　 XX市林业局负责人安全生产“一岗双责”履职情况报告

　根据《XX市安全生产“一岗双责”责任实施办法》和《XX市安全生产委员会成员单位安全生产工作职责》规定的要求，现将本人今年安全生产“一岗双责”履职情况报告如下：

　在市委、市政府的领导下，2010年本人认真落实安全生产“一岗双责”职责，按照市安委会2010年安全生产工作要点结合实际开展工作，履行对本局和局直属林业企事业单位安全生产工作的职责，保障我局和局直林业企事业单位全年安全生产工作目标的完成。

　一、认真抓好安全生产法律、法规、方针、政策及上级有关安全生产工作的决策部署，并在本部门、本系统贯彻落实，建立健全安全生产责任体系。

　按照安全生产法律、法规和上级有关部门安全生产工作的要求及市政府继续深入开展“安全生产年”活动实施方案的布署，布置了本部门职责范围内的安全生产工作。把安全生产法律法规和市政府安全生产决定、决议和工作部署落到实处。

　1、了解并及时调整局安全生产领导小组成员及办公室人员组成，明确相关部门的安全生产工作职责。

　2、制定本局职责范围内的安全生产工作制度。

　3、完善《森林防火应急预案》，并上报了市人民政府。

　4、与局直属企事业单位签定安全生产责任书。并要求县（区）林业局与辖区内的木材加工企业签定安全生产责任书。完善木材加工经营单位的安全生产机制体制，落实并加强木材经经营加工企业制定《安全应急预案》、做好岗前安全培训等安全基础工作。

　5、根据上级部门的安全生产工作精神及时召开局党组会议、局直属林业有关单位和业务科负责人参加的安全生产工作会议，传达上级安全生产工作的要求和工作布置。

　6、组织开展“安全发展、预防为主”为主题的安全生产月活动，组织本局60名职工及八步木材交易市场40名加工作坊业主，参加全市安全生产知识竞赛。

　7、进一步加强安全生产体制机制、安全生产保障能力、安全生产队伍建设工作。主要是通过检查、督促局直属单位及县（区）林业局通过与辖区内企业签订《安全生产责任书》等形式，形成日常安全监督工作制度化，规范化。

　一年来，根据我局主管单位有学校、工厂、旅游等的实际情况，结合市安委会的布置，认真组织局相关部门全力开展安全生产教育、安全生产执法、安全生产治理三项行动，督促各相关单位和行业企业加强安全生产体制机制、安全生产保障能力、安全生产监督队伍三项建设；督促有关单位落实制定的安全工作措施，重点是保证安全生产工作人员到位、制度能够得到落实执行，并尽快形成安全生产长效机制。

　二、亲自组织落实上级党委、政府和林业厅下达的安全生产目标，及时研究解决本部门、系统安全生产中的突出问题。

　贯彻落实上级安全生产工作布置，解决本部门、系统安全生产中的突出问题，完成全年安全生产工作目标。

　1、根据全年业务工作和自治区林业厅的布置，组织制定《关于印发XX市林业局强基惠农春节大行动实施方案的通知》（贺林发［2010］13号）和《XX市林业局继续深入开展“安全生产年”活动实施方案》。组织业务工作与安全工作县（区）督促检查组，结合业务工作做好安全生产督查、督促。

　2、本人和分管的领导与各业务科负责人签定（含安全生产工作）年度工作目标责任书，落实各单位、部门的安全生产管理工作目标，以预防为主，强化安全生产意识，保证做到目标明确，责任明确。

　3、今年汛期，及时召开局党组会议，对汛期安全工作作出布置，组织六个检查组实行分县（区）、局直属单位进行汛期安全工作督查。并下发《关于做好汛期林业安全生产工作的紧急通知》组织县（区）林业局和局直属单位开展汛期安全检查工作。

　4、节假日前，亲自组织或委托其他局领导组织召开全体职工和局直属单位负责人参加的工作会议，督促注意节假日做好各种安全防范。

　三、坚持做到业务工作与安全生产工作同时布置、同时组织实施、同时考核验收。

　年初，就组织制定贯穿全年工作的《关于印发XX市林业局强基惠农春节大行动实施方案的通知》（贺林发［2010］13号）和《XX市林业局继续深入开展“安全生产年”活动实施方案》。组织业务工作与安全工作县（区）督促检查组，结合业务工作做好安全生产督查、督促。做到业务工作与安全生产工作同时布置、同时组织实施、同时考核验收。并且多次召开的科室负责人业务工作汇报会议上作了强调，督促分管领导注重业务工作与安全生产工作相结合。依法对全市所有228家木材经营加工企业进行了核查，将安全生产应急预案纳入核查范畴，督促木材加工企业制定和落实‘企业安全生产应急预案’。

　四、组织开展行业系统、本部门的事故隐患排查整治工作，对存在的重大事故隐患，督促制定整治方案、落实防范措施，限期排除。

　组织好例行的季度和节假日前安全生产督促检查外，要求本局各科室根据各行业不同季节的安全生产特点，组织检查组进行检查，排查事故隐患，按照规定做好上报。根据检查督查所了解的情况，及时督促相关单位做好本单位存在的安全隐患的治理工作。今年6月雨季，XX市林业汽车队与三加村交界围墙倾斜并有倒塌，存在安全隐患。本人委托分管的领导，与国资委密切配合，在做好安全防范的基础上，在7月初把林业车队存在隐患的围墙全部推倒重建，消除了安全隐患。姑婆山森林公园外公路存在山体滑坡隐患，做到及时了解情况并督促姑婆山森林公园加强安全警示，与有关单位联系尽快治理，经了解八步交通局已经进行了清理，但雨季时节还需加强防范。11月份，按照自治区林业厅的要求，组织了全市冬季森林防火安全隐患排查治理，并同时开展林业生产经营单位生产安全检查督查工作，保障广州亚运会和亚残运会期间林业生产安全和森林防火安全。

　五、按规定设置本单位安全生产监督机构，配备安全管理人员。

　按照安全生产法律法规和市安委会的规定，我局成立了XX市林业局安全生产工作领导小组，亲任领导小组组长，设立了领导小组办公室，并将安全生产工作职责进行了分解落实，有专人负责安全生产日常工作。

　六、本部门、本系统发生生产安全事故灾难时，按规定启动部门安全生产事故应急预案，并赶赴现场，组织协调事故抢险救援和善后工作。

　按照《XX市安全生产委员会成员单位安全生产工作职责》规定，组织、协调直属林业企事业单位安全事故应急救援工作，参与林业系统生产安全事故的调查处理工作。我局履行了这一职责义务。今年6月，八步区某集体林场发生一起山洪自然灾害引起的安全事故，接到报告后，本人亲自带领我局分管安全生产的局领导和营林科科长马上赶赴现场，协助八步区组织救援和善后工作。

　作为单位负责人，做到了按照 “一岗双责”的原则，把安全生产责任层层落实，通过单位内部业务工作制度和安全生产管理制度的执行，加大对职工的安全生产教育来控制重大事故的发生，全年本局和局直属林业有关单位取得了无安全生产事故发生的效果。
