三中全会以来，以邓小平同志为主要代表的中国共产党人创立的理论体系，是马克思主义中国化所产生的第二个伟大理论成果。解决了“什么是社会主义，怎样建设社会主义”这一根本问题，明确指出走自己的路，建设有中国特色的社会主义。在邓小平理论的指导下，中国改革开放和现代化建设不断取得新胜利。党的十三届四中全会以后，以江泽民同志为核心的第三代领导集体，与时俱进，形成了“三个代表”重要思想，进一步回答了什么是社会主义、怎样建设社会主义的问题，创造性地回答了建设什么样的党、怎样建设党的问题。

　实践也充分证明，什么时候背离了党的正确理论和路线方针政策的指引，革命和建设事业就会遭受挫折。从我们党的历史来看，也曾经多次出现错误路线占主导地位，导致党的革命和建设遭受重大挫折。（1930年，以李立三为代表的“左”倾冒险主义错误在党中央占据了统治地位，在这种错误思想指导下，李立三等制订了以武汉为中心的全国中心城市武装起义和集中全国红军攻打中心城市的冒险计划。这次“左”倾错误在党内统治的时间虽然只有三个多月，但党却为此付出了惨痛的代价。1934年，由于临时中央在进入中央苏区后便在党、红军和根据地内全面地贯彻80年代末90年代初以来，世界上一批曾经执政多年的大党、老党，特别是原苏联、东欧国家的共产党先后丧失执政地位，原因很多，从根本上说，是因为这些政党丢掉了科学理论，在广大人民群众心目中丧失了先进性。）历史和现实告诉人们，我们党成为执政党不容易，长期执掌好政权更不容易。一个政党过去先进，不等于现在先进；现在先进不等于永远先进。在改革开放和发展社会主义市场经济的环境中，党的先进性面临新的严峻考验。面向未来，我们党任重道远，担子更重、责任更

　 “三个代表”重要思想是全面建设小康社会、开创中国特色社会主义事业新局面的根本指针。它既有同马克思列宁主义、毛泽东思想、邓小平理论一脉相承的特征，又有在继承前人基础上不断与时俱进的特征。一方面，“三个代表”重要思想全面继承了科学社会主义基本原理，坚持共产主义远大理想，在最终价值目标上与马克思列宁主义、毛泽东思想、邓小平理论完全一致；“三个代表”重要思想坚持辩证唯物主义和历史唯物主义，与马克思主义的立场、观点、方法一以贯之，有机统一；“三个代表”重要思想作为一个相互联系的统一整体，深刻体现了马克思主义理论发展进程中历史和现实的统一。另一方面，“三个代表”重要思想是马克思主义中国化的最新理论成果，创造性地回答了建设什么样的党、怎样建设党的问题，把马克思主义中国化推向一个新阶段。在当代中国，坚持“三个代表”重要思想，就是真正坚持马克思列宁主义、毛泽东思想和邓小平理论。

　首先，要在学习贯彻“三个代表”重要思想上下功夫，用与时俱进的科学理论武装头脑。坚持用马克思主义的科学理论武装全党，是我们不断保持党的先进性的根本经验。列宁有句名言：“只有以先进理论为指南的党，才能实现先进战士的作用。”（近几年来，按照中央和省、市委的部署和要求，区委、区政府坚持用“三个代表”重要思想武装党员干部群众，坚持区委理论学习中心组读书会制度、制定了区委常委学习制度，充分发挥党校的主阵地作用等，周密部署，狠抓落实，取得了明显成效。广大党员对“三个代表”重要思想地位的认识有了新提高，进一步坚定了跟党走、建设中国特色社会主义的信心和决心，广大干部群众解放思想、干事创业、加快发展的积极性明显增强。但是，与中央的要求相比，与广大群众的愿望相比，还有不少差距。）各级党组织和广大共产党员面对全面建设小康社会的宏伟目标，一定要从战略、全局的高度，充分认识“三个代表”重要思想的重大理论指导意义，深刻领会精神实质，掌握马克思主义的立场、观点和方法，努力提高理论素质，提升思想境界，提高自身素质。要发扬理论联系实际的学风，善于把马克思主义的基本原理同改革开放和现代化建设的实践结合起来，自觉运用科学理论去研究新情况、解决新问题，不断提高做好本职工作的本领。

