     (记者平萍郭海方)省纪委八届六次全会1月30日在郑州召开。省委书记卢展工出席会议并作重要讲话,强调要认真学习贯彻十七届中央纪委六次全会精神,深入贯彻落实科学发展观,始终坚持以人为本、执政为民,以党风廉政建设和反腐败斗争的新成效,为建设中原经济区、加快中原崛起河南振兴做出更大贡献。

     省领导郭庚茂、李克、孔玉芳、李新民、曹维新、刘春良、连维良、颜纪雄、毛万春、张大卫、王平,省高级人民法院院长张立勇、省人民检察院检察长蔡宁出席会议。

     省委常委、纪委书记尹晋华主持会议。

     卢展工的讲话共分四个部分。

     一、认真学习、准确理解把握中央纪委全会精神。卢展工指出,前不久召开的中央纪委六次全会是一次十分重要的会议。胡锦涛总书记在会上发表的重要讲话,具有很强的思想性、理论性、针对性,是指导当前和今后一个时期党的建设、党风廉政建设和反腐败斗争的纲领性文献。贯彻落实好这次会议精神,对于深入推进党的作风建设和反腐倡廉建设,顺利完成“十二五”时期经济社会发展目标任务,具有重大而深远的意义。我们要认真学习、深刻理解,切实把思想和行动统一到中央精神上来。一要把握态势,就是成效明显、问题突出;二要把握任务,就是抓住重点、整体推进;三要把握核心,就是以人为本、执政为民;四要把握要求,就是实践宗旨、作出表率。

     卢展工强调,胡锦涛总书记的重要讲话,最根本、最核心的是以人为本、执政为民。我们要深刻理解以人为本、执政为民是党的建设的本质要求,深刻理解以人为本、执政为民是贯彻落实科学发展观的核心内容,深刻理解坚持以人为本、执政为民是全党的共同任务,把以人为本、执政为民落实到工作实践中,体现到思想观念、领导方式、工作方法、工作作风中。

     卢展工指出,胡锦涛总书记强调坚持以人为本、执政为民,表明我们党认识上的深化,就是对共产党执政规律的认识上升到新的高度,只有坚持以人为本、执政为民,我们党的执政地位才能牢不可破,我们的事业才能蓬勃发展。表明我们党思想上的清醒,就是看到贯彻落实科学发展观和党风廉政建设中存在的问题,都严重损害群众利益,如果不能切实加以解决,党的生命根基就会动遥表明我们党立场上的坚定,就是自觉站在人民群众的立场上,始终保持同人民群众的血肉联系,始终与人民群众同呼吸、共命运、心连心。表明我们党反腐上的决心,就是我们党的性质和宗旨决定了党同各种腐败现象水火不相容,只要有人搞腐败、损害人民群众利益,就要坚决惩处。

     二、深入分析、清醒认识我省反腐倡廉建设面临的形势。卢展工强调,刚刚过去的2010年,在党中央、国务院的正确领导下,全省经济社会保持了良好发展势头,发展思路正在持续,发展趋势正在持续,发展态势正在持续,发展气势正在持续。这是全省上下团结奋进、辛勤努力的结果,也与党风廉政建设和反腐败斗争的深入推进密不可分,纪检监察工作功不可没。尤其是谋划“十二五”发展的过程中,我们提出了建设中原经济区的战略构想,凝聚了广泛共识,上上下下、方方面面引起了热烈反响。过去的一年,全省各级党委、政府和纪检监察机关认真贯彻党中央和中央纪委的决策部署,坚持标本兼治、综合治理、惩防并举、注重预防的方针,加快推进惩治和预防腐败体系建设,教育、制度、监督、改革、纠风、惩治等各项工作取得良好成绩,反腐倡廉建设持续深入。同时也要看到,胡锦涛总书记分析的五个方面突出问题,在我省都不同程度地存在,有的还比较严重。无论从群众反映看还是从查处案件看,无论是从消极腐败现象看还是从党的建设看,存在的问题都不容忽视,我们必须保持清醒,强化举措,坚决惩治腐败,有效预防腐败。

     三、实践宗旨,始终保持党同人民群众的血肉联系。卢展工指出,胡锦涛总书记强调以人为本、执政为民,解决的是“什么是为民、为什么为民、怎么样为民”的问题,是在新时期对各级党组织和全体党员干部的明确要求。认真实践以人为本、执政为民,我们要把握好以下几个方面。一是提升为民认识。要牢记为民是本质,以人为本、执政为民是我们党的本质属性。要牢记为民是根本,始终把为了人民、依靠人民、发展成果由人民共享作为所有事业发展的根本出发点、着力点、落脚点,把人民群众的利益放在第一位。要牢记为民是责任,以人为本、执政为民是党的职责使命,也是广大党员干部的职责使命。要牢记为民是标准,党员干部只有始终坚持把人民高兴不高兴、拥护不拥护、赞成不赞成、满意不满意作为检验工作的最终标准,才能一心一意为人民谋福祉,才能堂堂正正做人、清清白白做官、干干净净做事。虽然认识问题我们讲得最多,但最后出问题往往还是出在认识问题上。只有认识上清醒、到位,我们的工作才能做得好、做到位。二是突出为民发展。发展是民生的保障、民生的基储民生的关键,是最大的民生。发展决定民生,有发展才能更好地为民,没有发展就谈不上为民。我们要切实增强发展的责任感、紧迫感,紧紧扭住发展不放松、不懈怠,通过推动经济社会持续较快发展来促进各项民生事业不断进步。三是健全为民机制。制度是治本之策。要建立健全体现以人为本、执政为民要求的体制机制,最大限度地尊重群众意愿、保障群众利益,最大限度地防止损害群众利益问题的发生。要健全民意反映机制,健全民主决策机制,健全群众权益维护机制。四是树立为民形象。要树立起勇于对人民负责、能够对人民负责的形象,以实干赢得人心、以正气凝聚人心的形象,以人民为重、以人民为先的形象,能够推动工作、人民群众愿意跟着你推动工作的形象,说到做到、说好做好、诚实守信的形象,自重自省自警自律、以身作则的形象。树立形象,一要弘扬正气,就是要继承和发扬党的光荣传统和优良作风,大力弘扬“三平”精神,形成良好的社会风尚。二要依法依规,增强法治观念和依法办事意识,让知法守法、依法办事成为每一名干部的行为准则,提高依法办事、按政策办事的能力和水平。三要实干实效,认真研究做、研究怎样做得更好。密切联系群众、提高做群众工作的能力,首先自身要有良好形象。只有这样,才能有效地做群众工作。

