　摘要：随着我国国民经济水平的不断提高，人民的生活有了巨大的提高。但是，目前社会上贫富差距问题较为明显，这给社会的安定带来了巨大的隐患。因此，研究社会弱势群体生活状态和社会资源分配问题成为我国社会发展的主要课题之一。社会弱势群体通常从事重体力劳动，但经济收入水平相对社会平均水平较低，这部分人生活在社会的边缘，没有享有国家的社会福利保障，更多时候处于无助与无奈状态，不能受到平等的公民待遇。所以本文笔者从事基础发，主要对弱势群体的现状进行了具体的论述，从下岗职工、农民工和艾滋病患者这三个代表性的群体进行介绍，此外，我们还要对于弱势群体存在的一些问题进行分析，在对弱势群体进行关注和帮助过程中提出一些个人的观点和看法，为我国全面提升国民生活水平，构建和谐社会发表一些建议和想法。

　一：绪论

　（一）研究的目的伴随着我国经济的发展越来越多的社会问题也逐渐暴露，弱势群体作为我国构建和谐社会中存在的主要问题之一，越来越多的被新闻工作者报到出来，这引起了社会各个层次和方面的关注。弱势群体在社会进步与发展过程中，是一个较为薄弱的环节，而且弱势群体也存在自身发展的问题，无论是自身实力的不足，还是政府给予的支持，或是社会给予的偏差认识都在很大程度上困扰着弱势群体的发展。但是笔者认为弱势群体是需要关注的社会群体，无论是漂泊在外的农民工，还是备受冷眼的艾滋患者还是无依无靠的留守老人都是弱势群体中亟待我们认真关注和帮助的人群。关注弱势群里不但能够使他们得到帮助，提高生活质量，还能更好的体现社会的和谐。所以本文笔者从事基础发，主要对弱势群体的相关概念进行简单介绍，此外笔者又针对弱势群体存在的问题论述。在本文的第三章本文论述了关注弱势群体的重要性及重要意义。在本文的最后，我们根据当下对弱势群体的关注实际情况进行分析提出一些自己的想法和建议。

　（二）研究的意义

　理论意义：弱势群体作为社会关注的焦点，其发展状况与生活条件一直备受关注。本文选此为题，与本专业的课程联系紧密。所以通过对本文的论述，笔者从一个更加全面的角度加深了对于弱势群体的认识，也加深了对于本专业相关知识的认识。

　实践意义：针对本文论题，作者通过对相关报到的查阅和实际调查，通过深刻的分析对目前状态下我国弱势群体报道进行研究和总结，并且在论文完成过程中，由老师的热心指导和亲身体会，将论文完成，可以说这一过程笔者将书本知识与现实问题进行了有机的结合。通过对于本文的论述，笔者不仅掌握了相关的理论知识，也提升了自身的实践能力以及认识，最终将论文完成。

　二：我国弱势群体的现状

　（一）下岗工人数量较大，并且生活状况较差

　2003年，国企下岗420万，登记失业人数万，加上非国企下岗人数，中国的下岗失业总人数为1万，失业率%左右。

　农民在农闲时进城务工，增加收入，但是由于农民相对文化水平较低，多从事重体力劳动，又由于我国社会保障制度仍不健全，农民工工资水平相对较低，并且常伴有拖欠工资的问题，这使得农民工成为城市的弱势群体。作者对农民工社保的参加比例进行了初步的调查，参加了城镇职工工伤险的农民工占农民工总数的18.2%，参加医疗保险的农民工占农民工总数的38.4%，参与失业保险的农民农民工占农民工总数的11.3%，参加新农合养老保险的农民工占农民工总数的10.2%，参加新农合医疗保险的农民工占农民工总数的56.1%，在农民工统计中有26.2%的人从来没有参加过任何保险。就此可以看出，我国农民工保障体系非常不完善，这使得农民工成为弱势群体的必然结果，农民工的生活水平以及住房条件较差，其子女的受教育也是重要的问题。农民工离开自己的土地，进入陌生的城市，所从事的工作多为较脏较累的工种。但是农民工得到的工资确是微薄的；此外农民工由于自身的知识储备较少，还经常遇到雇佣方在相关的劳动纠纷以及工伤处理过程中的欺骗行为。但是农民工没有显赫的社会地位，没有充足的资金，遇到相关的问题只能选择忍气吞声。笔者认为，农民工作为社会中的弱势群体，相关社会制度对其的关注以及保护是远远不够的，这样的问题也造成农民工先关群益得不到保障的现状。

　（三）社会对艾滋病人的歧视较为严重

　 艾滋病人是弱势群体中的一个较为敏感的话题。笔者查阅大量资料，认识到我国的艾滋患者处于一种精神没有依靠，生活没有保障的现状中。我们不管艾滋病人是如何患病，就单看社会对艾滋病人的认识就抱有歧视的心里。根据统计，我国目前患有艾滋病的病人有84万之多，加上已经因艾滋病死亡的24万，加起来我们的艾滋病人有110万人左右。[1]王荣红,杜明才.转型时期弱势群体的政府政策支持[J].社会主义研究.2010(03)