　第二，坚持理想信念，坚定不移地为建设中国特色社会主义而奋斗。崇高的理想信念，始终是共产党人保持先进性的精神动力。共产主义理想和社会主义信念，是建立在马克思主义揭示的人类社会发展的基础之上的，因而是科学的理想信念。中国特色社会主义，符合中国国情，符合全国各族人民的利益，因而是中国发展、走向富强的正确道路。共产党员有了这样的理想信念，就有了立身之本，站得就高了，眼界就宽了，心胸就开阔了，就能自觉为党和人民的事业而奋斗。（在革命时期，革命先驱李大钊面对绞刑架，发出了“我们深信，共产主义在世界、在中国，必然要得到光荣的胜利”的豪迈誓言。方志敏烈士在英勇就义前，慷慨陈词：“敌人只能砍下我们的头颅，决不能动摇我们的信仰！因为我们信仰的主义，乃是宇宙的真理！”夏明翰烈士临刑前，挥笔写就了成为千古绝唱的就义诗：“砍头不要紧，只要主义真。杀了夏明翰，还有后来人。”革命先烈在生与死的考验面前所以能够威武不屈，就是因为他们对共产主义理想的坚贞不渝、矢志不移。）在社会主义建设和改革中，许许多多共产党员所以能够为党和人民的事业鞠躬尽瘁、死而后已，也都是因为有崇高理想和坚定信念的激励。（吉林省水利厅厅长、党组书记、优秀共产党员汪洋湖同志深情地说：“从我在党旗下举手宣誓的那一天，我就告诉自己，你是党的人了，你要为党的崇高理想奋斗到底。这是支撑了我全部人生的理想信念！”许振超，一个只有初中文凭的桥吊工人，凭着对工作的极端热爱和执着追求，从一名普通的门机司机成长为“工人技术专家”，在普通的岗位上，在单调的工作中创造了震动世界航运界的“振超效率”。）在中国改革和建设事业的滚滚洪流中，汪洋湖、许振超只是沧海一粟。但是，正是因为有了千千万万这样的中国共产党人，我们党的事业才如浩瀚大海，奔腾不息。我们每个共产党员都要努力学习和自觉运用辩证唯物主义和历史唯物主义的强大思想武器，正确认识社会主义发展过程中出现的曲折和反复，正确认识社会主义事业的长期性、艰巨性、复杂性，正确认识社会主义制度的强大生命力和巨大优越性，从人类社会发展规律的高度来认识当今世界的变化及其趋势，不断坚定自己的理想信念。

　第三，要强化执行理念，把学习贯彻党的路线方针政策与本地实际紧密结合起来。学习贯彻党的理论和路线方针政策，是一个思想认识的问题，更是一个实践问题。没有远大理想，不是合格的共产党员；离开现实工作空谈远大理想，也不是合格的共产党员。实现共产主义是一个非常漫长的历史过程，我国现在仍然处于并将长期处于社会主义初级阶段，我们必须从这个实际出发，矢志不移地为实现党的初级阶段的基本路线和基本纲领而奋斗，扎扎实实地推进我们的事业。党的各项方针政策的制定，都是着眼于全国的大局，由于各地情况不同，条件各异，只有与本地实际结合起来，才能真正把党的方针政策落到实处，取得实效。（近几年来，为认真贯彻落实党的十六大和十六届三中、四中全会精神，按照省委、省政府和市委、市政府的重大部署，区委、区政府确立了一系列发展思路、工作目标、重大工作措施。比如，围绕一个目标、抓住三个关键、突出五个重点、建好四企三园两片一带的工作思路，工业立区战略、民营经济三年翻番计划等。实践证明，这些思路和措施符合上级指示精神、符合我区实际、符合群众的愿望。我们要脚踏实地加以推进，确保取得实实在在的经济和社会发展成果。

