　　党风廉政建设学习整改情况 在贵委精心组织的乡镇主职领导述廉报告会上我作了述廉报告，接受了贵委领导干部的提问和质询，贵委对本人任职期间执行党风廉政建设责任制情况指出了几处不足，并提出了很好的建议。对贵委指出的不足和提出的建议，本人经过认真自查自省，现将整改落实情况汇报如下：

　 一、量入为出，厉行节约，严格控制财政费用开支。

　 我们羊楼司镇位于临湘之北，与湖北通城、赤壁等地接壤，是国家级小城镇建设重点镇、湖南省的百强镇，被誉为“湘北门户和“中国竹器之乡”。在平时的工作中，上级单位的领导来我镇调研、考察和指导工作次数较多，同时与湖北省的兄弟乡镇之间也存在工作上不少的交流。特别是2016年三乡合并以后，乡镇规模变大，工作增加，日常接待增多，财政费用开支也不可避免的增加，超过了规定的标准。今后为严格执行廉政建设有关规定，我镇将完善并严格执行财政费用开支制度，一方面适当降低来客接待标准，做到厉行节约，杜决铺张浪费，同时严禁机关干部用公款宴请与工作无关的亲朋好友或支付其它非公务活动开支，坚决把财政费用开支降到规定的标准。

　 二、公正透明，接受监督，决不干涉工程项目招投标。

　 我镇龙窖山风景名胜区门楼和计生服务站建设未按规定执行政府采购，主要是因为工程需迎接上级检查，工程招标比较费时，时间上来不及，同时社会闲散人员插手项目比较多，不易保证质量。但两项目工程的重大事项均由镇党委会集体讨论研究决定，本人并未加任何干涉。虽事出有因，但本人也知道这样做不符合规定，所以在以后的工作中我会认真加以整改，以身作则，自觉接受监督，不越雷池半步，在资金管理，项目建设方面决不干涉项目的招投标，决不为亲戚朋友招揽工程打招呼，一定严格执行项目招投标和政府采购相关制度。

　 三、认真反思，深刻检讨，坚决杜绝公款旅游。

　 今年5月21日至24日，为学习小城镇和新农村建设的先进经验，开拓乡村干部的视野，应我镇知名乡友——西安电子科大的党委书记陈治亚的邀请，经请示市委、市政府主要领导及临湘市纪委廉政室同意，我镇集中组织了39个村支部书记及部分站所长赴西安、延安进行了一次考察学习。

　 7月份，岳阳市纪委得知我镇组织外出考察学习一事后，对此进行了调查核实，镇主要领导也认识到组织这次考察学习虽然是为了学习和发展，但方法和步骤有些欠妥：一是组团的规模过大;二是财政出了部分资金;三是学习法律法规不够，比如以为到延安革命圣地红色旅游不算旅游;四是认为请示了领导就没问题。对此次考察学习，镇党委、政府认真进行了反思和检讨，我们马上组织全体党政班子成员召开了学习会并积极整改。一是认真学习中共中央印发的《中国共产党党员领导干部廉洁从政若干准则》，对其中的每一条、每一款认真进行研究和讨论，做到吃透、领会并牢记于心。镇主要领导还写出深刻的学习心得体会上交临湘市纪委;二是在全镇乡村干部大会上，镇主要领导向大会作出情况说明并接受人大代表咨询;三是参加考察学习的领导班子成员人平向财政退还500元考察费用;四是以镇党委和镇纪委的名义作出硬性规定，对镇域范围内其它任何单位今后严禁公款旅游或变相公款旅游。

