      履行党风廉政建设主体责任情况汇报

     根据中央《关于实行党风廉政建设责任制的规定》和县委《关于落实党风廉政建设党委主体责任、纪委监督责任的实施意见(试行)》(〔〕号)文件精神,现将党委及主要负责人履行党风廉政建设主体责任情况报告如下:

     今年以来,在县委县政府的领导下,党委认真按照年初签定的《2014年度党风廉政建设责任制“双责”联动承书》的要求,紧紧围绕中心工作,坚持一手抓“三农”工作推进,一手抓党风廉政建设,切实推进干部作风和机制体制建设,为快速发展现代农业奠定扎实基础。

     党委按照县委党风廉政建设工作总体要求,认真落实主体责任,坚持“两手抓,两手都要硬”的工作方针,把党风廉政建设摆在重要位置,纳入议事日程。根据农业系统党风廉政建设工作重点,多次召开班子会、中心组学习会和中层干部会议,学习相关规定、明确任务、部署工作,推进责任落实。以四风问题为导向,通过网络、电话、信函、设立意见箱、现场评议以及开展谈心谈话等方式,广开渠道听意见,深层梳理找靶心,坚持边查边改、立说立行、即知即改。对收集的各方意见和建议进行整理和归类,共梳理出形式主义方面的问题5条,官僚主义方面的问题4条,享乐主义方面的问题4条,奢靡之风方面的问题3条,各项工作建议42条。凡是能够立即整改解决的问题,立即整改解决;对需要一定时限解决的问题,形成初步意见和解决方案,逐步加以整改。制定两方案一计划,提出了15项整改措施、制定3项专项整治方案和学习教育制度、联系群众制度,完善了会议、考勤、廉洁自律、财务管理等10多项规章制度,力促作风建设、践行群众路线等工作制度化、常态化。

     围绕发展现代农业、繁荣农村经济这一工作中心,按照更加注重治本、更加注重预防、更加注重制度建设的要求,扎实推进惩治和预防腐败体系建设,深入构建具有农业特色的惩治和预防腐败体系;以活动为契机,强化理想信念教育、权力观教育、党纪国法教育,继续深化警示教育,重点强化中央“八项规定”、省委“”和县委“”的学习,强化党员干部自律意识。开展警示教育,引导干部职工防微杜渐筑牢思想防线制定了《党员干部廉洁自律守则》、《党员干部重大事项报告制度》、《关于》和公务用车等制度,筑牢制度防线。对所有项目实行扎口管理,项目实施、财务管理、工程验收既分开操作又互相监督,同时集中开展了三次财务联审工作,财务管理更加规范。严考勤制度,加强工作作风督查。推行行政执法制度改革,。

     按照县监察局和县行政服务中心的要求,对涉及到农业部门的行政审批项目进行了清理,进一步完善了行政审批事项办理流程,将所有的行政收费项目全部纳入中心管理;结合阳光工程建设,在政府网站开辟专栏,及时公开行政审批流程、公开信息和相关文件。

     (四)建章立制,重视源头治理,开展创建“市廉政建设示范单位”活动。筹建廉政书屋,张贴廉政文化宣传牌,为宣传廉政文化营造浓厚氛围。一是严格执行党风廉政建设责任制。***党委与下属科室站(单位)签定党风廉政建设目标管理责任书,逐级分解落实任务和责任,逐级对上负责,形成“一把手负总责、分管领导各负其责、班子成员齐抓共管”的领导体制和工作机制。二是深化述廉述职和廉洁自律承诺制度。继续实行干部诺廉、述廉、评廉、考廉制度,全体干部分别结合岗位实际,撰写年度《廉洁自律》承诺,中层以上干部承诺在政务公开栏张贴,接受群众监督。三是深化廉政风险防范体系建设。进一步强化廉政风险点排查,及时调整风险等级,落实惩防措施。重点针对农业项目多、资金管理难的情况,完善项目资金管理办法,对农业项目申报立项、实施监管、资金管理、报帐建档作出具体的规定,确保项目建设成效。四是深化民主集中制度建设。进一步加强民主集中制教育,增强领导班子和领导干部贯彻执行民主集中制的自觉性。进一步规范和完善领导班子工作例会制度、民主生活会制度,健全和完善干部谈心谈话制度,相互沟通,增进了解,化解矛盾,推进工作。

