　推进元宝山区经济社会平稳较快发展

　——在中共赤峰市元宝山区第七届委员会第二次全体（扩大）会议上的报告

　同志们：

　这次会议的任务是：以党的十七届六中全会和自治区、赤峰市党代会精神为指导，全面总结2011年工作，研究部署2012年经济社会发展任务，动员全区各级党组织和广大党员干部群众，解放思想，真抓实干，推进元宝山区经济社会平稳较快发展。

　现在，我代表区委常委会向全委会作报告。

　2011年工作回顾

　2011年，是元宝山区实施“十二五”规划的开局之年。一年来，区委在上级党委的正确领导下，深入贯彻落实科学发展观，以富民强区为目标，以经济转型为主线，加快推进新型工业化、农业现代化和城乡一体化，实现了经济持续健康发展，社会事业全面进步。预计全区地区生产总值实现178.2亿元，同比增长16%；财政收入完成24.1亿元，纯增5.7亿元，增长31.6%；城镇居民人均可支配收入达到17900元，增长16.9%；农民人均纯收入达到9800元，增长22.4%；全社会固定资产投资完成124.9亿元，增长50.6%；全年新签约和引进项目28个，累计到位资金54.1亿元。

　工业经济实力不断增强。调整修编开发试验区总体规划，编制中央商务区规划，完善园区基础设施，搭建项目建设平台。国电化肥一期、九联煤化一期、瑞阳化工三期、贺麒铜业高效铜管等项目建成投产，向阳煤业深部煤田、瑞安煤矿技改、伊品生物、润邦结冷胶、河套酒业、大连重工通用机械、佰思特钢结构、华阔铝型材等项目进展顺利，国电煤提质、鸿宇涡轮增压器、大北农饲料加工等项目签约落地。木材加工、羊绒纺织等劳动密集型产业规模稳步扩大，非资源型产业占工业经济比重不断提升。经济转型步伐进一步加快，争取上级专项扶持资金6000万元。

　农业现代化进程加快。“菜、乳、肉”产业基地建设迈出新步伐，全区设施农业面积达12万亩，奶牛存栏4.1万头，肉鸡饲养量800万只。成功引进温氏集团生猪养殖、神舟集团肉羊养殖项目。我区被评为首批国家农业产业化示范基地。实施创建森林城市七项工程，完成创森面积1.75万亩。落实玉米膜下滴灌任务5万亩。实施楼子店河道治理、农村饮水安全、农业综合开发、扶贫开发等工程，奠定了现代农业加快发展的基础。

　第三产业亮点纷呈。开工建设食天下餐饮综合体、广厦苑星级宾馆，填补了高档餐饮娱乐场所空白。市场建设突飞猛进，建成美丽河煤炭市场，实施元宝山汽贸城、平庄汽贸城一期工程，开工建设恒伟果蔬保鲜冷链物流基地。电子商务等新型业态蓬勃发展。金融资本日趋活跃，服务经济发展功能不断增强。实施“万村千乡市场工程”，开展家电下乡等惠民活动，促进了城乡消费升级。

　城乡面貌显著改善。编制完成元宝山区城乡一体化规划、元宝山城区控制性详规和城市设计。实施城市道路、绿化、供热等基础设施建设工程。建成开发试验区污水处理厂，建设平庄三水源，实现给排水一体化管理。建成平庄一级客运站和赤元一级路公铁立交桥，赤朝高速与平庄连接线正式接通，村村通油路工程不断完善。建成国电煤化工铁路专用线，扎实推进赤锦铁路元宝山区段建设项目征地拆迁工作，积极做好叶赤线扩能改造、赤峰连接京沈客专快速铁路项目前期工作。