　　党风廉政建设学习整改情况 根据市纪委2016年党风廉政建设考核结果的要求，镇党委对考核组提出的党风廉政建设方面的部分问题，制定如下整改方案：

　 一、存在问题：1、思想认识有待进一步提高;2、工作开展有待进一步平衡;3、部分工作有待进一步提升。

　 二、整改措施：

　 (一)加强学习教育提高思想认识

　 为进一步强化党员干部纪律意识和责任意识，认真履行好职责，模范执行廉洁自律的各项规定，我们从学习和教育两个方面入手。一是抓学习。结合争创“学习型”机关、“学习型”干部，组织学习党风廉政责任制的有关规定、上级党委的文件精神和重要工作部署，深刻领会党风廉政建设责任制的精神实质，不断增强责任意识。中心组专题学习了《党章》和市纪委相关会议精神，各办公室利用每周一晚上的学习时间，适时组织专题学习，明确要求每一名干部职工写好学习读书笔记，并经常组织交流研讨，以此推动全体镇干部思想认识的提高。二是抓教育。我们区别不同层面，开展了形式多样的教育活动，广泛征求党内外人士和各办公室及各村党支部的意见和建议。今年三月份以来，结合党的群众路线教育实践活动，认真开展了形式多样的主题教育活动，进一步加强党员干部的思想作风建设，继续保持共产党员的先进性，促进全镇各项工作又快又好地发展。同时以镇下辖各党支部为单位开展大讨论，要求全体党员始终带头学习，时时处处发挥应有的先锋模范作用，保持乡镇干部队伍良好的精神状态。

　 (二)抓好“三个环节”，落实党风廉政责任制

　 在整改过程中，我们着重抓好责任分解、责任考核和责任追究三个关键环节，坚持做到“三个强化”。一是强化责任分解。研究制定年度党风廉政建设工作意见，分解落实党风廉政建设责任，对市交办落实党风廉政建设责任制目标任务，明确分管领导、责任干部，各办公室对照责任分解的内容，一级抓一级，层层抓落实。二是强化责任考核。加大对党风廉政建设工作的考核力度，将党风廉政建设的目标列入年度工作考评的内容。年初，由各村党支部与镇党委签订党风廉政建设工作目标责任书，做到党风廉政建设与业务工作同步部署、同步落实、同步考核，确保无违法违纪现象发生。三是强化责任追究。对未按规定履行责任制，对下属失教失管、造成严重后果和不良影响的，从严追究，给予组织处理和党纪政纪处分，坚决维护党风廉政建设责任制的严肃性。春节期间，镇党委专门发出通知，重申节日期间党风廉政建设有关规定，要求全镇党员干部要带头执行廉政规定，自觉抵制不良风气，严防各种歪风陋习的发生。

　 (三)狠抓制度建设，建立农村基层党风廉政建设长效机制

　 制度建设是推进农村基层党风廉政建设的可靠保证。在整改过程中我们坚持强化制度建设，落实监督考核措施，建立长效机制，确保不断取得农村基层党风廉政建设工作新成效。一是规范村级班子管理。成立由镇纪委书记、组织委员、督查室主任为成员的正风肃纪组，对村干部执行党风廉政建设、周二集体办公、值班安排等情况开展督查，坚持“日清、周通报、月考核”制度。在镇党委的指导支持下制定完善《村主职干部任职前廉政谈话制度》、《诫勉谈话制度》等制度，围绕决策、执行、监督三个重点环节，认真严格按规范运行。二是完善监督体系。强化“三务”信息公开，组建“三务公开”信息管理员队伍，完成“三务”公开信息平台建设，进一步拓宽村级事务的监督渠道。制定《财务收支管理办法》、《农村集体资产管理办法》等村级财务管理制度，制定《开展村监会“四化”工作法，提升监督工作实效的实施方案》，进一步细化村监会工作职责及工作流程，加强对村监会成员的培训，充分发挥村监会作用，加大对村级财务收支的监管力度，村级集体资产管理进一步得到规范。三是建立台账备查制度。加强村级内部规范化建设与管理，健全完善工作台账管理，制定党风廉政建设材料台账、农村基层干部廉政档案等工作台账备查制度，做到有据可依、有账可查、责任明确、落实到位，确保客观、真实、全面地反映党风廉政建设主体责任情况执行结果，公平、公正地评价工作绩效。

　　党风廉政建设学习整改情况 一、党风廉政建设存在的主要问题

　 (一)对抓党风廉政建设的思想认识还不够到位。作为街道领导班子，对抓好党风廉政建设的认识不到位，贯彻责任制的积极性不高，工作被动应付，存在畏难思想，怕招怨、怕捅娄子、怕失面子，对责任范围内干部身上存在的问题不愿指出、不愿批评。甚至错误地认为基层党风廉政建设工作抓得太紧会束缚手脚，会影响基层干部工作积极性，影响经济建设和社会事业发展，以致把抓经济建设和抓廉政建设对立起来。

