      各部门、乡(镇)对“12类重点人员”社会大帮教的职能、任务分解

     第三类对象:涉稳人员(重点信访人员)

     信 访 局

     负责对涉稳人员(重点上访人员)的诉求转到相关职能部门处理,并对处理结果进行跟踪。对跨行业、跨部门的诉求,要牵头联合组织各行业部门协调处理解决,对无理取闹的要实行教育引导,必要时做好案情的上报下传,依法处置。

     应完成的主要任务:

     1、制定重点信访人员诉求处理方案和措施;

     2、对涉稳人员(重点上访人员)的诉求转到相关职能部门处理的记录、跟踪调查记录、协调处理解决记录、对无理取闹人员实行教育引导的记录。

     乡(镇)、村委(社区)、村民组(街道)

     负责对村(社区)居民涉稳人员(重点上访人员)实行监控管理,并经常走访、慰问做好疏导工作,做好信息收集上报,对群访、到京、沪、粤上访的要及时组织相关职能部门阻截,建立健全相关资料。

     应完成的主要任务:

     1、建立健全涉稳人员(重点上访人员)档案、监控管理方案、走访慰问和疏导记录;

     2、建立群访、无理到京、沪、粤上访的阻截方案和措施。

     县 公 安 局

     负责受理和处理本级公安机关的信访案件;负责对本系统信访案件的协调指导、督办处理等。设立治安办公室,主要负责:①维护信访的日常工作秩序;②依法处理信访的突发事件,对无理闹访、缠访、诈访和煽访的信访人,依法劝阻、训诫或者采取其他强制措施;③负责将患有精神疾病的信访人带离接待场所,或者通知其所在地区、单位或监护人将其带离;④负责有关信息、证据材料的收集和保存工作负责对信访转诉讼案件的诉讼指导、立案引导、调解协调;负责县法院本级的来访案件的受理调处;负责对本系统来信来访案件的协调指导;负责对符合诉讼条件的,按照法律规定组织开庭审理负责接待处理因国有企业破产、转制、产权纠纷及所属企业等引发的信访事项及相关政策咨询负责接待处理因种子质量及农村政策咨询、农产品安全等三农问题引发的信访事项负责接待处理因城县低保、救灾救济、优抚、民间组织管理、殡葬管理、民政局所属企事业等引发的信访事项及民政相关政策咨询负责接待处理因养老保险、医疗保险、工伤、就业、社保基金、失业、劳动仲裁等引发的信访事项及劳动政策咨询负责接待处理因规划设计、土地划拨、土地登记、核发土地证书、建筑审批、土地储备交易土地承包、土地流转、耕地使用等引发的信访事项及规划国土资源相关政策咨询负责接待处理涉及县容环境卫生管理、县政设施建设管理、县园林绿化管理、城县规划建设、房产管理、建筑施工现场管理等因行政处罚引发的信访事项;负责相关政策的答复解释工作。负责接待处理因供暖、动拆迁、小区物业管理、产权交易、房地产抵押转让、租赁、房屋维修基金使用、所属企事业单位等引发的信访事项及房产相关政策咨询负责接待处理因机关及事业单位工资福利、公务员考核、奖惩、职务升降、 辞职辞退、军官转业安置、机构编制等引发的信访事项及人事相关政策咨询。负责接待处理城建系统在从事县政建设、园林绿化、户外广告、县容县貌、环境卫生管理等工作过程中引发的信访事项;负责接待处理所属企事业单位的信访事项;负责相关政策的答复解释工作。负责接待处理全县公交系统在从事公共交通管理、出租汽车运营、道路运输、机动车维修管理、公路建设、公路养护、驾校管理等工作过程中引发的信访事项;负责接待处理所属企事业的信访事项;负责相关政策的答复解释工作。负责接待处理涉及全县卫生系统在从事卫生监督、卫生防疫、基层卫生与妇幼保健、疾病控制、干部保健等工作过程中引发的信访事项;负责接待处理所属各单位的信访事项;负责相关政策的答复解释工作。同时,设立医务室,选派专业医生担任工作人员,主要职责是:①对突发疾病的信访人实施紧急救助,联系有关部门进行抢救;②发现患有或疑似患有传染性疾病的信访人,及时通报所在地的卫生行政管理部门,由卫生行政管理部门按照国家有关规定处理;③协助治安办公室对患有精神疾病或精神异常的信访人进行监控,直至带离;④负责对办公场所定期进行消毒等。负责接待处理涉及全县教育系统在从事学前教育、初等教育、中等教育、社会力量办学、招生考试等工作过程中引发的信访事项;负责接待处理所属企事业单位的信访事项;负责相关政策的答复解释工作。