     四、忠诚履职,把以人为本、执政为民贯穿于纪检监察工作各方面。卢展工指出,要切实把以人为本、执政为民贯彻落实到纪检监察工作各方面,以党风廉政建设和反腐败斗争的实际成效取信于民。一是主动站位全局。党风廉政建设和反腐败工作是经济社会发展的有机组成部分,也是中原经济区建设的有机组成部分,能够为我们推动发展、建设中原经济区创造环境、提供动力、强化保障。纪检监察机关站位全局、服务大局,最根本的就是要紧紧围绕发展,紧紧围绕建设中原经济区,通过有效推进反腐倡廉建设,为经济社会发展和中原经济区建设营造一个好的环境、一个好的氛围、一种好的风气。风正才能气顺,气顺才能人和,人和才能业兴。各级纪检监察机关要把保障经济社会持续较快发展、推动中原经济区建设作为反腐倡廉建设的重要目标,加强对中央和省委重大决策部署贯彻执行情况的监督检查,及时解决影响和干扰科学发展的突出问题。在改革开放和经济社会发展中,要注意保护那些敢于坚持原则、工作中敢试敢闯敢干并有政绩的同志。

     二是坚持从严治党。推进反腐倡廉建设,必须坚持“从严治党”的方针,严格要求、严格管理、严格监督、严明纪律。要坚决查办大案要案,对于大案要案要一查到底、坚决惩处,对于腐败分子发现一个坚决查处一个,决不姑息、决不手软。要坚决遏制消极腐败现象和不正之风,有效防止不切实际、不顾民力、急功近利、劳民伤财的决策和行为。今年省市县乡四级党委将集中换届,这是对党员领导干部的一次检验、一次考验,也是对各级党组织的一次检验、考验。工作事关全局,事关广大人民的根本利益。我们一定要把主要精力引导到研究工作上来,搞好过去五年工作的总结、未来五年工作的谋划,这才是换届工作应当着力的重点和难点。各级纪检监察机关要同组织部门紧密配合,严肃换届纪律,加强监督检查,加大执行力度,坚决纠正选人用人上的不正之风,确保换届工作健康顺利进行。

     三是注重统筹协调。反腐倡廉建设是全党的任务、全社会的任务,必须坚持全党共同行动、全社会积极参与。纪委要发挥组织协调作用,各部门都要切实担负起反腐倡廉建设的责任。

     四是加强自身建设。各级纪检监察机关要进一步增强责任感和使命感,切实加强自身建设,不断提高履行职责的能力和水平。要增强党的领导意识。坚持党的领导,是加强反腐倡廉建设的根本政治保证。开展纪检监察工作,必须强调党的观念,服从党委集体决定、集体领导,处理好对同级党委负责和对上级纪检机关负责的关系。要提高干部队伍素质。广大纪检监察干部要切实加强党性修养和思想道德修养,提高政治素质、思想境界,努力钻研纪检监察业务和各方面知识,不断探索把握反腐倡廉建设的特点和规律,自觉加强实践锻炼,着力提高工作本领。要以更加严格的要求、更加严格的操守、更加严格的运作、更加严格的纪律,维护纪检监察干部的良好形象。

     卢展工要求,各级党委、政府要切实加强对党风廉政建设和反腐败工作的领导,自觉担负起全面领导反腐倡廉建设的政治责任。要不断完善反腐败领导体制和工作机制,把反腐倡廉纳入党委、政府总体工作,与经济社会发展各项工作通盘考虑、协调推进。各级领导班子要对职责范围内的党风廉政建设负全面领导责任。要高度重视纪检监察机关和干部队伍建设,切实加强纪检监察领导班子建设。对纪检监察干部,政治上要信任重用,工作上要支持帮助,生活上要关心爱护,为这支队伍发挥作用创造好的环境、好的条件、好的氛围,始终做纪检监察机关的坚强后盾。

     卢展工强调,新的一年,我们要在以胡锦涛同志为总书记的党中央领导下,深入贯彻落实科学发展观,始终坚持以人为本、执政为民,以党风廉政建设和反腐败斗争的新成效,为建设中原经济区、加快中原崛起河南振兴做出更大贡献,迎接中国共产党成立90周年!
