　我市市属国有企业从去年9月至今年2月集中开展了第三批深入学习实践科学发展观活动。在活动中，各参学企业党组织以“四强四优、科学发展”为实践载体，紧紧围绕企业科学发展上水平这一核心目标，认真抓好学习调研、分析检查和整改落实阶段各项工作，在服务发展保增长、服务群众保民生、服务大局保稳定中充分显现了学习实践活动取得的可喜成效。

　参加第三批学习实践科学发展观活动的国有企业282户，党员60133人。针对企业学习实践活动基层单位类型多、党组织状况差异大、生产经营一线及离退休党员数量多等特点，市属国有企业学习实践活动领导小组确定了企业学习实践活动“四坚持”的指导方针，即：坚持“区别情况，分类指导，灵活多样，注重实效”的原则，坚持以“四强四优、科学发展”为活动载体，坚持以领导班子和领导干部为重点，坚持以保增长、保民生、保稳定，促进国有经济平稳较快发展为主要任务。一些企业规范了管理，增强了竞争意识，促进了发展；一些企业理清思路，凝聚力量，努力实现扭亏增盈；一些企业引导党员振奋精神，自强自立，团结带领职工走出困境。

　方法灵活形式多样

　为了使国有企业学习实践活动开展得扎实有效，提出了“小型、分散、灵活(来源：http://）、多样”的活动组织要求，不断丰富活动形式。在召开动员大会的方式上，采取大会集中动员与小型分散动员、个别动员相结合的办法。在组织学习培训的方式上，采取集中学习与自学相结合，辅导讲座与交流心得体会相结合的方法。在征求意见的方式上，采取上级部门“点”、领导干部“找”、深入基层“听”、党员群众“提”、客户代表“谈”、发放问卷“征”等多种方式，走出去，请进来，广泛征求意见。

　学习调研阶段，各企业向在岗党员发放学习资料45707本，向流动党员寄发学习资料2629本；企业党委中心组学习1514次，撰写心得体会3717篇；各级领导干部和专家学者作辅导报告645场次；到传统教育基地、城市发展新区、重点建设项目实地考察116批次；确定调研课题873个，完成调研报告848篇；在岗党员参学率达到100%，下岗、流动、离退休党员参学率达到%。

　分析检查阶段，各企业党组织召开征求意见座谈会1418次，参加座谈会18909人，发放征求意见表57015份，设置意见箱661个，开通热线电话331部，共征求到各类意见和建议4510条；参加专题民主生活会的党员领导干部1281人，参加专题组织生活会的党员27495人；企业干部职工代表、服务对象代表、离退休党员代表7934人参加了分析检查报告满意度测评，平均满意率为%。

　整改落实阶段，各企业党组织和广大党员按照“四明确一承诺”的要求，制定整改方案和措施。各企业党组织制定整改方案251个，整改措施31个;计划整改9969项，已经整改5094项，正在整改2696项，采取措施整改2179项。
