      当前反腐倡廉制度建设方面的四点不足

     权威专家指出,反腐倡倡廉制度建设既是党的制制度建设的重要方面,又又是反腐倡廉建设的重要要保障。近些年来,反腐腐倡廉制度建设领域不断断拓宽、成效不断显现,,但这些年查处的大量违违纪违法案件和消极腐败败现象易发多发的情况表表明,现有的反腐倡廉制制度还不健全,还存在不不少漏洞和缺陷。

     在高高层看来,当前反腐倡廉廉制度建设方面的不足主主要有四:一些重要领域域和关键环节还存在制度度空白,有些问题存在已已久,但解决问题的制度度没有及时建立,跟不上上形势发展需要;一些制制度缺乏针对性和可操作作性,过于原则宽泛,缺缺少具体实施措施;一些些制度缺乏系统性和配套套性,不能有效发挥作用用;不少制度没有得到很很好执行,存在着重制定定、轻执行现象。

     针对对这些问题,胡锦涛总书书记在此次会议上发表讲讲话,多次强调制度建设设的重要性,并要求突出出抓好四个方面即反腐倡倡廉教育制度、监督制度度、预防制度和惩治制度度建设。

     党建专家、中中央党校教授叶笃初分析析,“胡锦涛总书记从党党和国家事业全局的角度度,高瞻远瞩,以前所未未有的坚定、鲜明、精确确语言,强调突出抓好四四大制度建设:教育、监监督、预防、惩治,为新新形势下开创反腐倡廉新新局面,指明了正确方向向。四项制度互为倚重,,缺一不可,必须作为完完整统一体系、有序推进进。”

     接受《瞭望》新新闻周刊采访的中央党校校政法部教授林喆认为,,“当前在一些地方,反反腐败的制度形同虚设,,没有真正运转起来。胡胡锦涛总书记特别强调了了‘有效管用’。反腐倡倡廉制度体系是要见实效效的,在日常生活都能够够触摸到的。”
