　 五原县2010年残疾人康复工作总结，五原县残疾人康复工作在县委、县政府的高度重视下，在市残联和业务科室的具体指导下， 在各级党政的重视和各有关部门的配合下，我县认真贯彻内蒙古自治区残疾人事业“十一五”发展纲要康复工作配套实施方案精神，并结合本地实际，制订了我县残疾人康复工作“十一五”配套实施方案，围绕“十一五”康复工作的核心任务积极开展工作，不断扩大残疾人康复服务受益面，使越来越多的残疾人得到不同程度的康复。

　一、科学指导、思路明确

　? （一）以邓小平理论和“三个代表”重要思想为指导，坚持以人为本，认真贯彻落实科学发展观。把做好残疾人社区康复工作提高到构建社会主义和谐高度，融入到社会主义新农村建设和农村社区卫生服务整体工作之中。紧紧围绕残疾人的康复需求，完善康复服务保障体系，不断提高康复技术水平，增强服务能力。（二）坚持由政府主导，部门配合，社会广泛参与的工作原则，实现各司其职，资源共享，为康复对象提供全方位的服务。（三）坚持立足社区实际，因地制宜，分类指导。根据本社区残疾人的具体需求制订适宜的康复工作计划，为康复对象提供个性化服务。（四）以较少的人力、物力、财力投入，尽可能获得较大的服务覆盖面，保障康复对象的基本康复需求。依托康复机构，以科学、简便、适用的康复技术，使大多数残疾人享受到方便、快捷、廉价的康复服务。

　二、目标任务完成情况

　三、康复规划具体实施情况

　? （二）加大精神病防治康复工作力度?

　? 我县精防康复工作一直沿着社会化、开放式、综合性的精神病防治模式正常运作。为解决我县部分特困且病情严重的精神病患者因经济困难无钱就医的实际问题，县残联制订康复扶贫措施，一是贫困精神病患者，二是扶持那些病情严重、确须治疗且经济困难、家庭收入达不到居民最低生活保障线的特困精神病患者。

　四、存在不足

　? 残疾人康复工作虽然取得了一定的成绩，但是由于我县目前经济发展速度缓慢，残疾人康复工作的发展距离上级的要求和其他先进地区仍存在不同程度的差距，主要表现在以下几个方面：一是各残疾人康复工作的发展不平衡，没有专职残疾人工作者，个别基层党政领导对残疾人康复工作重视、支持力度不够，个别基层残联开展工作中存在畏难情绪，工作落实不到位，导致部分康复项目的任务难以完成。二是康复经费投入不足。虽然县财政对我县的康复工作一贯支持，但由于当前经济形势的影响，残疾人康复经费的投入与事业的发展和残疾人的康复需求不相适应，有限的康复经费远远不能满足多数残疾人的康复需求；三是康复救助力度不够，残疾人康复保障体系有待进一步完善。我县残疾人康复保障体系尚处于起步阶段，在残疾人康复救助方面，尽管近年来我们先后制订了一些相关扶持措施，但工作开展的“深度”还不够。四是康复训练与服务能力及质量有待进一步增强。主要是基层残疾人康复训练与服务机构的建设及网络尚未健全，康复专业技术人才缺乏，开展技术指导和专业人员培训的力度不够，未能最大限度的满足广大残疾人康复需求，康复服务质量也有待进一步提高。