　和谐社会建设扎实推进。科技工作进一步加强，全年引进新品种、新技术、新成果20项。教育工作成效显著，全区本科上线率、重点院校录取率、万人口升学率位居自治区和赤峰市前列；校安工程实现突破，消除全部教育危房。基层医疗卫生机构改革工作基本完成。北京安贞医院分院、宝山医院综合楼开工建设，镇卫生院和社区卫生服务中心、村卫生室设施不断完善，各项基本公共卫生工作有序开展。多渠道扩大就业面，就业成为改善民生促进和谐的重要保障。全力做好社会保险工作，超额完成年度责任目标。新农合报销封顶线、城乡低保标准进一步提高。社会综合福利中心建设进展顺利。保障性住房建设、棚户区改造、农村危房改造、矿区采煤沉陷区居民安置取得实质成效。节能减排扎实推进，完成年度节能减排任务。通过自治区文明城区检查验收。公开招聘事业单位工作人员。高质量完成全区第六次人口普查。圆满完成区民主党派、工商联换届。武装、工会、共青团、妇联、红十字、慈善、残疾人、老年人等工作取得新成绩，文化体育、广播影视、审计、民族宗教、计生、档案等工作又有新进展。

　把稳定作为压倒一切的重大任务来抓，集中开展矛盾纠纷排查化解活动，确保将各种矛盾纠纷和不稳定因素化解在基层、化解在当地。开展信访积案化解“百日攻坚”专项行动，四级信访案件办结率达100%，实现进京、进呼零非访。推进社会管理创新，深入开展严打整治，完善治安防控体系，高度重视安全生产，确保了社会大局和谐稳定。

　党的建设进一步加强。加强和改进新形势下人大和政协工作，人大、政协职能作用充分发挥。以庆祝建党90周年为契机，围绕学习贯彻党的十七届六中全会、自治区第九次党代会、市第六次党代会精神，深入开展理论学习研讨，扎实推进学习型党组织建设。以长胜村为代表的新农村建设取得新进展，受到市和自治区的充分肯定，将我区创先争优活动引向深入。圆满完成区镇两级党委和镇人大政府换届。对部分科级领导班子进行了优化配置，对科级后备干部队伍进行调整补充。不断完善村级工作规范化运行机制，全面启动农村社区化管理试点工作。出台《元宝山区离任村书记村主任享受生活补贴待遇试行办法》。落实党风廉政建设责任制，积极推进党务公开，惩治和预防腐败体系建设深入推进。

　过去的一年，是区委团结带领全区广大党员干部群众群策群力、开拓进取的一年，也是全区经济社会发展取得显著成绩的一年。一年来，我们持续推进经济转型，产业结构日趋合理；突出抓好项目建设，综合实力明显增强；千方百计改善民生，社会大局和谐稳定；全面加强党的建设，党组织凝聚力战斗力不断提升。这些成绩的取得，是上级党委正确领导的结果，是区几大班子团结协作、默契配合的结果，是全区各级党组织和广大党员干部群众扎实苦干、奋力拼搏的结果。在此，我代表区委常委会，向为全区改革发展稳定做出贡献的同志们表示衷心的感谢！

　肯定成绩的同时，我们也要清醒地看到存在的困难和问题。主要是，欠发达的区情依然没有改变；干部群众的思想观念与市场经济要求还不够适应；具有较强支撑作用的大项目还不够多，企业自主创新能力还不够强，高新技术产业项目较少；经济社会发展过程中的矛盾仍然存在，信访维稳压力依然较大；基层组织建设仍需加强。这些问题，需要我们高度重视，在今后的工作中认真加以解决。

　2012年形势与任务

　2012年是实施“十二五”规划的关键一年，全区经济社会发展面临着诸多良好机遇和有利条件。国家出台支持内蒙古经济社会又好又快发展的若干意见，深入推进西部大开发、振兴东北等老工业基地战略，有利于我们更多地争取国家和上级部门扶持；发达地区资本外溢和产业转移步伐加快，北京市与我市开展对口帮扶，有利于我们借助外力促进经济结构调整和产业优化升级；赤朝高速建成通车，赤锦铁路建设迅速推进，我区对外交通通道实现实质性跨越，有利于加大力度推介项目、招商引资；经济结构不断优化，四大主导产业蓬勃发展，特别是国电化肥、九联煤化等一批具有较强拉动力的项目将陆续建成投产，为加快发展奠定了坚实基础；全区上下团结协作、齐心协力，广大干部群众干事创业、创先争优的氛围日渐浓厚，为我们加快发展凝聚了强大动力。

　2012年工作的总体思路是：以邓小平理论和“三个代表”重要思想为指导，深入贯彻落实科学发展观，以富民强区为目标，以经济转型为主线，紧紧抓住国家支持内蒙古又好又快发展的重大机遇，着力项目谋划和落实，持续推进新型工业化、农业现代化和城乡一体化进程，统筹抓好经济建设、政治建设、文化建设、社会建设、生态文明建设和党的建设，促进经济社会平稳较快发展，建设富庶优美文明和谐的元宝山区。