     (五)强化督查,认真落实抓手,做好党内监督、舆论监督和纪检监督。加强对党员干部的监督和检查,是强化党风廉政建设和反腐败工作的有效措施。一是抓好班子建设,强化党内监督。认真贯彻民主集中制度,凡需要党委研究讨论的问题,都严格按照“集体领导、民主集中、个别酝酿、会议决定”的方针操作,杜绝一言谈;严格落实集体领导和个人分工相结合的制度,对党政班子重新进行了分工,明确了各自职责,理顺了工作关系,做到了各司其职、各尽其责、相互支持、密切配合。二是强化舆论监督。继续发挥党风廉政建设和行风监督员的作用,在重大项目决策、年初工作思路调研时,积极听取监督员意见建议,聘请了30名政行风监督员,在日常生活中,群众与领导干部零距离接触,特别是领导干部八小时外的监督作用,重点对干部执行中央“八项规定”、省委“”和县委“”贯彻落实,组织干部纪律督查8次,对苗头性问题及时落实整改,未出现领导干部私驾公车、参与赌博和利用公款相互吃请的行为。三是纪检监察部门监督。党政班子领导非常支持纪检监察部门的工作,能够自觉坦诚接受纪检监察部门监督,在重大事项决策、重要资金支出、大笔物质采购、干部选拔任用,都安排了纪检监察干部参与监督。

     今年以来,积极响应县委县政府号召,先后5次深入村居120户困难农户中,扎实开展帮扶工作,给特困户和低收入扶贫户不断送去温暖。深入结对帮扶户家中,嘘寒问暖,询问帮扶对象的生活情况,并送上节日慰问物资,折合现金19080元。即深入到帮扶人员家中,面对面开展一次征求意见;了解低收入农户生活情况和收入来源,尽己所能提供就业增收致富信息,对困难群体进行一次排查摸底;组织单位人员到,为每位结对帮扶的农户种下两棵水杉树,开展了一次致富树植树活动;组织现有的剩余劳动力,就近安排到规模养殖场、优质稻米基地、县城建筑工地、人社部门等处进行一次项目考察,为其就业牵线搭桥;同时为帮扶户带去慰问物资折合人民币3000余元。领导逐户走访特困户,详细了解特困户的生活状况,并送上了米、油、面等慰问物资,折合现金近30000元。四是在10.17”全国扶贫日当天,组织5支小分队慰问低收入农户和特困户,每户发放200元慰问金。在乡村建了一个绿化示范村,补助项目资金18万元,目前已经全部到位。在开展2个粮食高产增效创建万亩示范片,总投资80万元。

     一年来,严格执行中央和省市县关于实行党风廉政建设责任制的规定,认真落实“第一责任人”的职责,牢固树立抓党风廉政建设的政治责任意识,坚持亲自抓、负总责、抓落实。

     坚持把反腐倡廉教育作为重要任务,始终坚持学习教育不放松,多次组织干部学习党和国家的各项方针政策以及各级党委、纪委的政策要求,重点学习《廉政准则》、领导干部廉洁自律有关规定和中央“八项规定”、省委“”和县委“”,提升干部自律意识。

     按照责任分解、责任落实、责任追究三个环节,及时召开廉政建设专题会议、及时听取纪检组织有关廉政建设工作汇报、及时部署全党风廉政和反腐败工作,与下属个科室和单位签订党风廉政建设目标管理责任书,并提出具体的工作要求。

     支持纪检组开展工作,配齐配足人员,落实工作经费,强化重点环节的监管。突出项目管理和惠农资金发放重点,组织农业项目管理调研,制定《县》,严肃项目申报立项、监督管理、资金申报、报帐建档等制度的执行,保障项目建设成效;亲自顾问201年至201年农业项目资金审计检查,牵头落实项目清理中发现问题的整改;阅批基层关于惠农资金发放信访件。

     严格执行民主集中制原则,做到重大决策征求意见、重大问题集中讨论、重大事项集中决策,坚持末位发言制度,确保言路畅通、公正透明;始终保持健康向上的生活情趣,追求简单朴素的生活方式,崇尚刚正不阿的行事风格,带头执行廉政规定和禁令,严格全公务接待,杜绝滥发钱物、私设小金库行为,时刻自重、自省、自警,不乱用权力,不乱花公款;严格按照规定向纪委报告个人重大事项。

     回顾一年来的工作,我们在党风廉政建设和反腐败工作上取得一定的成绩,但与上级的要求、群众的企盼还有差距。下一步,我们将以为契机,克难攻坚、真抓实干,进一步深化党风廉政建设,为现代农业发展作出贡献。
