　 在当今时代，知识产权、科技创新能力已经成为国家竞争力的核心，筛网滤布成为国家经济发展的决定性因素，它是强国富民的重要基础，也是国家安全的重要保证。品牌是企业和产品品质、信誉、文化的标志和结晶，是科技、经营管理、企业文化等综合优势和价值的集中反映。提高我国的科技自主创新能力，创造更多世界著名的品牌，对于我们全面建设小康社会、加快推进社会主义现代化，应对新一轮科技革命和产业革命的挑战，提高我国经济和企业的国际竞争力，都具有十分重要的意义。只有抓住世界科技革命和产业革命新的历史机遇，创造和掌握更多的自主知识产权，创造出引领世界潮流的高新技术和著名品牌，提高国家和企业的核心竞争力，形成更多自主创新品牌经济集聚之地，才能使我国在日趋激烈的国际竞争和全球合作中逐步占据主动地位。

　 贯彻落实科学发展观，实现我国经济社会全面协调可持续发展，更迫切需要提高我国的科技自主创新能力。要努力为落实科学发展观不断充实科学基础和提供科技支撑。依托自主创新，走新型工业化道路，把节约资源作为基本国策，发展循环经济，保护生态环境，加快建设资源节约型、环境友好型社会。创造绿色制造、绿色产品、绿色品牌，实现人与自然的和谐与可持续发展。

　 推进我国科技体制和管理改革，也必须将着力提高我国科技自主创新能力作为战略基点。要坚持按照社会主义市场经济和世界科技发展趋势的要求深化科技体制改革。科技体制改革20多年来，我国科技事业蓬勃发展，取得了一批重大成果。然而，有利于科技进步和创新的、充满活力的体制机制尚待进一步形成，有利于科技成果更快更好地向现实生产力转化的有效机制还没有完全建立。自主创新能力还不强，科技原始创新有效供给不足，成果转化效率不高，依然是我国科技事业面临的主要问题。我们要以提高我国科技自主创新能力为主线，深化体制和管理改革，大力提高原始创新能力、集成创新能力和引进消化吸收再创新能力，加快建立以企业为主体、市场为导向、产学研紧密结合的技术创新体系，推动我国科技体制改革进入以科技创新能力建设为基点的新阶段，使科技成果及时有效地转化为现实生产力。

　 把推动科技自主创新摆在全部科技工作的战略基点，要求我们必须紧紧抓住为国家发展服务这个中心任务，坚持经济建设必须依靠科学技术、科学技术必须面向经济建设的方针，按照国家发展需求和当代世界科技前沿态势，有所为，有所不为。选择重点，集中力量，力争在事关现代化全局的战略高技术、事关实现全面协调可持续发展的重大公益性科技创新和重要基础研究领域，取得突破，夺取重大原始性科学创新成果，创造和把握更多核心和关键高技术。要坚持以人为本，尊重知识，尊重人才，尊重劳动，尊重创造，大力吸引、培养和凝聚人才，压滤机滤布特别是要造就一批战略科技专家、科技尖子人才和优秀的企业经营管理人才，为优秀人才的脱颖而出和人尽其才创造良好的条件与环境。
