县旅游业发展情况调研报告

　 县旅游业发展情况调研报告 为全面了解和掌握我县旅游业发展现状，破解我县旅游业发展中存在的困难和问题，推进我县旅游业进一步发展，实现“旅游兴县”目标。根据县人大常委会2016年监督工作计划，县人大常委会组成调研组，在县人大常委会主任**的带领下，于2016年*月下旬至*月上旬对我县旅游业发展情况进行了调研。调研组一行先后到**国际公园、**镇**故里、**茶花博览园、**花果山生态园、**公园等地进行了现场调研，听取了县旅游局关于全县旅游业发展情况的汇报。通过调研，了解了我县旅游业发展现状，也了解到了工作中存在的困难和问题。现将调研情况报告如下：

　　一、我县旅游业的基本现状

　　我县地处**丘陵与**平原过渡地带，作为**线上一颗璀璨的明珠，发展旅游业不仅具有良好的交通区位优势，而且具有深厚的人文资源优势和丰富的生态资源优势。近年来，在县委、政府的高度重视和坚强领导及各职能部门的辛勤努力下，我县旅游业经过几年来的不断开发建设，经历了一个从无到有的逐步发展历程。呈现出健康发展的势头。

　　科学规划旅游产业布局。完成了《**县旅游发展总体规划》。在编制过程中，注重发挥旅游对文化的助推作用和文化对旅游的引领作用，重点突出五大文化特色，即名人文化、书法文化、红色文化、宗教文化和绿色文化。

　　旅游品牌创新有所突破。舒同博物馆、**纪念馆成功创评为国家3a级景区；荣胜艺术村成功创评为国家2a级景区；**乡花果山生态园、**杨梅基地成功创评为省级乡村旅游示范点，打破了往年我县无国家级景区、省级乡村旅游示范点历史，具有特殊非凡的意义。

　　重点工程项目成果显著。一是**国际公园是我县龙头旅游项目，按照国家4a级景区标准建设，部分景区建设已完工，公园初显规模，计划于2016年开园；二是舒同博物馆于2016年末县财政出资进行改扩建，完善各项基础设施建设，扩建完成之后多次成功举办各类书法展览；三是**公园于2016年县财政出资对公园内部活动休闲场所、**塑像、**纪念馆、**旧居等所有设施进行改造和完善。现已形成集旅游、休闲、爱国教育基地、红色廉政教育基地为一体的综合性活动场所。

　　乡村旅游休闲项目开发建设不断推进。**乡花果山生态园、**杨梅基地已完成硬软件建设并形成一定规模，成功创评为省级乡村旅游示范点，对游客开放运营。“**故里”近年来通过政府投资和吸引外商投资及争取上级资金和个人捐赠等渠道共投入600多万元进行改造修缮，品质大大提升。对**镇**村和**村、****古村、**状元府进行保护性开发，妥善保护古建筑、弘扬古文化精神。其它乡镇发掘了一批自有特色的旅游资源，例如：**润邦农业生态园、**茶花博览园、**城河山庄和绿野农庄、**镇**生态观光区、**桥制盛旅游示范园、**镇度假山庄、**乡红色旅游小镇和**古村项目等。

　　二、我县旅游业发展中存在的主要问题

　　思想认识不到位。我县旅游业起步比较晚，很多人对发展旅游认识不足，全县上下大力发展旅游业的氛围尚未形成。对旅游业缺乏信心，有的认为**没有名山大川，缺乏吸引力和竞争力，难以招来引来大项目，难以把资源优势转化成经济优势，难以打造特色鲜明的旅游目的地。有的认为发展旅游业投资大、周期长、回报慢，缺乏信心和耐性。

　　配套设施不完备。景区打造、开发层次低，本地特色不明显，旅游项目单一，接待服务功能不完善。主要是交通条件差，特别是通往各乡镇景区的道路大多等级差、老化、路窄，游客进出困难。体现旅游食、住、行、游、购、娱“六要素”的宾馆、饭店、游乐设施、购物中心缺乏。如：“**故里”去年国庆期间大批游客慕名而来，吃饭、停车成了问题。很多游客乘兴而来，失望而归。

　　专业人才较缺乏。具备导游资质的专业性人才数量极少，旅游高级人才极度缺乏。

　　资金投入远不够。投资渠道单一，大多依靠政府投资。市场化运作的旅游开发机制尚未形成，筹资融资的渠道不够畅通，致使旅游项目的开发建设进展缓慢，难以形成旅游亮点和经济支撑点。旅游业投入周期长、资金多、回报慢。以至于外商进入意愿不大，严重制约旅游资源的常态发展。

　　宣传力度不够大。缺乏足够的宣传促销经费和健全、长久、高效、新颖、密集的宣传机制。宣传效果不突出，使得我县的旅游资源和产品的知名度不高。

　　三、几点建议

　　针对以上问题，提出如下建议：
