　同志们：

　 200x年，全州各级公安机关坚持以邓小平理论和“三个代表”重要思想为指导，全面贯彻科学发展观，在法治理念教育、维护社会稳定、建设平安海西、提高队伍素质及基层基础建设等方面取得了新的进步，经过各地公安部门和全州广大公安民警的共同努力，我州社会治安形势进一步好转，人民群众安全感进一步增强，为顺利实施“十一五”规划，促进全州经济发展和社会和谐创造了良好的环境。这些成绩的取得，与各级公安机关广大民警的辛勤工作和艰苦努力是分不开的。在此，我代表州政府向全州广大公安民警及家属表示衷心的感谢和诚挚的问候！

　 今年是深入贯彻党的十六届六中全会精神，全面落实科学发展观，积极推进社会主义和谐社会建设的重要一年。面对构建社会主义和谐社会的新形势、新要求，我们必须清醒地看到，当前我们即处在经济社会发展的重要机遇期，也处在人民内部矛盾凸显、刑事犯罪高发、对敌斗争复杂的时期，各种矛盾纠纷纵横交错，十分复杂，维护社会稳定、促进社会和谐的任务非常艰巨。也就是说社会治安形势依然严峻，刑事犯罪高位运行的特点依然明显，“两抢一盗”等重大刑事案件仍然比较突出，在未来一些时候，一些地区出现刑事犯罪率上升，局部治安形势反弹的可能性依然存在，达赖集团民族分裂势力、“法轮功”等邪教组织的渗透破坏活动，已成为影响我州安全和稳定的主要因素。因此，我们必须始终保持清醒的头脑，坚持从我州实际情况出发，充分认识当前复杂多变的形势，充分认识影响发展与和谐的突出问题，充分认识发展中出现的新情况、新问题，居安思危，未雨绸缪，趋利避害，更加积极主动地做好公安工作，创造和谐稳定的社会环境。

　 刚才，刘天海同志代表州公安局党委，对我州XX年公安工作进行了全面总结，分析了当前面临的形势，并对XX年的公安工作做了全面的安排部署，希望各级公安机关结合全省公安局长会议精神和各自实际，认真抓好贯彻落实。下面，我再讲三点意见：

　 一、充分认识公安工作的重大使命和政治责任

　 党的十六届六中全会做出了关于构建社会主义和谐社会若干重大问题的决定，使构建社会主义和谐社会成为我们党的一项重大战略任务。公安机关既是和谐社会的保障力量，也是和谐社会的建设力量。要深刻认识构建和谐社会重大而深运的意义和公安机关在构建社会主义和谐社会中的地位和作用，深刻认识公安机关提高执法能力的重要性和紧迫性，更好地承担起促进社会和谐的历史使命和政治责任。因此，构建社会主义和谐社会给公安工作赋予了更大的责任和更重要的任务，也提出了更高的要求。各级公安机关要紧密结合实际，把各项公安工作放在构建社会主义和谐社会的总目标中来研究、来部署，努力使思想观念、工作部署、工作方式更加适应构建社会主义和谐社会的要求，更好地承担起促进社会和谐的历史使命和政治责任。

　 今年是我州发展和改革十分关键的一年，去年十二月召开的州委十届二次全体会议明确提出了我州经济社会发展的奋斗目标、工作任务和要求，要完成州委确定的各项目标任务，必须坚持稳定压倒一切，正确处理改革、发展、稳定的关系，在社会稳定中推进改革发展，通过改革发展促进社会稳定和谐。全州各级公安机关要认真贯彻全省政法综治工作会议和公安局长会议精神，结合我州实际，围绕中心，服务大局，履行好维护稳定、促进和谐、促进发展的根本职责，着眼于构建社会主义和谐社会，认真解决执法理念、执法能力、执法方式和应对复杂多变敌情等方面存在的一些不适应问题，努力化解各种社会矛盾，最大限度地增加和谐因素、减少不和谐因素，为实现我州经济社会又好又快发展创造和谐稳定的社会环境和公正、高效的法治环境。

　 二、充分发挥公安机关的职能作用

　 构建社会主义和谐社会，是当前和今后一个时期全党全社会的一项重大政治任务。公安机关作为人民民主专政的重要工具，要充分发挥职能作用，促进全州政治安定、社会稳定、经济发展、人民安居乐业。

　 （一）坚持以人为本，积极化解社会矛盾。现阶段的社会矛盾量大、面广、成因复杂，涉及多层次的社会关系，多样化的矛盾主体，多领域的矛盾冲突以及体制、机制、政策、法律、观念等方面的因素，许多矛盾和问题与人民群众的切身利益相关，处理不当，势必影响和谐社会。公安机关必须坚持以人为本，把维护人民群众的合法权益作为促进社会和谐的出发点和落脚点，积极化解社会矛盾，促进社会和谐。要高度重视调解在化解矛盾纠纷中的重要作用，把矛盾纠纷解决在当地，解决在基层，解决在萌芽状态，在矛盾纠纷处置过程中，要融法、理、情为一体，坚持教育疏导和“三个慎用”原则，通过有效工作尽量化解矛盾，减少犯罪，实现动态的稳定。

　 （二）关注群众诉求，维护社会公平正义。公平正义是和谐社会的重要特征，是社会主义法治理念的价值追求。没有社会公平正义，就没有社会和谐。社会主义市场经济的内在规律和人民群众对公安机关最集中的要求，就是维护社会的公平正义。各级公安机关必须坚持以人为本，依法维护人民群众的合法权益，牢固树立人民群众的主体地位意识，事事、处处、时时以维护人民群众权益为重，着力维护好人民群众最关心、最直接、最现实的利益，把尊重和保护人权、实现全社会公平与正义作为公安工作的根本目标，提高执法质量，规范执法行为，改善执法活动，不断增强执法的社会公信力。
