　 **镇经济发展发展普查工作实施方案

　为认真贯彻《**县人民政府关于开展**经济发展普查的通知》文件精神，切实做好我镇经济发展普查工作，结合我镇实际，制定本方案。

　一、普查目标

　经济发展普查是各级政府的重要工作任务。开展经济发展普查是党中央、国务院为正确认识国情、准确把握国力、科学制定国策的一项重要举措；是一项重大的国情国力调查；是我国经济发展生活中的一件大事。在我镇开展经济发展普查，目的是全面调查了解我镇第二产业和第三产业的发展规模及布局，了解我镇产业组织、产业结构、产业技术的现状以及各生产要素的构成，进一步查实服务业、战略性新兴产业和小微企业的发展状况，摸清我镇各类单位的基本情况，全面更新覆盖国民经济发展各行业的基本单位名录库、基础信息数据库和统计电子地理信息系统。通过普查，进一步夯实统计基础，健全统计工作的部门协调机制和信息共享机制，更好地贯彻落实国家宏观调控政策，提高宏观管理和决策水平，科学制定经济发展社会发展规划，加快产业转型升级，促进区域共同发展，又好又快地推进现代化建设进程，提供科学准确的统计信息支持。

　二、普查机构设置　

　经济发展普查工作在镇人民政府统一领导下进行。镇政府成立**镇经济发展普查工作领导小组，负责全镇经济发展普查工作的领导、组织和实施。领导小组下设办公室，具体负责落实领导小组议定的事项和日常工作的组织协调以及普查的实施。各村（居）相应成立经济发展普查工作领导小组和普查办公室，明确村（居）主任为领导小组组长，村（居）会计为普查办主任。

　三、普查经费

　经济发展普查所需经费，列入财政预算，按工作需要及时拨付，确保普查工作顺利开展。

　四、普查宣传动员

　经济发展普查涉及范围广、任务重、工作难度大，要动员和组织社会各方面的力量参与，需要得到社会各方面的支持和配合。各村居、各部门、各单位要充分利用标语、横幅、板报、宣传栏等，广泛深入宣传经济发展普查的重要意义和要求，宣传普查工作中涌现出的典型事迹以及违法违纪案件查处情况，引导广大普查对象依法配合普查，教育广大普查人员依法开展工作，为普查工作顺利实施创造良好舆论环境。

　五、普查标准时间

　普查的标准时点为2013年12月31日，普查时期资料为2013年年度资料。

　 六、普查对象、内容、范围和方式

　普查对象是在我镇境内从事第二产业和第三产业的全部法人单位、产业活动单位和个体经营户。

　　普查的主要内容包括单位基本属性、从业人员、财务状况、生产经营情况、生产能力、原材料和能源及主要资源消耗、科技活动情况等。

　　普查的具体范围包括采矿业，制造业，电力、热力、燃气及水生产和供应业，建筑业，批发和零售业，交通运输、仓储和邮政业，住宿和餐饮业，信息传输、软件和信息技术服务业，金融业，房地产业，租赁和商务服务业，科学研究和技术服务业，水利、环境和公共设施管理业，居民服务、修理和其他服务业，教育、卫生和社会工作，文化、体育和娱乐业，以及公共管理、社会保障和社会组织等。

　七、普查组织实施

　经济发展普查工作按“全镇统一领导、部门分工协作、镇村分级负责、各方共同参与”的原则组织实施。

　1、按照全县统一要求，结合我镇实际情况，研究制定经济发展普查实施方案并报县经济发展普查办公室备案，实施镇内普查工作。

　2、镇普查办公室负责本区域内普查工作的组织和实施。负责组织各村(居)委会、各单位、各部门的力量开展普查工作，做好普查员的选调、培训、业务技术指导和单位清查工作，负责向调查单位布置、收集普查表，并负责基层数据的审核和上报工作。

　3、开展单位清查。在普查登记前，办公室要依据编制、民政、税务、工商及其它具有单位审批权的部门提供的单位登记资料，结合本区域现有基本单位名录库资料，对辖区内的第二、第三产业单位和个体经营户按普查区或普查小区逐一进行核实清查，重点核对单位名称、代码、地址、联系电话、行业类别等属性指标；在与邮政、电信、移动、联通、银行、保险等行业系统内的清查结果相衔接后，整理出普查单位名册。对没有法人代码的单位，由市级普查办公室赋予临时代码。

　4、实施普查登记。利用单位清查形成的包括全部法人单位、法人单位所属的产业活动单位和个体经营户的名录，镇普查办公室组织普查员对所辖普查区内的所有从事第二、三产业活动的法人单位、产业活动单位逐一发放普查表进行登记。对个体经营户的普查也可以采取与单位清查结合的办法进行，由普查员持普查表上门，通过调查询问的方式填写调查表。办公室和普查员要严格按照普查表的填报规定和填写说明，认真填写普查表。所有普查对象必须严格按照《中华人民共和国统计法》和《经济发展普查条例》的规定，按时、如实地填报普查表。任何单位和个人不得虚报、瞒报、拒报、迟报，不得伪造、篡改普查数据。镇经济发展普查办公室要加强与县人民政府统计执法机构和监察机关密切配合，加大对普查工作中违法违纪行为的查处力度，坚决杜绝人为干扰普查工作的现象，确保普查工作顺利进行和普查数据质量。

　八、复查与验收

　普查登记结束后，普查员要对普查结果按照自查、互查等方式进行全面复查，检查调查单位是否有重复和遗漏，填写是否完整、数据质量是否可靠、计量单位是否准确、逻辑关系是否合理等，发现差错，及时改正。复查工作完成后，镇普查办公室要将普查登记阶段的工作质量按照有关规定和要求进行质量检查和验收。验收不合格的要返工重新进行登记，直至达到规定的要求。

　九、数据审核上报

　镇经济发展普查办公室对所辖普查登记的普查资料审核无误后，收集整理上报至县级普查办公室。

　十、普查数据处理

　经济发展普查数据处理工作在县级组织实施。镇经济发展普查办公室积极配合做好普查数据的处理工作。

　十一、普查质量控制

　经济发展普查各阶段的质量控制和验收工作，在镇普查领导小组的领导下进行。普查办要指定专人负责、指导和检查质量控制工作。

　十三、表彰和处罚

　十四、普查工作总体安排