　经济社会发展预期目标是：地区生产总值增长16%以上；财政收入增长20%以上；城镇居民人均可支配收入增长16%以上；农民人均纯收入增长20%以上；全社会固定资产投资增长20%以上，保持经济社会平稳较快发展。

　实现上述目标，必须牢牢把握和坚持以下原则：

　第一，要坚持解放思想不动摇。解放思想不是一句空话，归根结底是要打破僵化、看到差距、冲开束缚、开拓眼界、拓宽思路，做到工作有办法、事业有建树。各地区、各部门和广大干部要从元宝山区实际出发，进一步解放思想，继续抓住和用好加快发展这一重要战略机遇期，把思想和行动统一到区委、区政府决策部署上来，自觉服从和服务于全区经济社会发展大局。要牢牢把握第一要务，敢思敢想，敢闯敢干，在完善发展思路、转变发展理念、提高发展质量上下功夫，以思想大解放推动经济社会大发展。

　第二，要坚持项目建设不动摇。项目建设是促进经济社会发展的根本途径。要注重以项目建设集聚生产要素，以项目投资拉动经济增长，紧跟国家产业政策和投资导向，认真做好项目前期、项目储备、项目跟踪和管理服务等工作，努力形成建成一批、建设一批、开工一批、协议一批、谈判一批、储备一批、寻找一批的滚动发展格局，夯实发展基础，增强发展后劲。

　第三，要坚持工业优先不动摇。从国内外经济发展的实践看，工业发展水平决定着一个地区经济发展水平。我区是工业大区，但还不是工业强区，要实现经济社会平稳较快发展，必须坚持优先发展工业，做强做大工业经济。要牢固树立全党抓经济、重点抓工业理念，把工业作为推动全区经济社会平稳较快发展的主攻点和突破口，不断完善载体、集聚项目，培育壮大主导产业，大力发展新兴产业，实现工业经济的结构优化、多元发展、多极支撑。

　第四，要坚持改革创新不动摇。只有锐意改革、不懈创新，才能不断开拓事业发展的广阔前景。要坚持与时俱进，大力培育改革创新意识、增强改革创新勇气，加快推进理论创新、制度创新、科技创新、文化创新以及其他各方面创新；要进一步转变政府职能，不断提高政府执行力，努力营造优质高效的政务环境、规范有序的市场环境、安定和谐的社会环境，为经济社会平稳较快发展提供有力保障。

　第五，要坚持改善民生不动摇。社会和谐，民生为本。要深入贯彻国家关于扩大内需的要求部署，把保障改善民生放在更加突出的位置，进一步加大投入力度，着力解决群众最关心、最直接、最现实的利益问题，努力使群众学有所教、劳有所得、病有所医、老有所养、住有所居、困有所济，共享改革发展成果。

　推动经济平稳较快发展

　调整优化产业结构，推动资源型城市经济转型，加快构建多元发展的现代产业体系。统筹城乡协调发展，全方位深化改革扩大开放，推动全区经济向更高水平发展。

　一、突出抓好工业经济，保持经济平稳较快增长

　围绕“扩大总量、优化结构、加快升级”目标，深入实施“144”百亿工程，加快资源型产业延伸升级，大力发展非资源型产业，构建各具特色、优势互补、协调发展的现代工业体系。

　加快项目建设。围绕优势产业和骨干企业，集中精力抓好带有全局性、战略性和拉动性的重大项目。支持元宝山露天矿1500万吨扩能、瑞安煤矿120万吨扩能，加快向阳深部煤田、伊品生物、润邦结冷胶、伊利乳业扩建、草原兴发、河套酒业、大连重工通用机械、佰思特钢结构、华阔铝型材、粉煤灰综合利用等项目建设步伐，强力推进国电化肥二期、国电煤提质、九联煤化二期、元电四期、国电热电联产项目前期工作。强化项目用地保障，推广城乡建设用地增减挂钩置换办法，破解项目建设用地难题。完善项目工作机制，意向项目抓签约，签约项目抓开工，开工项目抓进度，竣工项目抓达产，盯紧抓实，确保尽快形成新的经济增长点。