　]二、加强党的先进性建设，必须牢固树立和认真落实科学发展观，加快发展、科学发展

　 ’重要思想，必须把发展作为党执政兴国的第一要务，不断开创现代化建设的新局面。”党的十六届三中全会又明确提出了以人为本，全面、协调、可持续的科学发展观。科学发展观是与时俱进的马克

　坚持科学发展观，必须牢牢把握第一要务。胡锦涛总书记指出：科学发展观，是用来指导发展的，不能离开发展这个主题。离开了发展这个主题就没有意义了。发展首先要抓好经济发展。这为我们树立和落实科学发展观指明了方向。发展是硬道理，是解决一切问题的关键。经济增长是发展的基础，没有经济的增长，没有物质财富的积累，就谈不上发展，就无法解决困难和问题，就会永远被动落后。不发展不行，发展慢了也不行。经过多年来的建设，我区经济发展纵比成绩很大。（去年，全区地方生产总值达到38.36亿元，增长18%；地方财政收入完成11562万元30.35%；完成固定资产的投资12.2亿元，增长53.3%。固定资产投资，限额以上工业总产值、增加值等其他主要经济指标快速增长，增幅均为近十年来的最高点。主要经济指标提前一年超额完成了“十五”计划。）但横比差距还不小，发展得还不够快，不论是经济总量，还是增长质量都远远不够。（我区是全省30个欠发达县之一，人均GDP、人均财政收入、人均规模以上固定资产投资、人均实际利用外资、人均税收都比较低。）对于我区来说，当前发展质的提高固然重要，但量的扩张依然是第一位的。我们要永不满足、永不停步。特别是面对各地

　坚持科学发展观，必须坚持经济社会协调发展，推动社会全面进步。加快经济发展的根本目的是满足人民群众日益增长的物质文化需要。（近几年来，我们在经济社会发展的基础上，加强社会主义政治文明和精神文明建设，促进社会全面进步。按照新一轮城市总体规划，加快城市化建设步伐，把工业园区作为城市建设的新城区，大力加强基础设施建设力度，城市面貌呈现出新变化。大力繁荣文化、教育、科技、卫生、体育等事业。突出抓好文明生态村创建工作，5个试点村进展顺利，取得初步效果。全面启动生态区建设，综合运用经济、法律、行政手段，大力整治环境污染

　坚持科学发展观，必须坚持以人为本，努力构筑和谐社会。人是发展先进生产力和先进文化的主体，同时又是先进生产力和先进文化发展的最终受益者。人越全面发展，就越能为社会创造更多的物质财富和精神产品，人民的生活就越能得到有效的改善；反过来，物质文化条件越充分，生活水平越高，就越能促进人的全面发展。（近年来，区委、区政府把解决困难群众生产生活问题，作为实践“三个代表”和立党为公、执政为民的实际行动，就部分山区人畜饮水难、农村行路难、看病难、上学难、就业再就业和扶贫济困等问题进行安排部署，取得了明显成效。认真落实《公民道德建设实施纲要》，深入开展各种形式的公民道德实践活动，积极推进社会公德、职业道德、家庭美德建设，加强未成年人思想道德教育，促进了人的全面发展。）今后，要深入开展扶贫济困送温暖活动，积极为群众办实事、好事，关注困难单位，关心贫困人口，关爱弱势群体，将党和政府的温暖送到群众的心坎上。

　三、加强党的先进性建设，必须不断解放思想，与时俱进，创造性开展工作

　解放思想，与时俱进，遵循社会发展的客观规律，始终走在工人阶级和广大群众的前列，走在时代潮流的前列，通过制定科学的路线方针政策，切实履行人民交给的职责，担当起时代赋予的历史任务，是我们党先进性的鲜明特征。历史和现实充分证明了这一点。

