　 经贸局党建工作开展情况半年总结

　 今年以来，我局以机关党建工作为抓手，有力地推动了各项工作开展，现总结如下：

　 一、把握机遇，充分认识今年党建工作面临的新形势

　 一是党的十七大科学发展观理论和“两个先行区”实践，为党建工作展示了新境界。二是实现经济又好又快发展，由外向型经济向开放型经济转变，为党建工作提供了新途径。三是适应国家宏观经济政策紧缩的变化，服务企业、出口对外经贸系统干部素质提出了新变化。四是行政流程的再造，为公众服务的审核审批科单列，对其他科（室）衔接服务企业提出了新内容。五是办公室回迁办公条件的改善对提高以党建为主要内容的效能、行评、精神文明建设、平安等工作带来了新机遇。六是今年是第十届文明单位的总评年，我局争创市级文明单位，为提升党建工作质量水平带来了新标准。七是市委雷书记对外经贸工作和外经贸系统干部素质要求很高，对提升单位党建工作水平提出了新要求。

　 二、采取措施，推动党建工作上新台阶

　 （一）认识再提高。全局上下把党建工作提高到贯彻落实党的十七大科学发展观、实现经济又好又快发展的高度来认识，主要领导明确指出，党建工作与经济业务工作不是一比九的关系，而且五比五的关系，把党建工作放到与经济业务工作同等重要位置，工作同部署，任务同下达，日常同检查。一是抓早。今年元月2日上午（新年上班的第一个工作日）局党总支召开扩大会，研究出台党风廉政建设工作，严格公款接待对象、报批程序、陪餐人员等。3月10日出台《关于开展“南平发展我知道，服务发展当先锋”主题教育实践活动方案》（南外经贸党[**]3号）。在4月8日召开的全市外经贸工作会议专题部署党建工作。二是抓实。今年党建工作以《方案》为主线，以党建为重点，联动效能、行评、精神文明、挂村、平安建设等方面；既有市委党风廉政教育方面的“规定动作“，又有联系部门实际机关文化建设方面的“自选动作”，如设立“5•13”论坛、主办羽毛球赛、组织音乐鉴赏等，既有活动内容、责任人，又有落实的时间、要求等，还有评比制度。挂村工作尽力尽心，注重发挥有关部门作用，今年以来本单位已付挂村资金近5万元，已落实项目6个。三是抓联。注重上联下带，今年初接受省厅“三级联创”、“行评工作”检查2次，参加省上专题会议2次，我局“套会”2次；我局的党建《方案》、省厅的效能方案共享；积极参加党建联系片、社区工作，注重向先进单位学习。

　 （二）力量再增强。分管领导保证相当时间、精力抓党建，人教科为总支日常工作科室，人教科新增1人，各支部换届结束，充实2人，已聘请9位人大代表、政协委员、企业主、社区离退休干部为监督员，吹响党建工作力量的“集结号”。把党建工作延伸到市行政服务中心，把入住行政服务中心的“审核审批科”作为创建“服务发展最佳科室”活动科室，把入住科室打造成既是审核审批的办事窗口，也是党建建设的形象窗口，还是沟通公众的桥梁纽带。我局全部入住的审核审批事项共19项，另有发证、年检等事项7项，截止7月9日，受理审核审批办结事项53件。公务员之家:http://

　 （三）服务再优化。服务基层上注重增强服务的效率和效益，如去年以来国家将竹制品退税率并到木制品，一并由13%下调到11%，造成竹农损失，局主要领导亲自调研并形成材料上报省外经贸厅、福州海关、省国税局等，引起省政府领导和省直有关部门高度重视，这些部门相继上报国家对应部门，引起重视。国家海关总署最近将指派国家税则认定中心上海分中心人员到我市进一步核实。2002年以来我市兴起开发区建设热潮，开发区已成为经济重要增长极，我局主动请缨，主动协调省农办、省外经贸厅在今年“5•13”期间成功举办“山海协作示范园区•开发区项目对接会”，将我市7个省级开发区（产业组团）与福州、泉州6个发达开发区达成项目、客商、管理共享对接协议，得到省政府领导表扬和开发区欢迎，开创山区、沿海开发区对接的先河，为我市开发区招商引资起到积极推动作用。邵武中竹纸业有限公司继XX年之后再次承接缅甸造纸项目技术援助工作，定于今年7月初陆续派出110人赴缅，但由于人员签证形式变化，由XX年因公从外办渠道办理手续改为今年从公务渠道办理，我局迅速与市公安局联系，说明该企业派员赴缅属技术援助而非劳务输出，并出具相关证明，市公安局在规定的工作日内办妥了手续，确保相关人员按时赴缅履约。顺昌榕昌化工并购项目、南平鸿志兴增资项目我局均派员蹲在省厅催办，得到企业好评。光泽圣焰化工合资项目系环保节能项目，也是光泽培育新兴产业的龙头项目，吸引外资2800万美元，由于《合同》中外方收益回报条款订立不够规范，市、县两级外经贸部门积极协调省、市外汇管理部门，也协调合资中外双方，终于圆满解决，业主盛赞有加。

　 （四）工作效益化。在追求工作效率的同时，注重追求效益。近年来，省上安排了一批扶持外经贸发展资金，但这些资金安排对山区比较不利，我局利用各种场合积极呼吁争取，变总量扶持为增量扶持，有力地推动了一大批成长型企业发展，今年筛选46家成长型企业全年资金需求亿元，其中33家企业已纳入省人行及省外经贸厅列入扶持发展盘子，除11家企业被省上纳入出口1000万美元以上成长型企业扶持盘子外，还积极争取到13家企业纳入600万美元扶持盘子，4家流通性企业亦被纳入。今年争取到广交会及附属摊位106个、华交会摊位12个，均比上年明显增加，组织近20家企业参加今年元月和7月德国法兰克福、中东灯具、园艺产品、汽配展。今年初获悉省上将出台《重大外资项目促批资金扶持政策》，我们积极发动基层申报，并向省上争取有利于山区的扶持政策，现首批已落实9个项目。XX年至XX年，我局共向省上争取资金1240万元，其中XX年910万元。

　 （五）政务电子化。近年来投资10万多元建立商务电子平台，添置更新10多台电脑，大力推行电子政务，企业摊位申请、资质认定、政策扶持均实行网上申报，348家均实行网上年检。
