　 村级后备干部培养意见

　我区从1997年开始，选送农村优秀青年参加西北农林科技大学汉中教学点“村级后备干部经济管理大专班”学习，先后4期为114个村培养了159名大学生，占村总数的%。已有18名进入村支部和村委会领导班子，有22名担任村文书、团支部书记、妇代会主任等职，成为适应农村发展的“领头人”、应用科技的“明白人”、率先致富的“带头人”，为农村改革发展贡献着聪明才智。我们的做法是：

　 一、结合汉台实际，制定培养规划

　 我区有16个镇、乡、街道办事处，其中，涉农的镇、乡、街道办事处15个，共有206个行政村，村级干部总数1296名。近年来，通过各级党校、农干校、农广校狠抓了农村党员干部的教育培训，全区75%以上的村党支部书记达到了中专学历。但是，农村基层干部队伍结构不合理，村干部年龄偏大，文化偏低，后备干部队伍力量薄弱，“选人难”的问题依然存在。农村人才匮乏，干部素质差的问题，已是困扰农村经济发展的主要问题。从这一实际出发，区委研究决定，采取联合办学方式，选送一批农村优秀青年到西北农林科技大学汉中教学点参加学习，经过努力，为每个村培养1名大专学历的高层次后备干部，改善干部队伍结构，提高农村基层干部队伍的整体素质。为办好“村级后备干部大专班”，区委组织部同西北农林科技大学汉中农校教学点进行了反复醋酸讨论，签订了联合办学协议书，落实了各自的职责任务，同时，积极争取到国家农业部、省农业厅的指导支持。为落实培训经费，区委决定由区财政拨出专款，解决每人每年2500元的培养经费，区上累计承担培训经费万元。从根本上保证了办学工作的顺利进行。

　 二、确定培养目标，选好培养对象

　 我们确定了村级后备干部培养班的专业为农村经济管理，大专学历，脱产学习，学制两年。为了保证培养目标的实现，使每个学员能学得好、用得上、留得住，我们十分重视做好培训班的招生工作，严格把好学员的选拔关，招生对象只限于农村高中毕业生，年龄限定在25岁以下。区委组织部制定下发了《关于选送农村优秀青年参加西北农林科技大学学习培训的意见》，滤布对选送条件、培训形式、专业设置、招收名额、招考办法等问题作了具体要求，并抽调干部到各中学了解生源情况，印发了招生简章。各镇乡办事处按照区委的要求，确定有专人负责此项工作，积极推荐符合条件的对象报名。区委组织部对报考人员进行了严格的资格审查，并和校方共同组织了学生的入学考试。根据考试成绩和体检结果，按照“严格标准、综合平衡”的原则择优录取，有效地保证了生源的质量。

　 三、加强教学管理，保证培养质量

　 “村级后备干部大专班”是一种比较特殊的办学形式，其学员的组成较为复杂，有应届高中毕业生、有在农村务农或从事商贸、外出打的往届高中毕业生。为此，我们在教学内容、教学方法上大胆改革，专门制订了“农村经济管理大专班教学计划”，并通过西北农业大学成教学院的审批之后，付诸实施。普通教学内容适当增加农村应用文写作、计算机应用基础等课程的比例，开设农业概论、园艺概论、土肥学、农业生态与环境等农业基础课程，突出了专业特点。增设乡镇企业管理、管理学原理、经济法、股份制经济、农业经济管理、市场与营销等课程，加大专业课的实践技能训练，增强实用性，突出地方农业特色。在教学管理上始终坚持“标准一致、严格管理、针对特点、齐抓共管”的原则，配合学校把他们的教育管理纳入全校学生整体教育管理体系，严格按照《大学生守则》和学校的各项规章制度规范学员的言行。为了能使学员顺利地通过入学后第二年春季成人高考，取得西北农业大学的正式资格，学校利用节假日、部分晚自习，抓好学员的高考复习，专门聘请有经验的教师对学员进行应考前的集中辅导，学员中98%的人通过了成人高考，并获取西北农林科技大学文凭。

　 四、大胆实践锻炼，促进全面成长

　 在学员的培训过程中，我们努力使学员养成勤于思考、勤于实践的好习惯，牢固树立向实践学习、向群众学习的观点，积极参加社会实践活动。要求学员利用每年的寒暑假和节假日以班级或镇、乡、办事处为单位，主动深入农村和乡镇企业参加学习，调查研究，开展小型多样的社会实践和服务活动，运用所学知识指导农业生产、支持农村工作。区委组织部还专门组织学员先后参观了青龙观、黄家塘等村组建设和村办企业，还请了几名村支书和村主任给学员介绍怎样当好村支书、村主任的经验。学员通过自己的耳闻目睹和身临其境地调查，撰写了调查报告，既增加了对农村工作的感性认识，又使自己所学知识能够和实践紧密地结合起来。调查报告被校刊作为专刊采用，赢得了广大师生和区委领导的好评。学员毕业后，我们针对其有知识、无方法，有热情、无良策，有信心、无经验的实际，将他们纳入省委、省政府实施的“双万工程”，分别下派到村上任村指导员，纳入村干部的管理考核，挂职两年后，回本村工作。龙江镇张山村委会副主任张勇，利用自己所学专业知识，压滤机滤布带领群众发展养猪事业，全村生猪存栏7000多头，成为远近闻名的养猪专业村。东关办事处雷家巷村党支部委员王建勋，依托区位优势，与支部一班人招商引资，兴办了“盛隆家俱城”，促活了村上经济。望江乡刘河村干部胡家扁村带领群众积极调整产业结构，提出“人均一亩桑”发展目标，全村桑园面积达1103亩，仅此一项人均收入增加900多元。实践证明，这批高层次的村级后备干部是农村的希望所在，肩负着农村发展的重任，必将成为贯彻“三个代表”重要思想和全面建设小康社会的主力军，推动农村经济社会发展。