　新民主主义革命时期，在毛泽东同志的领导下，我们党坚持解放思想，实事求是，创造性地提出了农村包围城市武装夺取政权、党指挥枪、进行人民战争等一系列革命理论，正确地回答和解决了中国革命的任务和对象、道路和前途、领导力量和依靠力量、战略和策略等问题，从而开创了一条中国自己的崭新革命道路，领导中国人民取得了新民主主义革命的伟大胜利。建国后，以毛泽东为代表的中国共产党人，从中国实际出发，制定了从新民主主义到社会主义过渡时期 的总路线，采取了社会主义工业化和社会主义改造同时并举的方针，顺利地实现了对农业、手工业和资本主

　特别是在改革开放的新时期，我们党重新恢复和确立了解放思想、实事求是的马克思主义思想路线，正确地以马列主义、毛泽东思想为指导，解决过去遗留的问题，解决新出现的一系列问题，正确地改革同生产力迅速发展不相适应的生产关系和上层建筑，推进社会主义现代化建设。回顾改革开放20多年的历程，我们党经历了几次大的思想解放。每一次解放思想，都带来观念大更新、经济大发展和社会大进步。

　第二次解放思想，是上世纪80年代中期，以党的十二届三中全会为标志，中央明确提出我国还处于社会主义的初级阶段，全面进行以城市为重点、以搞活国有企业为核心内容的经济体制改革，改革由农村走向城市和整个经济领域，乡镇企业得到迅猛发展。

　1992年小平同志南巡讲话为标志，确立了“三个有利于”的价值标准和关于社会主义本质的科学认识，进一步形成了关于发展是硬道理、社会主义必须搞市场经济等一系列战略思维。

　第五次解放思想，是以十六届三中全会为标志，中央明确提出了科学发展观的战略思想，并在全国范围内实行了宏观调控，着力解决长期制约经济发展的结构、体制和增长方式等方面存在的突出问题，实现了经济持续快速协调健康发展和社会的全面进步。思想大解放的不平凡历程，雄辩地说明了一个道理：以解放思想促进经济快速发展与社会全面进步，既是我们党领导改革开放和现代化建设的一条重要历史经验，也是中国特色社会主义开拓前进的一条重要的基本规律。

　回顾我区这些年改革开放和现代化建设的实践，也充分证明了这一点。（近几年来，我们针对思想不解放、观念陈旧这个加快发展的最大障碍，在全区广泛开展了解放思想大讨论活动，切实克服各种陈旧思想的束缚，实现了新时期的思想解放和观念更新，为促进经济跨越式发展提供了强大的精神动力。可以说，我们在企业改革、招商引资、发展民营经济、经济环境治理等方面取得的每一次突破性进展，都是不断解放思想、大胆创新的结果。）时代在前进，社会在进步，事业在发展。实践没有止境，解放思想没有止境，改革创新也没有止境。新形势下，解放思想，创造性工作，要突出抓好以下几个方面。

　（一）进一步解放思想，以思想的大解放促进经济的大发展。思想是行动的先导。谁思想解放得好，观念更新得快，谁就能把握住稍纵即逝的机遇，赢得加快发展的主动权；谁见事迟、行动慢，谁就会坐失发展的良机，处于被动局面。（从温州等地快速发展的成功的经验来看，他们并不仅仅得益于区位的优势，关键取决于他们思想解放的程度和观念更新的力度，取决于他们敏锐地捕捉和把握机遇的能力。这是我们同先进地区之间最大的也是最根本的差距。当我们还停留在对姓“资”姓“社”等问题的争论时，温州等地已靠不争论的政策抓住了发展的机遇，靠敢闯敢冒的行动赢得了发展的先机。）目前，中央明确提出了科学发展观的战略思想，并在全国范围内实行宏观调控政策。面对新的形势和任务，我们应该进一步解放思想，转变观念，坚持把宏观调控作为提升产业结构、转变经济增长方式、提高经济运行质量的难得机遇，引导各级用市场经济的办法解决发展中遇到的问题，用发展的思路解决前进中遇到的困难，用改革的手段解决企业改制中遇到的矛盾，推动经济快速健康发展。

