　 税务局工作总结及计划

　2014年，我局在市委、市市政府的正确领导和上级主管管部门的指导下，坚持以科学学发展观为指导，认真贯彻落落实党的十八届三中、四中全全会精神，按照“立足民生搞搞配套，改善生态抓提高”的的指导思想，以水利现代化为为统领，紧紧围绕年度水利工工作目标，加强组织领导，加加快推进水利基础设施建设；；按照生态文明建设目标要求求，开展水环境专项整治，加加快退渔还湖进程，取得了较较为明显的成效。现将今年以以来工作总结如下：

　针对我我市河道多且淤积严重的实际际状况，为有效改善河道引排排条件，我们坚持把各级河道道整治作为工作重点来抓，以以国家投资开辟川东港入海第第五大港为契机，加快推进骨骨干河道以及小河小沟疏浚整整治步伐，努力提高引排能力力，为更有效防灾减灾创造条条件。

　一是抓好小农水重点点县工程建设管理。20144年计划实施2013年度小小型农田水利重点县高标准农农田建设示范项目，在西郊、、老圩、钓鱼等乡镇建成3个个高标准农田示范区225万万亩。计划新拆建圩口闸455座;新拆建排涝站23座，，流量90立方米/秒，新建建小型电灌站101座，砼衬衬砌渠道6792公里，过路路涵洞290座，节制闸3000座、跨渠机耕桥200座座；硬质化圩堤68公里，加加修圩堤土方6万方。目前正正在抓紧工程扫尾。

　二是认认真实施中央财政土地出让金金小农水项目。**20133年土地出让金项目主要涉及及临城、合陈两镇，计划建设设衬砌渠道31公里,圩口闸闸14座，单泵站1座，节制制闸3座, 疏浚排涝沟7条条，新开排涝沟4条。目前已已完成全部建设任务。

　四、、转变治水理念，生态环境建建设步伐加大

　一是启动退渔渔还湖工程。为恢复我市湖泊泊湖荡基本功能，提高湖泊湖湖荡调蓄能力，改善湖泊水生生态、水环境，实现湖泊资源源可持续利用。2014年，，**市委、市政府决定先行行启动得胜湖、平旺湖退圩还还湖工作，市委、市政府已成成立领导小组，工程建设处已已实行集中办公。目前，已完完成实物量调查，制定了实施施方案，召开了动员会议，有有关乡镇正在组织办理征地拆拆迁相关手续。

　二是加大水水环境整治力度。认真贯彻落落实市委、市政府《关于全面面建立河道管护“河长制”的的实施意见》，市乡村三级河河道全面明确“河长”，通过过公开招标的方法落实河道管管护责任人，实施水环境长效效管理。同时制定考核办法,,结合秸杆“双禁”工作开展展督查考核，根据每季度考核核结果，对河道管护经费实行行以奖代补，有效地保证了各各级河道的长效保洁和水环境境有效改善。

　三是严格实行行水资源管理。以水功能区管管理为重点的水资源保护不断断加强，在委托**市水文部部门每月两次对我市水功能区区、水源地监测的基础上，增增加了对重点排污单位取样监监测，确保饮用水源地用水安安全。

　四是搞好城市河道整整治工作。在创建国家卫生城城市活动中，我局积极履行职职能，先后组建了城区黑臭河河道整治办公室和城区农杂船船清理办公室，牵头做好城市市河道环境治理工作。将严家家中心河、城堡中心河、城堡堡小河、葛家东河等4条城区区河道列入整治计划，目前，，严家中心河、城堡中心河河河道疏浚工程已全部完成；通通过调查摸底、制定方案和实实施办法，将城区河道中停靠靠的579条各类农杂船，采采取船民上岸安置或出资回收收处理的办法，进行迁移出境境，有效改善了城市河道环境境。

　二是建立健全巡查查制度。根据全市河道、湖泊泊现状，制定《河道湖泊巡查查制度》，以河道、湖泊为单单位落实巡查责任制，形成大大队、中队、水务站的巡查管管理网络，落实层层负责制，，确保巡查全市水工程全覆盖盖。认真落实河道、堤防管理理措施，加大巡查执法力度，，在全市开展水行政执法检查查专项活动，坚决查处与河争争地、违法占用堤防的不法行行为。

