　 全镇党风廉政建设工作会议讲话

　镇党委决定定召开这次会议，主要任务是是全面传达中央、省、市县关关于从严治党新要求及十六届届县纪委六次全会精神，安排排部署2016年全镇党风廉廉政建设工作任务，动员全镇镇上下紧盯党风廉政建设基础础工作，持续转变工作作风，，确保精准扶贫精准脱贫、服服务重大项目建设等各项工作作向纵深推进，为全镇经济社社会全面健康发展提供坚强的的纪律保证。刚才，辛书记传传达了十六届县纪委六次全会会精神，宏福书记全面安排了了2016年全镇党风廉政建建设工作，分村签订了目标责责任书。下面，再强调三个方方面的意思：

　一是做好新形势下党风风廉政建设工作是巩固执政地地位的迫切需要。始终坚持从从严治党是我党不断取得胜利利的重要法宝。在物质、精神神生活飞速发展的当下，全面面加强从严治党更为重要。从从近年来上级纪检部门和镇纪纪委查办案件，以及群众通过过信访渠道反映来看，在我们们基层，个别党员干部顶风违违纪、不按照党规党章办事的的现象依然存在；优亲厚友、、私占挪用、在位不履职等问问题依然比较突出。这些现象象明确告诫我们，全面加强从从严治党刻不容缓。

　二是做做好新形势下党风廉政建设工工作是维护社会稳定的迫切需需要。随着近年来经济社会的的跨越发展，群众思想意识跟跟不上经济发展步伐，价值取取向出现偏差，目无组织、不不赡养老人、不尽社会义务，，唯利意识、拜金思想普遍存存在。这些不良思想势头为社社会和谐稳定埋下了较大隐患患。因此，做好新形势下党风风廉政建设工作就是要从改变变群众的思想意识着手，要积积极教育引导群众树立集体意意识，承担社会义务，切实改改变唯利是图的不良价值取向向，努力营造和谐稳定的发展展环境。

　三是做好新形势下下党风廉政建设工作是聚力推推动发展的迫切需要。“事业业成功与否，取决于人心向背背”。全镇各级党组织和全体体党员都要严格按照“三严三三实”要求，牢固树立政治意意识、大局意识、核心意识、、看齐意识；要始终坚持有利利于发展的事多干、有利于群群众增收致富的事多干；要严严格落实联系群众“33544”工作法、“三会一课”等等最基本的制度要求，切实增增强党组织的吸引力和群众的的向心力。

　一要深深刻把握“反腐败斗争压倒性性态势正在形成”的科学判断断。习近平总书记在中央纪委委三次全会上指出“滋生腐败败的土壤依然存在，反腐败形形势依然严峻复杂，一些不正正之风和腐败问题影响恶劣、、亟待解决”。在中央纪委五五次全会上用“严峻性”“复复杂性”和“胶着状态”，系系统分析了反腐败斗争形势。。在中央纪委六次全会上指出出，“不敢腐的震慑作用充分分发挥，不能腐、不想腐的效效应初步显现，反腐败斗争压压倒性态势正在形成”。全镇镇三级干部一定要深入学习贯贯彻习总书记重要讲话精神，，切实把思想和行动统一到中中央对党风廉政建设和反腐败败斗争形势的准确判断上来，，把落实“两个责任”作为重重大的政治任务，切实扛在肩肩上，抓在手上，落实到行动动上。二要深刻把握“两个没没有变、四个足够自信”的鲜鲜明态度。习近平总书记在中中央纪委六次全会上强调指出出：“党中央坚定不移反对腐腐败的决心没有变，坚决遏制制腐败现象蔓延的目标没有变变”，“全党同志对党中央在在反腐败斗争上的决心要有足足够自信，对反腐败斗争取得得的成绩要有足够自信，对反反腐败斗争带来的正能量要有有足够自信，对反腐败斗争的的光明前景要有足够自信”。。各村、各单位党组织和党员员干部一定要深刻认识反腐败败斗争的长期性、复杂性、艰艰巨性，牢固树立长期作战思思想，继续保持惩治腐败的高高压态势，坚决把党风廉政建建设和反腐败斗争进行到底。。三要深刻把握“着力解决管管党治党失之于宽、失之于松松、失之于软”的明确指向。。习近平总书记在中央纪委历历次全会上的讲话，始终突出出问题导向和破题指向。并强强调：“要严肃责任追究，强强化党风廉政建设主体责任，，真正使管党治党从宽、松、、软走向严、紧、硬”。各村村、各单位主要负责人，一定定要敢抓敢管、主动作为，深深入研究全面从严治党面临的的重大问题，在提高警示教育育成效上谋划新办法，在强化化责任追究上运用新举措，确确保党风廉政建设和反腐败工工作取得实效。四要深刻把握握“从党风廉政建设主体责任任到全面从严治党主体责任””的重大变化。习近平总书记记在中纪委六次全会上指出：：“党风廉政建设和反腐败工工作是全面从严治党的一部分分，党的建设必须全面从严，，各级党组织及其负责人都是是责任主体”。王岐山同志进进一步阐释：“全面从严治党党是党的建设的重要组成部分分，但不是全部；党风廉政建建设和反腐败斗争是全面从严严治党的重要组成部分，但也也不是全部”。

