　为贯彻落实省委、省政府深入实施民生工程指示精神和我民生工程任务要求，全面完成我广播电视村村通工程建设任务,结合实际情况，制定本实施方案：

　指导思想做好广播电视村村通工作要以邓小平理论“三个代表”重要思想为指导，紧紧围绕建设社会主义新农村的总体目标，把社会效益放在首位，着力解决广大群众最关心的收听收看广播电视节目问题。村村通工作以政府为主导，以欠发达地区为重点，以加强农村文化建设为核心，以建立健全广播电视公共服务体系，保障广大农民群众最直接、最现实的基本文化权益，满足人民群众日益增长的精神文化需求为目的，最大限度地扩大广播电视的有效覆盖，不断提高广播电视，尤其是农村广播电视的基本服务水平，进一步扩大政府公共文化服务覆盖面，让更多的群众共享改革发展成果。确保优先把设备安排到偏远，无法通过其他方式(有线、无线等)覆盖的户县村村通工程建设领导小组对全县村村通工程负总责，负责工程的实施及协调指导工作负责工程建设中的设备发放、技术指导、检查验收、建立档案信息录入、统计上报、等工作，掌握全县工程实施动态，并监督检查工程建设质量和进度设备到县后，由县村村通工程建设领导小组办公室和库管共同验收先全部存放于库房并指派专人担任库管，负责设备保管、发放。县村村通工程建设领导小组办公室根据，负责将设备调运到乡(镇)乡(镇)村村通工程建设领导小组负责该乡(镇)村村通工程的实施、督促检查和协调指导工作负责该乡(镇)村村通工程实施中的宣传发动、调查摸底、资料收集整理上报、督促检查、协助县村村通工程建设领导小组做好有关工作要严格按照实施原则开展宣传发动工作，

　3、费用安排：费用主要包括去岛屿的车船费、伙食与住宿的费用以及节假日补贴费用

　（1）车船费和住宿费：下乡车费由局统一安排解决，到各小岛船费、住宿费按实际开支核报。

　（2）伙食补贴：在大岛范围内按每天中午伙食补费25元/天，小岛部分全天候补贴按50元/天计算。

　（3）节假日补贴费：按照国家劳动法规定进行补贴。