　 (二)党委把精力摆在了全街经济和社会的发展，疏于了对干部的教育和管理。平常重点把干部摆在发展第一线，注重工作进度和成效，而对党员干部学习教育不深刻不具体，对部分干部平常存在的苗头性、倾向性问题批评教育蜻蜓点水，未严格追踪抓整改落实。

　 (三)制度制定了不少，执行落实的却不多，工作开展监督不力。要紧紧抓住正确行使权力、落实是关键，平常疏于制度的落实，干部缺少约束和监督。

　 二、抓好党风廉政建设工作措施

　 目前党委深刻认识到;推进街道党风廉政建设，就要长期坚持党要管党，从严治党的反腐败指导思想，深入开展基

　 层党风廉政建设和反腐败斗争。实现全街党员干部秉公用权、廉洁从政，进一步密切党同人民群众的联系，切实解决干部作风、机关效能、发展能力等方面存在的突出问题，以党风促政风带民风，为推动街道建设发展再上新台阶，创造风清气正、和谐共进的良好环境。党委决定当前和今后长时期内具体从以下几个方面抓起：

　 (一)狠抓干部管理，提升干部廉洁自律的自觉性。

　 1、抓学习教育，提高干部自身素质。

　 坚持贯彻《廉政准则》为切入点，抓好保持共产党员先进性的学习和党员干部的思想道德教育和纪律教育，开展以“为民、务实、清廉”为主题的教育活动。一是以学习《廉政准则》为重点，侧重学习《中国共产党党内监督条例》和《中国共产党纪律处分条例》两个条例;二是坚持党报、党刊中刊登和市纪委处理违纪党员典型案例的学习;三是组织干部学习先进工作者、优秀共产党员的先进事迹，激励他们积极进取，奋发有为。四是每月组织干部学习一次法律、法规知识。促进党员干部自觉增强道德约束力和纪律观念，不断提高思想道德水平和拒腐防变能力，为苗圃街道全面建设小康社会奠定坚实的政治思想基础。

　 2、抓管理，规范干部日常行为。

　 党风廉政建设的生命力在于抓落实。领导干部廉洁自律工作的重点是严格遵守党的政治纪律、组织纪律、经济工作

　 纪律和群众工作纪律。自觉做到：遵守民主集中制，不独断专行，软弱放任;依法行使权力，不滥用职权，玩忽职守;廉洁奉公，不接受任何影响公正执行公务的利益;管好配偶、子女和身边工作人员，不允许他们利用本人的影响谋取私利;公道正派用人，不任人唯亲，营私舞弊;艰苦奋斗，勤俭办事，不奢侈浪费，贪图享受;勤政务实，不弄虚作假，与民争利。党政主要领导应该带头示范，坚持执行和落实领导干部不准收受现金、有价证券、不准用公款大吃大喝和高消费娱乐等廉洁自律有关规定，定期召开好领导干部民主生活会。

　 3、抓政务公开，抓财政管理，接受群众监督。

　 一是对每位领导和干部的职务、职责进行张榜公开，公示上墙，便于群众办事;二是对财务收支情况每个季度核实一次，增强财务管理的督查，严格控制非生产性费用，禁止和杜绝不合理开支;三是每年由街道纪委书记和分管经济的办事处副主任牵头，组织街道纪委、经济办有关业务人员，成立财务检查审计小组，通过一查、二看、三听、四审，对街道各股室和各社区财务进行全面检查审计，切实杜绝财务漏洞。通过检查，弄清财务管理的现状和存在的问题，发现问题，及时整改，有效促进街道社区两级财务管理的科学化、制度化、规范化，保持社会稳定，促进经济发展。

　 4、强化廉政知识宣传，营造良好舆论氛围。

　 街道党委要加大党风廉政知识宣传、宣讲力度，通过举办培训班、网络、宣传车、廉政知识竞赛、廉政歌曲传唱、标语等形式，切实加强党风廉政知识宣传，通过宣传活动，进一步增强党员干部的廉政意识，激发引导群众积极参与廉政监督活动，营造良好的廉政舆论氛围，努力在全社会营造干群人人讲廉政，齐抓共管促廉政新局面，促进党风廉政建设在我街更加深入扎实的开展，取得更大成效。