　由此可见，，各级党组织特别是各级党委委肩负着全面从严治党主体责责任，这既是中央明确要求，，也是正式写入党内法规的刚刚性规定。各村、各单位要深深刻把握这一重大变化的深刻刻内涵，特别是党总支书记、、支部书记要认清岗位的特殊殊性、职责的重要性，主动把把全面从严治党主体责任抓在在手上，扛在肩上，既要当好好部署工作的领导者，又要当当好直接主抓的推动者、全面面落实的执行者，切实做到守守土有责、守土负责、守土尽尽责。五要深刻把握“推动全全面从严治党向基层延伸”的的重大部署。中纪委全会突出出强调了加强基层党风廉政建建设、加强基层党员干部队伍伍管理的问题。习近平总书记记指出，相对于“远在天边””的“老虎”，群众对“近在在眼前”的“苍蝇”感受更为为真切。“微腐败”也可能成成为“大祸害”，它损害的是是老百姓切身利益，啃食的是是群众获得感，挥霍的是基层层群众对党的信任。中央纪委委六次全会在部署任务时，专专门将“坚决整治和查处侵害害群众利益的不正之风和腐败败问题，切实加强基层党风廉廉政建设”列为七项重点任务务之一，强调“县乡党委要发发挥关键作用，县乡纪委要把把查处侵害群众利益的不正之之风和腐败问题作为主要工作作任务，对失职渎职的要严肃肃问责”。中央之所以推进全全面从严治党向基层延伸，整整治和查处侵害群众利益的不不正之风和腐败问题，就是要要向全社会释放“灭蚊拍蝇””的强烈信号，坚决维护群众众切身利益，厚植党的执政基基础，坚定广大人民群众对党党的信心和信任。各村、各单单位一定要深刻领会中央决策策部署的战略意图，牢固树立立不抓党风廉政建设就是严重重失职的意识，紧盯群众反映映强烈的突出问题，树立鲜明明的问题导向，镇纪委要加大大对群众身边的“四风”和腐腐败问题的查处力度，回应群群众关切，提振发展信心。

　客观审视全镇党风廉政建设工工作，从实际来看，我们的党党员干部队伍的主流始终是好好的；但是我们也要清醒地看看到，一些精神懈怠、能力不不足、脱离群众、消极应付的的问题正在逐步暴露，特别是是消极应付问题在我镇表现的的尤为突出，这在不同程度上上影响和阻碍了全镇经济社会会发展。认真梳理分析，主要要存在以下四个方面的问题：：一是责任落实不到位。从工工作实际看：绝大多数镇村干干部对新形势、新问题缺乏研研究，不学习最新理论、不掌掌握基本方法；对既定的工作作任务，随意降低标准，回避避矛盾，有“守摊子、混日子子、保位子”的不良倾向。从从领导层面看：思想认识跟不不上，对分管范围内的党风廉廉政建设责任认识不清、责任任不明，对待干部“严管厚爱爱”的意识不强，对联系村、、分管办公室工作人员平时出出现的小问题“打马虎眼”，，一团和气、一笑了之，不及及时纠偏、不认真问责、不动动真碰硬；平时工作部署安排排的多，跟踪问效抓落实的力力度欠缺，导致该落实的制度度不能及时有效落实。从干部部层面看：纪律松散，出勤不不出力，习惯于充当“二传手手”，不愿意思考，不创新谋谋划，缺乏推动工作的有效办办法和做群众工作的耐心细致致，不下队、不入户，甚至不不懂农时、不会讲农家话，重重难点工作迟迟打不开局面。。从村组干部层面看：遇到问问题想办法的少，“打包上交交”的多，对自己的职责任务务不清楚。从遵规守纪来看：：总体上讲，全镇总体形势是是好的，干部队伍主流也是好好的，但根据信访渠道统计，，存在的问题不容忽视，有的的还很严重。突出表现在：一一是村级民主管理不到位，财财务制度不健全，村务公开不不经常，监督机制不完善，虽虽然成立了村务监督委员会，，但作用发挥不充分，一些村村务监督委员会主任不认真履履职，成了“聋子的耳朵”，，成了个别村干部违纪违规的的“挡箭牌”；二是部分村落落实惠农政策不到位，特别是是在社会救助、低保五保、危危房改造等方面还存在优亲厚厚友、缩水走样等问题，严重重侵害了群众利益；三是服务务意识不强，履行职责不认真真，一些干部纪律松驰，上班班时间打游戏、看视频、逛淘淘宝、玩手机、吃零食、上网网聊天，甚至外出逛街、购物物、办私事。从工作态度看：：一些镇、村干部对自己职责责范围内的工作任务不以为然然，推、拖、等、靠，担当意意识不够，怕担责任，标准不不高，要求不严，得过且过，，缺乏争先恐后干事业的激情情。对党委、政府作出的决策策部署，在落实过程中打折扣扣、减份量，甚至藏头露尾、、应付差事、蒙混过关等。二二是党风廉政建设认识程度不不高。个别党组织书记对抓党党风廉政建设责任不明、认识识不高，特别表现在该开的会会不能按时开，该记的记录不不能如实记载，该落实的措施施不落实，甚至镇上下发行事事历督促落实，都不能限期完完成；遇事不开会，不与群众众商量，擅作主张、特立独行行，仍未清醒认识到新形势下下党风廉政建设工作的极端重重要性，仍未把自己从经济建建设至上的错误思想中摆脱出出来。三是纪律规矩意识树立立不牢固。一些干部不讲学习习，不守规矩，对《党章》、、《条例》和《准则》的学习习浮在面上，没有落实到具体体行动中，一些党员干部不按按规章制度办事，遵纪守规意意识不强，有的支部书记抓早早抓小、从严从紧抓纪律的主主动性不够，缺乏严的要求和和措施。四是新方法应用不灵灵活。随着经济社会的发展，，群众思想观念的不断转变，，现实对我们的工作要求越来来越高。近年来，自上到下都都在不断探索新的工作方式、、方法，就我镇而言，也先后后探索推广了诸如“领导接访访、干部下访、首问责任”等等一系列群众工作法，但是反反观实际，我们的干部，特别别是村一级干部面对新方法、、新措施却不会使用，比如““四议两公开”，这原本就是是用来化解群众疑虑，还干部部清白的工作法，很务实管用用，但现在却变成了部分干部部“补资料”的负担。认真分分析近年来的各类信访案件，，客观的说，绝大多数都是由由于我们干部工作方式、方法法不当造成的。