　（二）要创新工作方式方法。工作方式方法事关工作质量和效率，我们党历来高度重视工作方式方法的创新。首先，要任何时候都善于抓主要矛盾，学会“弹钢琴”。要正确处理主要矛盾与次要矛盾、矛盾的主要方面与次要方面的关系，遵循客观规律，把握轻重缓急，善于抓住重点，以重点工作的突破带动全局工作的快速发展。区七届八次全委会明确提出了坚持“五个不动摇”，在区九届人大三次会议上，我们又提出了要办好与人民群众密切相关的6件实事，这些工作是我们工作的重点，抓住这些就抓住了全区经济社会发展的牛鼻子，就能达到全区经济与社会相协调、城市)第四，要努力探索加快经济社会快速发展的激励机制。（近年来我们建立健全了决策目标、执行责任、考核监督三大体系

　（三）要尊重群众的首创精神，充分发挥广大人民群众的积极性。人民群众是历史的创造者，是我们党的生命之根、力量之源、胜利之本。发展经济，提高执政能力，既要用先进的理论来教育和引导群众，又要坚定地相信群众、依靠群众，尊重群众首创精神，制定和实施合乎民主、顺乎民意、顺应经济社会客观发展要求的目标、思路和举措，激发和保护人民群众的创造力。要用发展市场经济的新观念、新思想、新办法，观察和解决经济发展中的问题，对于基层创造性的工作，对群众在实践中总结出来的新鲜经验要及时总结推广，给予热情支持和鼓励；对一时看不准的事情，应当允许其试验，并在试验中总结经验教训，纠正错误，完善好的；对符合“三个有利于”标准，能够促进经济快速发展的好办法、好措施，引导其大胆地试、大胆地干、大胆地闯，鼓励创新中的探索，善待发展中的挫折，宽容前进中的失败，使基层群众中蕴藏的发展潜力更好地发挥出来。

　四、加强党的先进性建设，必须牢记党的根本宗旨，始终坚持立党为公、执政为民

　全心全意为人民服务是我们党的根本宗旨，是马克思主义唯物史观的内在要求，是共产党人的最高准则，也是我们党区别于其他政党的显著标志。代表什么人的利益，为什么人服务，是衡量一个政党先进性的试金石。我们党从成立那天起，就坚持人民的利益高于一切，全心全意为人民服务。我们党的根基在人民、血脉在人民、力量在人民。群众在我们心里的分量有多重，我们在群众心里的分量就有多重。党员干部无论职务高低、权力大小，都是人民的勤务员，都要坚持用“立党为公、执政为民”的理念改造自己的主观世界，时刻牢记全心全意为人民服务的宗旨，始终坚持“权为民所用、情为民所系、利为民所谋”，时刻想着要把实现、维护和发展好群众的利益当作自己应尽的义务，把立党为公、执政为民的理念落实到关心群众生产生活的工作中去。

