　 政府公共服务党课讲稿

　党的十八大报告中，，首次明确界定了服务型政府府的内涵，提出要建设“职能能科学、结构优化、廉洁高效效、人民满意的服务型政府””。强化政府公共服务职能作作为建设服务型政府的重要抓抓手，体现了政府公共管理理理念的转变与创新，对于推进进以保障和改善民生为重点的的社会建设具有重要意义。

　政府公共服务，简单来讲，，即政府满足公共需求的行为为，是为公共利益提供的一般般性或普遍性服务，其突出特特点就是体现在“公共”二字字上。“公共”意味着政府根根据社会公众日益增长的各种种需求重新定位自身职能，强强调以社会公众为服务对象，，以满足公众需求为目标导向向，以公众是否满意为评价标标准。

　立足我国社会主义初初级阶段的基本国情，优先保保障基本公共服务的提供，是是满足最广大人民群众根本利利益的迫切需要，也是我国公公共服务发展的必经阶段。22012年7月，国务院发布布了《国家基本公共服务体系系“十二五”规划》。《规划划》指出，基本公共服务，指指建立在一定社会共识基础上上，由政府主导提供的，与经经济社会发展水平和阶段相适适应，旨在保障全体公民生存存和发展基本需求的公共服务务。本次规划把基本公共服务务范围确定在公共教育、就业业服务、社会保险、社会服务务、医疗卫生、人口计生、住住房保障、公共文化体育等八八个领域，突出体现了群众““学有所教、劳有所得、病有有所医、老有所养、住有所居居”的需求。

　让公共服务的的阳光照耀每一个角落，是经经济发展的要求，是建设“美美丽中国”的需要，更是百姓姓的热切期盼。公众对公共服服务的关注度是改善民生的晴晴雨表。为了进一步了解我区区群众对公共服务的期望及现现状，我从服务种类的角度，，在城区X社区内做了一次小小范围的公共服务关注度调查查，调查项目为八大类基本公公共服务，调查对象为50名名社区居民代表。调查结果显显示，群众对社会保险、医疗疗卫生、住房保障的关注度最最高，约占调查人数的七成。。因为调查范围小，获得的数数据具有局限性，但社区是社社会的一个缩影，调查结果在在一定程度上反映了我区群众众在公共服务方面的需求程度度与满意程度。下面，我从老老百姓日常生活中的一些感受受出发，浅谈关注度较高的三三类公共服务在我区的满足现现状。

　多谋民生之利,多解解民生之忧,解决好人民最关关心最直接最现实的利益问题题,是我们一切工作的出发点点和落脚点。近年来，区委区区政府从服务举措、服务理念念等多个层面不断完善政府主主导、覆盖城乡、可持续的基基本公共服务体系,将改革成成果实实在在地转化为百姓自自家房檐下微小却又确定的生生活一部分。下面，我主要从从现代化与多元化的角度出发发，简要谈谈我区政府在推进进公共服务上的几个亮点。

　随着经济、社会的发展和公共共服务领域改革的深化，不断断推进公共服务方式创新，为为公众提供更加公平、有效、、快捷的公共服务，已成为我我们进一步探索与思考的课题题。

　首先，强化服务意识，，把微笑带回家。公共服务不不是一个时髦的标签，也不是是一个运动的口号，它是实实实在在满足公众需求的活动。。作为政府的一项职能，它所所体现的是政府执政理念和伦伦理文化的更新，既要有硬件件的建设，也要有软件的建设设。一支公正廉洁、乐于奉献献、一心为民的服务队伍是软软件建设的核心部分。提升服服务队伍整体素质，一是要注注重引导，加强对干部职工行行为规范、公众形象、工作作作风等方面的教育，增强责任任感和服务意识，角色定位到到服务的提供者和需求的回应应者上来，从细微处做起，切切实提高为民办事的本领；二二是要完善机制，细化服务标标准，做到对待服务对象要热热心、办理业务要细心、政策策咨询要耐心，将公共服务建建设成为社会服务文化的表率率，用微笑让办事者满意而归归。

　其次，优化供给模式，，让优势显出来。近年来，公公共服务的供给不断规范化、、合理化，在数量和质量上都都取得了明显成效，但是同人人民群众不断增长的公共服务务需求相比，公共服务的供给给还存在一些不足的地方。我我们一方面可以通过扩大供给给决策的公众参与程度，疏通通政府与公众对话交流的渠道道，推动供给决策的民主化与与科学化，另一方面可以根据据不同公共服务的特点，发挥挥政府、企业、社会力量的比比较优势，引入竞争合作机制制，形成“多中心”的公共服服务供给模式，提高公共服务务供给的效率和水平。

　最后后，落实监督管理，使公平看看得见。在公共服务社会化、、市场化的改革过程中，有效效的监督机制和健全的法律体体系显得尤为重要。政府作为为公共服务供给的主要力量，，也承担着监督和管理的重要要责任。将科学的行政问责机机制、透明的公众参与机制、、动态的过程监督机制有效结结合并在不断完善的法律体系系下有序运行，逐步建立起统统一、开放、公平、公正的现现代公共服务监管机制。