　优化产业结构。按照新型工业化要求，坚持政府引导、市场拉动多措并举，推动工业经济优化升级，提升整体实力和综合竞争力。继续做强做大能源、化工、绿色食品加工和装备制造四大主导产业，支持核心骨干企业向上下游扩张，带动中小企业和相关产业快速发展。积极推动木材加工、羊绒纺织等产业扩大规模、提升层次，力争形成优势产业。大力发展新能源、新材料、新技术等新兴产业，实现工业经济多元支撑、有序接替。

　拓展发展平台。科学规划产业布局，合理摆布各类园区，集中力量建设“一区五园”，推动产业和企业向园区集中。优先发展开发试验区，完善中央商务区和物流园区规划，推进二期备用地基础设施建设，提高综合承载能力。加大工作力度，加快平庄、五家、云杉路项目集中区项目入驻，尽快启动平庄项目集中区二期基础设施建设和美丽河、风水沟项目集中区建设。理顺园区体制机制，切实为入园企业提供优质高效的全方位服务。加快建立园区融资平台，强化对土地等生产要素的经营，实现园区的自我积累、自我完善、自我发展。

　发展中小企业。认真落实促进扶持中小企业发展的政策措施，在融资、立项等方面给予大力支持，促进中小企业大发展、快发展。鼓励中小企业围绕优势特色产业搞延伸、围绕重点项目搞协作、围绕园区搞配套，全力打造中小企业发展集群。加大扶持本土企业发展力度，推动本土企业家尽快成长、大量涌现。

　二、提高农业现代化水平，促进农村经济发展

　深入贯彻以工促农、以城带乡方针，认真落实强农惠农政策，推动农业可持续发展。

　推进农业产业化经营。充分发挥康绿源、和润等龙头企业和马架子、木头沟专业市场的带动作用，继续推进设施农业基地建设，稳步发展蔬菜产业，逐步扩大果、花、菌等特色产业规模。全面推行奶牛牧场园区发展模式，提高标准化养殖水平，促进乳产业向集约化、规模化方向转变；围绕草原兴发、温氏集团和神舟集团，扩大肉鸡、生猪、肉羊养殖规模。加快建立政府引导、企业带动、项目支持等多种形式的土地流转机制，鼓励农民将土地流转给龙头企业、种植大户，实现土地效益最大化。完善投融资机制，支持工商资本进入涉农领域。壮大龙头企业队伍，加快龙头企业提档升级。完善农技推广服务体系，强化科技对农业的支撑作用。健全农业社会化服务体系，规范发展各类专业合作组织，为农户提供低成本、便利化的生产经营服务。

　夯实农业农村发展基础。继续实施好土地整理、测土配方、河道整治、节水灌溉等工程，改善农业基础条件。落实新农村建设规划，以交通、能源、通信等基础设施建设为重点，稳步推进中心村及农民住宅小区建设，改善农村生产生活条件。大力发展农村二、三产业，增加农民财产性和工资性收入。积极发展农村教育、文化、医疗卫生等社会事业，引导公共服务向农村延伸。

　三、加快发展第三产业，促进区域经济繁荣

　以新型工业化、农业现代化、城乡一体化为依托，科学规划、合理布局，推动服务业提档升级。

　大力发展面向生产的服务业。充分利用赤朝、赤通高速，赤锦、叶赤铁路等交通资源，加快构建和完善连通各地的现代物流体系，提高物流产业的专业化、社会化服务水平。大力推进平庄、美丽河、元宝山、风水沟等煤炭市场建设，培育煤炭物流骨干企业，打造蒙东地区煤炭物流中心。积极发展金融服务业，引进各类金融机构在我区设立分支机构，改善中小企业金融服务。支持金融机构向小城镇和农村延伸，提高金融业服务地方经济发展能力。规范发展法律咨询、会计审计、工程咨询等商务服务业，不断拓展新型服务领域。加快发展信息服务业，完善信息基础设施，推进电子商务和电子政务，努力打造“数字元宝山”。

