　 党员，是党的肌体细胞，只有党员合格，党的组织才坚强有力。在多位受访者看来，深入到每一位党员的“两学一做”学习教育，正是中央对于推动全面从严治党向基层延伸的具体实践。

　 在“十三五”开局之年，中央在全党开展“两学一做”学习教育，站得更高、看得更远，实质是把思想建设、作风建设、纪律建设融为一体。公方彬说，“‘两学一做’，将为基层党员增强‘四个意识’，规范行为举止、提高思想水平，提供有力抓手。”

　 学是基础

　 “随着‘两学一做’的展开，全面从严治党进入了常态化状态，重点就是要整体提升全体党员的素质。”戴焰军说，“两学一做”基础在于“学”。

　 “学”什么？按照中央部署，重点内容十分明确，即深入学习党章党规、深入学习习近平总书记系列重要讲话。

　 “学党章党规是让党员干部的行为举止有规矩，培养规矩意识；学总书记系列讲话精神是让党员干部的头脑得到‘武装’，增强‘四个意识’。”中央党校教授辛鸣说，行为有规矩、头脑有“武装”，这是做一名合格党员的基础。

　 党章是管党治党的总章程，集中体现着党的基本理论和政治主张，集中体现着党的集体意志和原则要求，是全党必须遵循的根本行为规范。把党章这个总规矩立起来了，其他的纪律规矩也就容易立起来。公方彬说，学党章党规的意义在于提升全体党员的政治素养、增强规矩意识，重在明确基本标准，树立行为规范。

　 多位受访专家都谈到，现在一些党员干部出问题，有个共同的原因，就是不学党章、淡忘党章、不把党章当回事。“对每个党员来说，尊崇党章、学习党章、遵守党章、维护党章是最基本的要求，要内化于心、外化于行。”中央党校教授叶笃初说。

　 党规党纪则是对党章的延伸和具体化，是规范党员行为的具体遵循。

　 “从去年陆续出台的《中国共产党廉洁自律准则》《中国共产党纪律处分条例》可以看出，一个政党必须要有清晰的党内法规，引导党员树立崇高道德追求，明确行为处事底线，从而让全体党员的政治素养和规矩意识上一个新台阶。”在公方彬看来，要通过学习，弄清

　楚该做什么、不该做什么，能做什么、不能做什么，守住每个共产党员作为执政党一员为人做事的基准和底线。

　 “作为一名党员，要通过学习，明确了解自己的行为举止是否符合党章党规的要求，是否能按照党章党规做人做事。”戴焰军认为，应从全面从严治党的高度来认识学党章党规的重要意义。

　 另一个主要内容是学习习近平总书记系列重要讲话。“面对实现两个一百年奋斗目标、实现中国梦的艰巨任务，党员如何能坚定明确的目标和方向？如何能够增强自己的能力和水平？这些问题，都需要通过学习总书记系列讲话来获取答案。”戴焰军说，总书记系列重要讲话精神内涵丰富，学懂学透既是完成发展中一系列任务的需要，也是做一名合格党员的基本要求。

　 “一个政党必须要有科学理论的指引，学系列讲话的意义在于加强头脑‘武装’。”公方彬说，习总书记系列重要讲话是全党智慧的结晶，把握其丰富内涵和核心要义，有助于认清中国当下和未来发展的前进方向，以此形成共识，统一思想和行动。

　 “学党章党规，有助于明确全体党员行为规范，在行为层面做一名合格党员；学习系列重要讲话，有助于全体党员为完成好当前和未来的工作与目标提供思想‘武器’，在思想层面做一名合格党员。”戴焰军说。

　 做是关键

　 “两学一做”关键在于“做”，就是要做合格的共产党员，这是学习教育的着眼点和落脚点。

　 多位受访专家认为，学党章党规、学系列讲话，要做到学而信、学而用、学而行，不能只停留在写在纸上、说在嘴上、挂在墙上，关键是要落到行动中，真正做出实效。当前，做一名合格党员的标准是什么？

　 受访专家分析，按照中央的一贯要求，合格党员的标准是具体而明确的。最重要的是坚定信仰信念、强化政治意识、树立清风正气、勇于担当作为。

　 坚定信仰信念，就是要保持共产党人本色，不忘初心，坚定对马克思主义的信仰，坚定对中国特色社会主义和共产主义的信念，更加自觉地尊崇党章、履行党员义务；

　 强化政治意识，就是要始终坚持坚定正确的政治方向，主动增强政治意识、大局意识、核心意识、看齐意识，经常、主动向以习近平同志为总书记的党中央看齐，向党的理论和路线方针政策看齐，更加爱党忧党兴党护党；