　要强化富民意识，以发展凝聚民心。加快发展，是全党的中心工作，是全区人民根本利益所在。现在人们盼望的就是经济能快速发展，群众能尽快富裕起来。各级党员干部要牢固树立宗旨观念，常思富民之策，常办富民之事，常兴富民之举，立足于当地的经济、社会发展和人民群众的根本利益，坚持从实际出发，创造实实在在的政绩。（牛玉儒同志是新时期涌现出来的领导干部的楷模。牛玉儒始终牢记全心全意为人民服务的宗旨，以强烈的事业心和责任感，呕心沥血、忘我工作，一直奋斗到生命的最后一刻。牛玉儒同志有句名言：“为官就是做事”。牛玉儒同志在任包头市市长的4年时间里，心系群众，勤政爱民，在经济建设、改革开放、城市建设等方面提出并实践了一系列具有创新性的思路和措施，为包头市的发展做出了重要贡献。后来又接受组织的挑选，不计较个人得失，由自治区副主席到呼和浩特市任市委书记。工作岗位的转换，使牛玉儒同志肩上的担子更重、身上的责任更大。不少亲戚朋友劝他慎重选择，但牛玉儒同志却从不想着给自己留余地，总是自加压力，负重前行。在任市委书记的493天，上任伊始就带领全市人民抗击“非典”，接着深入调查研究，提出发展的目标和任务，带领一班人和全市人民一心一意谋发展，以实干

　要强化爱民意识，做人民群众的公仆。广大党员干部要牢记群众利益无小事的道理，时刻把群众的安危冷暖挂在心头，为群众诚心实意办实事，尽心竭力解难事，坚持不懈做好事，真正把人民群众当成自己的衣食父母。对群众生产生活中遇到的这样那样的困难，一定要带着深厚的感情去帮助解决，切实把党和政府为群众谋利益的各项政策措施落到实处。（张普善同志是新时期优秀共产党员的代表。作为基层领导干部，在去年抗击“非典”的特殊战场上，牢记宗旨观念，心中装着群众的安危，将个人生死置之度外，勇敢地站在斗争的最前沿，连续奋战，忘我工作，因疲劳过度诱发心脏病，不幸以身殉职，牺牲在抗击“非典”的战斗岗位上，年仅42岁。张普善同志用自己的生命谱写了一曲抗击非典爱民亲民的英雄赞歌，忠实实践了“三个代表”重要思想，充分展现了一个共产党员的优秀品质和高尚情怀）。

　五、加强党的先进性教育，必须大力弘扬党的优良传统和作风，永葆共产党员的政治本色

　党员是构成党的组织的细胞。党的先进性与党员个人的先进性有着内在的联系，在本质上是一致的。党的先进性，既要由党的整体来体现，也要由党员个人的表现来体现。坚持党的先进性，不仅需要我们党，也需要我们每一个党员，在建设中国特色社会主义的伟大事业中，在改革开放和现代建设的伟大实践中，在物质文明、政治文明和精神文明建设的活动中，发挥应有的先进模范作用。

　进入新世纪、新阶段，我们党所处的内外环境、所肩负的历史任务和党员队伍的现实状况都发生了深刻深化。每个共产党员面临着能否“变革不变质”、“变革不变向”的严峻考验。我们的党员队伍和干部队伍的主流是好的，是具有先进性的。但是，也必须看到，有一部分党员干部存在着与保持先进性的要求不相适应、不相符合的问题，有的还相当严重。主要表现在：一是有的党员理想信念不坚定，对建设中国特色社会主义信心不足，有的甚至存在“信仰危机”。二是有些党员忘记了全心全意为人民服务的宗旨。极少数党员以自我为中心，对个人名利斤斤计较，有的甚至跌入了腐败的泥坑。三是一些党员组织纪律观念淡薄。有的不讲党性、不讲原则，热衷于讲交情、讲关系，拉拉扯扯、吹吹拍拍，搞小圈子。有的缺乏组织观念，不参加甚至长期不过党的组织生活。四是有的党员对国家发展大势看不清，对一些现实问题认识模糊，精神萎靡不振，等等。这些问题的存在妨碍了党的路线方针政策和决策部署的贯彻执行，损害了党同人民群众的血肉联系，削弱了党的创造力、凝聚力和战斗力。广大共产党员要在先进性教育活动中认真学习“三个代表”重要思想，坚定理想信念，坚持党的宗旨，增强党的观念，认真解决党员和党组织在思想、组织、作风以及工作方面存在的突出问题，永葆党的先进性和纯洁性，不断增强党组织的创造力、凝聚力和战斗力。