　三是落实防汛防旱责责任。坚持早准备、早部署、、早落实，全面做好防汛减灾灾各项准备工作，修订完善防防洪调度、应急抢险等预案，，提升应急处置能力；充实防防汛抢险力量，市级建立2支支民兵抢险突击队，镇乡级组组建35支防汛抢险队伍，总总人数达到近900人；通过过与商家签订协议、委托代储储等方式储备防汛抢险各类物物资，以行政首长负责制层层层落实防汛防旱工作责任，及及时调整市防汛防旱领导小组组，完善乡镇防汛指挥机构，，制定全市防汛排涝预案和滞滞涝方案，重点工程、重点部部位落实防汛排涝措施，建立立健全防汛值班制度，落实专专人实行24小时轮流值班，，准确掌握并及时上报水情、、雨情、灾情等各类信息，及及时传送上级部门调度指令，，确保信息上传下达不误事，，政令畅通不受阻，保证了全全市安全度汛。

　在党的群众众路线教育实践活动中，坚持持把学习贯穿始终，通过学习习提高思想认识，通过深入调调研、广泛征求意见，找准班班子和领导干部个人“四风””方面存在的突出问题，有针针对性地制定整改措施，切实实解决机关工作拖拉、基层站站所管理不严、工程管理不力力等问题，有效推动各项工作作的开展，取得了明显成效。。

　一是党组织战斗力进一步步增强。通过支部班子和党员员干部对照检查，找准问题，，整改落实，有效解决了少数数支部班子软弱涣散、个别党党员表率作用不强、推动业务务工作力度不大等问题，学习习型、服务型、创新型党组织织建设不断加强。各基层党组组织在学习提高增强党员素质质、围绕年度中心工作搞好服服务、创新发展思路转变工作作方法等方面，作出积极探索索，取得较好成效，党组织的的战斗力进一步增加，党员队队伍素质明显提高，为加快水水利发展奠定了思想和组织保保证。

　二是机关作风得到明明显加强。通过上下征求意见见、开展“为了谁、我是谁””大讨论等活动的开展，找准准机关作风方面存在的问题，，认识剖析原因，查摆思想根根源，较好地改变了少数机关关工作人员精神不振、纪律松松散的现象，尤其是通过进一一步完善机关作风建设相关制制度、实行领导干部轮流带班班、科室单位考勤考核公示、、纪检监察部门明查暗访等措措施的落实，机关作风建设得得到明显加强。

　三是基层站站所管理逐步规范。通过深入入开展调查摸底、座谈讨论征征求意见等方式，认真排查水水务站存在问题及原因，按照照“即知即改”要求，局党委委成立水务站财务规范管理领领导小组，制定水务站财务管管理制度，建立财务结报中心心，从6月份起对水务站财务务实行统一管理，切实解决水水务站财务管理不规范、乱支支乱报不严格等薄弱环节。

　2015年，围绕建设较为为完备的引排水系，集中精力力，突出重点，创新思路，科科学谋划，全力推进水利工程程建设管理，加快水利现代化化进程。重点推进“三工程一一生态”：

　一是全力服务大大型水利基建工程。突出以川川东港、泰东河实心段幸福河河整治为重点，积极协调各种种矛盾，全力为工程建设搞好好服务，加大组织力度，加快快实施进度，确保工程有序、、有力推进。

　二是加快推进进小型农田水利工程。加强农农田水利基础设施建设，推进进2014年度小型农田水利利重点县高标准农田建设示范范项目，建设2个高标准农田田示范区，面积17万亩，新新建、拆建圩口闸61座、排排涝站23座，新增改善流量量74立方米/秒，新建小电电站57座、硬质渠46公里里。加快骨干河道疏浚进程，，继续实施渭水河、海沟河、、梓辛河、白涂河等县乡河道道整治续建工程。

　三是创新新机制完善农村挡排工程。按按照“竞争立项、查勘定位、、乡镇实施、第三方核查、竣竣工验收、财政奖补”的原则则，加强圩口闸、排涝站修建建改造，加修圩堤，提高挡排排能力。市财政安排专项资金金修建圩口闸110座、排涝涝站60台套，按每方补助33元标准加修圩堤100万方方，建设小电站250座。

　四是继续加强水生态文明建建设。针对里下河地区特殊的的水环境和水资源状况，继续续推进村级河道整治工程，市市财政专项安排2500万元元用于生产河疏浚和村庄河道道清淤，疏浚生产河360万万方以上；积极实施退渔还湖湖规划，完成得胜湖、平旺湖湖退圩还湖工程，改善生态环环境；市财政安排700万元元专项用于水环境整治以奖代代补，全面落实河道长效管护护措施，加强督查考核，确保保水环境状况持续改善。