　出现以上问问题的根源，我认为主要还是是我们在思想重视程度上不够够。在座的多数干部职工和各各级党组织负责人，都是具有有多年镇村工作经验的行家里里手，说不会干是假的，主要要症结在愿不愿干上，这是党党性修养问题。在3月19日日两级干部会议上，我就即将将在全体党员中开展的“两学学一做”学习教育活动做了解解释，省市县实施方案即将下下发，希望大家能认真对待，，借此机会把自己的党性修养养提一提，把自己的思想理一一理，把自己的精神面貌改一一改。

　3月25日，县上召开了“两两查两保”专项行动工作电视视电话会议，对“两查两保””专项行动进行了专题安排部部署。

　 “查处不正之风、、保障扶贫政策落实”方面，，重点解决5类作风方面问题题，包括：①基础数据采录、、情况核查不认真，工作不扎扎实，优亲厚友，扶贫对象识识别和扶贫目标确定不精准的的问题；②项目审核不严，监监督检查流于形式，应当发现现的问题没有发现或发现了不不报告、不纠正，扶贫内容、、扶贫措施不精准的问题；③③扶贫工作中庸懒散慢、吃拿拿卡要，推诿扯皮、办事不公公，请客送礼、暗箱操作，脱脱贫措施不落实等问题；④超超标准超范围筹资筹劳、摊派派费用，违规收缴群众款物或或处罚群众，克扣群众财物、、拖欠群众钱款等问题；⑤欺欺上瞒下、弄虚作假，搞“数数字脱贫”，扶贫

　 “查处腐败问问题、保障扶贫资金安全”方方面，重点解决5类贪腐方面面问题，包括：①贪污侵占、、截留私分、虚报冒领、挥霍霍浪费、私存私放扶贫资金等等问题；②挤占挪用扶贫资金金用于发放奖金福利、修建楼楼堂馆所、投资牟利，以及违违规设立“小金库”等问题；；③多头、重复、虚报项目套套取、骗取扶贫资金等问题；；④以争资金、跑项目等名义义行贿受贿，插手扶贫工程项项目，在扶贫贷款、项目实施施中吃回扣、拿“红包”，资资金发放中索要“跑路费”、、“辛苦费”等问题；⑤以权权谋私、滥用职权，失职渎职职、抢占掠夺，扶贫项目出现现“豆腐渣”工程或烂尾工程程，给扶贫攻坚造成较

