　 乡镇便民服务中心经验交流

　4月份××县第一个乡镇“天天办”便民服务中心成立运作以来，该县19个乡镇本着“为群众解忧难，为政府树形象”的宗旨，纷纷建立了便民服务中心。通过一年多的精心运作，乡镇便民服务中心成为一道亮丽的风景线，构架了乡镇党委政府与群众之中的连心桥，成为了老百姓心目中的“天天办”。其成功做法主要表现在以下几方面：

　××县委、县政府非常重视机关效能建设，去年3月份在全县下发了《关于在全县深入开展评干部作风、评机关效能、创满意单位（以下简称“两评一创”）活动的决定》，在县直76个单位如火如荼地开展机关效能建设。寮塘乡政府顺应这一形势，率先建立起了便民服务中心，以此推进乡镇效能建设，得到了县委、县政府主要领导的高度重视，去年7月份在全县加以推广建设。

　3月份还将乡镇便民服务中心建设纳入了县委、县政府对各乡镇的年度工作目标管理考评，与经济建设和社会发展等中心工作同部署，同落实，同考核。8月初，县委常委、县纪委书记李琦带领县纪委监察局干部和19个乡镇纪委书记观摩了横龙镇、寮塘乡便民服务中心，并在寮塘乡召开了乡镇效能建设流动现场会，将此项工作推向了纵深。

　年初，县委、县政府指定由县投诉中心负责乡镇便民服务中心建设，并加大了人力物力的支持。县投诉中心充分发挥了求实创新的精神，积极向先进县市学习，紧密结合我县实际，探索出了一条建设便民服务中心的好路子。该县制定了乡镇便民服务中心建设实施意见，并以县委办、县政府办的名义下发了《××县乡镇便民服务中心工作目标管理考评办法》，要求各乡镇高标准、严要求建设好便民服务中心。今年5月份，县投诉中心通过充分酝酿，制定出台了《××县乡镇便民服务中心工作手册》。该工作手册具有很强的操作性，明确了乡镇便民服务中心的工作理念、运作方8月初召开的乡镇效能建设流动现场会上，县投诉中心负责人还通报了全县乡镇便民服务中心的运作情况，并详细讲解了《××县乡镇便民服务中心工作手册》。

　今年以来，各乡镇严格按照了县委、县政府的要求，把便民服务中心建设摆上了突出位置，确保便民服务中心成为展现政府形象的窗口。各乡镇成立了效能建设工作领导小组，由党政一把手担任组长，并指定由乡镇党委副书记担任便民服务中心主任，负责维护便民服务中心正常工作秩序，负责各类事项的办理和各类矛盾纠纷的调处，接待群众来访和申诉等工作。各乡镇按照“务实为民、规范有序、提高效率”的总体要求，进一步加大了乡镇便民服务中心软硬件建设，有的还新建了办公场所，配齐配强了工作人员，完善了工作制度。各乡镇严格对照《××县乡镇便民服务中心工作目标管理考评办法》和《××县乡镇便民服务中心工作手册》，设立民政、土管城建、综治、财政等四个以上工作岗位，指定专人负责，定期报送相关表格和材料，并建立了受理情况登记卡和咨询情况登记卡，按时予以办结。有的乡镇还结合各自实际，充分履行了“为民代办制”，为群众提供免费代理代办服务，赢得了群众的普遍赞誉。

　四、加强督查，狠抓落实

　××县乡镇效能建设得以顺利开展，其中的一个关键就是强化了督促检查，狠抓了工作落实。该县不搞形式，不走过场，把乡镇便民服务中心建设当成了今年重中之重的工作来抓，全力打造效能型政府和群众满意政府。该县制定了《××县机关效能建设督查工作细则》，在《××县乡镇便民服务中心工作目标管理考评办法》中明确规定了督查的重要性，严格执行督查扣分制。今年以来，该县已组织开展了两次乡镇效能建设督查，对各个乡镇便民服务中心出现的脱岗离岗现象进行了严肃批评，并在全县下发了督查通报，引起了强烈反响。同时，各乡镇也加大了督查工作力度，发现问题，严肃处理。今年4月份，寮塘乡还开展了乡镇效能建设形象测评，对两名排名倒数第一的工作人员进行了相应处理。

　19个乡镇便民服务中心共为群众办理事项3012件，办结率达96%，解决群众纠纷或化解矛盾1420件，满意率达98%。可以说，便民服务中心构建了乡镇党委政府与群众之间的连心桥，也为新时期下乡镇政府职能转变提供了有益的探索。