　全面发展面向民生的服务业。适应消费结构升级需求，加快食天下、皇朝故里特色餐饮和广厦苑星级宾馆建设。大力发展教育、医疗、文化、体育、信息等服务业，满足群众的多样化需求。积极发展家政、物业等社区服务业，促进社区服务规范化和网络化。持续推进“农超对接”、“万村千乡市场工程”和“新网工程”，不断完善以新发地市场为代表的各类市场功能，为农民提供便捷的生产生活服务。加大旅游资源整合开发力度，积极谋划旅游线路、开发旅游产品，稳步发展旅游业。

　四、加强基础设施建设，推进城乡统筹发展

　顺应城镇发展趋势，创新城镇发展模式，加快建设基础设施完备、宜居宜业的现代化新型城镇。

　加大建设力度。坚持规划引导、基础先行，进一步拉大城市框架，完善城市功能。加快平庄西城区建设和老城区改造步伐，开工建设党政综合服务中心，稳步实施城区街路延伸改造、平庄乐园三期和城区绿化、美化、亮化工程，建设平庄城区垃圾压缩站和数字化城管系统区级平台，续建采煤沉陷区综合治理和平庄三水源供水工程，完成惠宁二期集中安置小区配套和平庄污水处理厂升级改造。以元宝山镇争创全国绿色低碳重点镇为契机，加大元宝山城区建设力度，筹建元宝山镇垃圾处理厂，续建元宝山镇污水处理厂，提高元宝山城区综合承载能力。推进城市棚户区改造、公租房和经济适用房建设，稳妥有序实施房地产开发，拓展城区发展空间。

　加强规划管理。协助做好赤峰市城市总体规划修编工作；完成五家、风水沟镇域总体规划编制工作；完成平庄、元宝山两个中心城区城市绿化和老城区综合管网改造规划，配套完善控制性详规和修建性详规，逐步实现城乡规划全覆盖。严格规划执法，加大违法违规建设整治力度，切实保障规划的有效实施。完善城市综合执法，推进城市管理的科学化、规范化和长效化。强化经营城市理念，加大土地储备力度，实现城市的可持续发展。

　完善交通体系。完成马家湾立交桥、赤锦铁路立交桥建设，推进平元一级路建设。实施元宝山至老官地路桥工程。协助做好叶赤铁路扩能、赤锦铁路元宝山区段建设和赤峰连接京沈客专快速铁路建设前期工作。完善通乡通村公路网，实现与周边地区道路的便捷对接。推行公交化改革和快客改造，方便群众出行。

　五、加大改革开放力度，增强经济发展活力

　进一步深化改革、扩大开放，加大招商引资力度，提升经济发展层次和水平。

　不断深化改革。深化农村综合配套改革，壮大农村集体经济。强化财税体制改革，提高镇街招商引资、培植税源的积极性。优化财政支出，将更多财力用于改善民生。加强国有资产管理，活化国有资本经营。鼓励和支持非公有制企业进入基础设施、公用事业、金融服务和社会事业等领域。稳妥实施事业单位绩效工资改革，完善企业最低工资制度和工资正常增长、支付保障机制。

　全方位扩大开放。借力国家出台支持内蒙古经济社会又好又快发展的意见，加大跑部进厅力度，多渠道争取上级政策资金支持。创新招商引资途径，改进招商引资办法，推行全员收集招商信息、有关部门分工联系、专业干部全程跟进工作模式，力争在产业招商、园区招商、资源招商、存量招商、以商招商等方面实现新突破。加强区域经济合作，探索发展“飞地经济”。注重发挥优势，重点承接环渤海经济圈产业转移，努力打造承接产业转移示范区。

　加快构建和谐社会

　坚持以人为本，注重社会建设，着力保障和改善民生，让人民群众在共建共享和谐社会中看到成效、得到实惠。

　加强民主法制建设。加强党对人大工作的领导，积极支持人大及其常委会依法履行职责。加快转变政府职能，全面建设服务型政府。建立健全协调联系制度，推进人民政协政治协商、民主监督、参政议政的制度化、规范化、程序化。巩固和壮大新时期的爱国统一战线，充分发挥团结各界、凝聚人心、促进发展的积极作用。支持审判机关、检察机关依法独立行使职权，维护和促进司法公正。深入开展“六五”普法教育，提高全民法律意识和法律素质。积极支持工会、共青团、妇联等人民团体依照法律和各自章程创造性开展工作。完善基层民主管理制度，保证人民依法直接行使民主权利。坚持党管武装原则，加强国防动员、民兵预备役工作，增强全民国防意识。