　关于“两查两保保”专项行动，一要深化思想想认识。“两查两保”专项行行动，是推动全面从严治党向向基层延伸的重大举措，是加加强基层党风廉政建设的重要要平台，是落实十二届省纪委委全会精神的具体行动，也是是实现脱贫攻坚这一最大政治治任务的首要保障。全镇各村村党组织和党员干部要从政治治和大局的高度，深刻认识开开展“两查两保”专项行动的的重大意义，把开展“两查两两保”专项行动和“两学一做做”学习教育结合起来，统筹筹部署、协调推进，提高工作作的针对性和有效性。二要强强化责任担当。镇扶贫工作站站要集中力量从扶贫政策落实实、扶贫项目资金管理、干部部勤政廉政等薄弱环节，解决决突出问题，形成扶贫攻坚的的正能量和良好的政治生态，，促进扶贫开发工作健康有序序推进、取得良好成效。三要要加强协调配合。要及时公示示扶贫资金分配和项目安排情情况，分配到村、户的资金和和由村上实施的项目，必须在在村务监督委员会的监督下，，严格工作程序，并注重各类类资料的收集和归类。镇纪委委要定期不定期开展监督检查查，及时反馈检查中发现的突突出问题和工作中的薄弱环节节，提出加强和改进的意见建建议并督促落实。四要加大查查处力度。镇纪委对主体责任任不落实，推动扶贫攻坚行动动不力，按期完不成脱贫攻坚坚任务的，对涉及干部要严肃肃问责，切实用纪律尺子衡量量党员干部行为，对发现的侵侵害群众利益的不正之风和腐腐败问题，一律实施“一案双双查”、严格倒查追责，做到到发现一起、查处一起，快查查快处、严查严处，形成强大大威慑，使问责形成制度、形形成常态。五要确保取得实效效。镇扶贫工作站要建立健全全工作机制，准确把握着力点点，明确职责定位，切实把肩肩负的职责任务抓在手上、落落到实处。镇纪委要强化监督督检查，严查违规行为，强化化责任追究，把“两查两保””贯穿到推进精准扶贫精准脱脱贫的各方面，推动全镇精准准扶贫工作取得实实在在的成成效。

　落实全面从严治党要要求，关键在于靠实责任主体体，根本在于执纪问责，实效效在于建立长效监督问责体系系。全镇各级党组织及党组织织负责人都要清醒认识到自身身承担的重大职责，齐心协力力推动各项任务落实见效。

　一要明确责任要求，全面靠靠实从严治党责任主体。全镇镇各级党组织书记，都要再次次深入学习“3783”和““3883”责任体系，以及及“一岗双责”具体要求、主主要内容。要把抓好党风廉政政建设作为干好自身工作的““第一要务”，切实担负起全全面从严治党政治责任。要勇勇于担责，各党支部书记要以以高度的思想自觉和政治定力力，责无旁贷地担负起第一责责任，做管党治党的书记，绝绝不能当“甩手掌柜”；班子子成员要牢记党员身份和党内内职务，切实履行“一岗双责责”，认真抓好职责范围和分分管领域的管党治党工作。要要敢抓敢管，全镇各级党组织织书记和班子成员，要摒弃““老好人

　二要强化执纪问责，切切实提高履职尽责的自觉性。。强化执纪问责是确保全面从从严治党落实见效的根本保证证。因此，在全面靠实主体责责任的同时，要进一步加大执执纪问责力度，通过执纪问责责的威慑作用，切实提高全镇镇各级党员干部履职尽责的自自觉性。要加大监督检查力度度，镇纪委要从群众反映的线线索入手，主动作为。特别要要结合镇上分时段下达的工作作任务要求，采取不打招呼突突击检查和明察暗访等形式，，坚决查处“不作为”和“慢慢作为”等懒政、怠政行为。。要加大纪律审查力度，熟练练掌握运用监督执纪“四种形形态”，对群众反映的问题，，要做到没有结果绝不罢休，，要一件一件查，一项一项核核实，查办结果要及时公开，，还群众明白、还干部清白。。对已经查实的违规违纪行为为，严格对照相关处理标准进进行处罚，绝不姑息迁就。

　三要规范权利运行，切实推推进制度体系建设。落实全面面从严治党的实效在于建立一一套完善的问责体系，只有用用明确的问责体系限定职责权权限，才能确保权力规范运行行，确保干部安全。一是深入入查找廉政风险点，继续推进进廉政风险防控机制建设，针针对重点对象、重点领域和关关键环节，逐步建立健全风险险预警、纠错整改、内外监督督、考核评价和责任追究机制制，构筑廉政风险防控网。二二是完善依法决策机制，坚持持和完善“三重一大”、“离离任审计”等制度，有效防止止权力失控、决策失误、行为为失范。三是规范权力运行监监督，深化党务、政务和各领领域办事公开，凡是群众普遍遍关注、涉及群众切身利益、、容易发生腐败问题领域和环环节的事项，都要做到公开公公正，提高权力运行的透明度度。
