　　落实就是把口头上讲的、纸上写的方针政策、目标计划、方案意见等付诸实施，并且达到预期目的。在解放思想抓落实上，我们当然需要开大会、需要发文件，需要一定的形式来营造良好的氛围。但是，我们不能到此止步，不能仅限于此，更要透过现象看本质，明白形式是为目的服务的。进而再迈出一步，实现形式与内容的结合，愿望与目的的联通。目的是什么？目的就是促使各项工作达到预期目标。如果实现了这个目的，那么各种形式就是必要的。否则，就要对这些形式提出质疑，就要反思它是否属于叶公好龙？