　 树立清风正气，就是要坚持用党性原则和纪律规矩来约束规范自己，校准思想之标，调整行为之舵，绷紧作风之弦，廉洁从政、勤于修身、从严治家，筑牢拒腐防变的防线；勇于担当作为，就是要保持干事创业、开拓进取的精气神，平常时刻看得出来，关键时候冲得上去，更加主动地立足岗位做贡献。

　多位受访专家谈到，“两学一做”更要强化问题导向，瞄着问题去、对着问题走。经过这几年从严治党实践，党员干部队伍整体素养和作风得到加强。但是，在一些党员中问题仍存，例如，党性意识淡化、在党不言党者有之；信仰不真、修身不实、当“两面人”者有之；阳奉阴违、组织纪律涣散、搞团团伙伙者有之；漠视群众疾苦、与民争利、执法不公、吃拿卡要者有之；不会为、不善为、不敢为、不作为者亦有之。

　 戴焰军说，当今时代，思想观念和价值取向日趋活跃，中国共产党在13亿人口的大国执政，各种考验与风险也给管党治党带来了新挑战。“如果党员的整体素质得不到有效提高，那将影响党的凝聚力和战斗力。从一些‘落马’官员的案例来看，他们往往首先不是一个合格的党员，其次才不是一个合格的领导干部。”

　 因此，推进“两学一做”重要的就是要端正思想作风，持之以恒纠正“四风”，抓好不严不实突出问题整改。受访专家建议，每个党员都要自己摆进去，用镜子照自己，对照合格党员的标准检视自己、改进自己。现在，不少人习惯拿手电筒照别人，而不注意拿党员标准之镜子照自己，要求别人严，要求自己宽，实际上每一位党员严于律己是兴党的重要基础工程。

　 “思想行为层面的问题不可能一次解决。我们党常常透过一个个重点，逐步解决问题，逐渐提升思想行为水准。”公方彬认为，要把“学”与“做”作为一个系统工程来看待，不可割裂，将学习与每个人自身的思想、行动实践结合起来。“没有实践的学习，将玄而又玄，可能出现‘学’和‘做’两张皮，应以‘学’促进‘做’，以‘做’印证‘学’，做到学做互进、知行合一。”

　 在他看来，“学”的成果是提升境界，提升境界则为了更好地实践，真正做一名讲政治、有信念，讲规矩、有纪律，讲道德、有品行，讲奉献、有作为的合格党员。

　 “两学一做”学习教育，面对的是8700多万的全体党员，层级多、范围广，尤其需要防止形式化、空泛化、走过场。

　 按照中央部署，“两学一做”学习教育，将以党支部为基本单位，以组织生活为基本形式，以落实党员日常教育管理制度为基本依托展开。

　 受访专家建议，要注意抓在平常，融入经常，坚持区分层次、分类指导，给各级各类党组织留出空间，发挥党支部自我净化提高的主动性。

　 “能不能让学习教育由‘要我学、要我做’转变为‘我要学、我要做’，是个关键。”戴焰军建议，一是，要把“两学一做”学习教育作为一项长期政治任务。从理论上提升认识，到落实于行动中，这绝不能一蹴而就，需要长期、扎实、细致、系统的学习与实践。

　二是，在制定具体方案和措施时，要细致安排。各地应按照中央的统一部署，根据不同领域、不同行业党员的实际情况，对学习教育的内容、形式、措施等作出具体安排，增强针对性、时效性，防止在实施过程中变形走样。

　 三是，要想办法调动起党员自身的能动性。戴焰军说，有的地方党内生活不正常，存在庸俗化、随意化、平淡化的问题，党员教育管理失之于宽松软、不严不实。建议在“两学一做”过程中，通过解决问题、严格制度，来提升学习效果，让党员真正融入学习教育中，发挥能动性，触动心灵层面。

　 公方彬说，每一位党员都应想一想，透过“两学一做”，由我们党的性质宗旨决定的“精神大厦”和“价值系统”到底应呈现怎样的景象，真正抓住“两学一做”的魂和神。

　 “要想出实效，就必须将党章党规学进去，做到‘入心’，把党章党规变成党员干部的行为规矩，按党章党规严格要求、做人做事；就要将总书记系列重要讲话精神学进去，做到‘入脑’，把系列讲话精神变成党员干部的思想引领，以此来思考问题、干事创业。”辛鸣说。

　 “在‘两学一做’中，各级领导干部尤其要摆正位置，发挥带头作用。”戴焰军说，领导干部既是“两学一做”学习教育的参与者，也是组织者、领导者，他们的学习状态对一个地区、一个部门的学习效果有着直接影响。

　 戴焰军建议，一方面，各级领导干部要以高度的责任心，制定出本地区、本部门、本单位的具体“行动路线图”，推动学习教育出实效，绝不能当“甩手掌柜”。