　高度重视精神文明建设。大力宣传党的方针政策，宣传改革开放发展的巨大成就，宣传勇于开拓、奋发进取的先进典型，广泛开展学先进、赶先进活动，不断营造解放思想、干事创业的浓厚氛围。整合媒体资源，强化对外宣传，进一步提高元宝山区的知名度和美誉度。深入开展理想信念和社会公德、职业道德、家庭美德教育，在全社会形成知荣辱、讲正气、促和谐的良好风尚。做好关心下一代工作，加强青少年思想道德建设。扎实推进精神文明创建活动，积极创建文明行业、文明单位、文明村镇、文明社区，努力提高城乡文明程度。

　加快发展社会事业。加强文化建设，推进文化改革发展，加快构建覆盖城乡、惠及全民的公共文化体系。深入推进各项文化惠民工程，加快重点文化设施建设，繁荣文化产业，不断提高公共文化产品和服务的供给能力。坚持优先发展教育，深化教育改革，强化素质教育，提高教育质量，确保教育公平。加强人口计生工作，遏制出生人口性别比升高势头。加强卫生基础设施建设和卫生队伍建设，完善城乡公共卫生和医疗服务体系，切实提高医疗卫生服务水平。加强环境保护和生态恢复，狠抓节能减排，不断改善环境质量。积极推进统计、审计、科技、民族宗教、档案、红十字、老年人、残疾人等事业发展。

　完善社会保障制度。实施积极的就业政策，多渠道、多方式增加就业岗位。完善劳动关系协调机制，强化实行劳动合同制度和集体协商制度，保护劳动者合法权益。加快社会保障体系建设，进一步完善城镇职工养老、医疗、失业、工伤和生育保险，全面推行城乡居民养老保险。大力发展慈善、优抚、救助等社会福利事业，保障困难群众基本生活。继续推行经济适用房和廉租房建设，逐步解决低收入家庭住房难问题。加大扶贫开发力度，不断提高贫困人口生活质量。

　全力维护社会稳定。坚持稳定、安全、发展原则和依法治区方针，按照“党委核心领导、政府全面负责、社会协同推进、公众广泛参与”的要求，扎实推进社会管理创新。加强基层基础工作，强化镇街社会管理服务职能，发挥城乡社区区域性社会管理服务作用，完善管理网络，增强基层社会管理服务能力。加强社会治安综合治理，建立健全常态化社会面管控机制，提高社会治安防控能力，严密防范、严厉打击各种违法犯罪行为。落实信访工作责任制，深入开展社会矛盾纠纷排查化解工作，依法解决群众的合理诉求，坚决打击违法缠访、闹访现象。坚持安全第一、预防为主，落实责任，加大投入，强化监督，杜绝重特大安全事故发生。

　全面加强党的建设

　面对艰巨繁重的发展任务，必须以改革创新精神全面加强党的建设，为科学发展、富民强区提供坚强有力的组织保障。

　切实加强思想政治建设。坚持以理论武装为先导，提高广大党员干部思想政治水平。教育党员干部坚定理想信念，增强为全区经济社会平稳较快发展不懈奋斗的坚定性和自觉性。深入推进学习型党组织建设，加强理论学习，注重理论创新，以理论上的与时俱进引领行动上的锐意进取，以思想上的坚定统一保证工作中的步调一致，始终坚持实事求是、一切从实际出发，切实把科学发展的要求转化为谋划发展的思路、促进发展的措施和领导发展的能力。

　切实加强领导班子和干部队伍建设。坚持德才兼备、以德为先的选人用人标准，进一步优化各级领导班子配备。加强干部教育和监督，注重对干部招商引资、促进和谐方面的督查管理，努力打造经得起实践考验的优秀干部队伍。深化干部人事制度改革，推进干部非领导职务评定的常态化。加大基层一线干部、年轻干部及妇女、少数民族、党外干部的培养选拔力度，着力提升选人用人的公信度。超前谋划，统筹安排，精心做好人大、政府、政协换届工作。深入实施人才兴区战略，完善人才引进、培养、激励办法，统筹抓好各类人才队伍建设。
