      XX村集体经济发展规划

     XX村根据这几年发展的基本情况,经过村两委班子分析研究,现制定了全村集体经济发展规划:

     一、基本情况

     1、宋洛村全村人口1405人,耕地面积5458亩,低保户128户,全村有荒地12030多亩。

     2.经济发展情况。宋洛村各项经济发展滞后,农民人均纯收入偏低。主要原因:一是主要依靠单纯的农业种植生产收入,种植品种质量一般;二是土质不好,产量低,农业增收缓慢。三是集体经济薄弱,没有村集体企业;四是农业产业链短,没有农产品加工业;五是畜牧业发展停留于各家各户散养,形不成规模;六是自然条件差,农民大多外出。

     3.农业生产主要谷物类、豆类、薯类轮作为主,种植面积最高年份达6230亩,产值达143万元。劳务经济近年来有较快发展,常年劳务输出412人次,创收达1030万元。

     4.公共事业发展情况:近年来,宋洛村交通条件历年仅仅靠维修水毁工程,20多年来没有较好的改观,现在仅仅有规划,明年将艾好峁至魏家楼的柏油路面做了规划,也不知何时实施,农民出行难,农产品出不去,肥料运不回来,严重制约着我村的经济发展。

     二、发展条件

     (一)存在的劣势

     1、主导产业不突出,标准化水平低。没有形成支柱产业和产业优势,生产力水平在低层次徘徊,影响农业产业化发展,农民持续增收难度加大,急需调整结构,延长产业链。

     2、集体经济基本没有。村级没有集体收入,公共资金仅靠上级扶持,严重制约着公共福利、公共设施等事业的发展,也给村级开展工作带来难度。

     3、基础设施不完备。村内自然队之间均为土路,没有完善的排水系统,雨水、生活用水的排放为自然排放,一遇下雨东挪不得西转,制约着艾好峁至魏家楼和高镇石湾四乡镇的交通,车辆无法行走,严重制约农产品的销售,农户仍使用旱厕,有线电视没有通达,网络宽带没有连接。

     4、农民的科技文化素质偏低。农民在选定生产项目上往往只抱着老祖宗的“传承”,对具有发展潜力和前景的项目顾虑较多,同时先进适用技术还未得到广泛普及,科技对农业的贡献率有待进一步提高。

     (二)发展优势

     1、宋洛村有滩地、荒地的开发资源,急需土地流转。

     2、宋洛村人民勤劳朴实,有强烈改变贫穷落后的愿望,建设社会主义新农村的热情十分高涨。

     3、宋洛村“两委”班子人员团结奋进、锐意进取、善于谋大事,敢于谋大事,具有较强的组织领导能力。

     三、发展思路

     (一)指导思想

     以邓小平理论和“三个代表”重要思想为指导,全面落实科学发展观,牢牢把握发展第一要务,紧紧抓住建设社会主义新农村这条主线,以发展非公有制经济为重点,以招商引资为主要手段,土地流转、以资源开发为突破口,着力培育畜牧、饲养、蔬菜植种繁育、运输四大支柱产业,推动综合经济实力上台阶,统筹经济社会发展,加强党的建设、精神文明建设和民主法制建设,为全面建设富裕、文明、和谐奠定坚实基础。

     (二)规划原则

     坚持以发展生产和农民增收为核心,进一步解放和发展农村生产力;坚持以人为本,着力解决农民群众最迫切、最直接、最关心的实际问题;坚持农村基本经营制度,保护农民的合法权益;不断增强农业、农村的可持续发展能力;要量力而行不盲目攀比;要民主商议,不强迫命令;要突出特色,不强求一律;要引导扶持,不包办代替。

     (三)规划目标

     我们的主要目标是:一全村农民人均纯收入逐年增长,粮食生产能力稳定;二是农民生活水平明显提高。农村基础设施条件明显改善,各项事业有较快发展,乡村风气健康向上,和谐家庭、和谐村庄创建效果显著;三是村民乐观向上、诚信友爱、崇尚科学、懂法守法;农村社会安定,形成健康文明的新风尚,有现代乡村的精神风貌;村容村貌整洁优美。四化即道路硬化、街道净化、村庄绿化、村容美化;五有即增收有门路、活动有场所、生活有新风、管理有制度、村容有变化;六促进即促进农民增收、促进基础设施建设、促进基层组织建设、促进社会事业发展、促进农民转型、促进文明新风形成的目标。村级组织领导有力、勤政廉洁、作风民主、致富有策。民主管理制度得到有效落实,民主管理权利得到充分发挥,村务公开满意率达到95%以上。

     四、建设重点和布局

     (一)2011年将充分利用我村的荒地资源进行招商引资、开发、改造,新建家兔养殖厂1个。

     (二)新建水浇地30亩增加村集体经济收入。

     (三)完成全村农网改造。

     (四)2012年完成黄家峁组,沟台组,艾蒿界,高台,王路山,宋洛半个村的人畜饮水工程。

     (五)赶年底完成庙界组的文化娱乐广场建设,场地硬化,设施器材健全。

     (六)年底完成艾好峁村到髙焉的道路泥泞问题。

     (七)完成村级活动场所维修任务,在现有的村委办公室再向东扩建新修两孔石窑用作会议室和县党建员办公室。

     (八)2012--2013争取上级部门扶持项目要资金把我村农路全部整修硬化。

     (九)2012年上半年完成全村移动网络覆盖率100%,不留死角。

     五、规划保障措施

     1、加快农业发展,促进农民增收。结合我村实际,在土地贫瘠、缺乏水利设施的队发展地膜绿豆地膜洋芋等耐旱性较强的经济作物;在土地肥沃、水利条件较好的队,发展蔬菜等经济作物。鼓励农户养兔、养羊,引导具有经济实力的能人投资养殖业。形成带动农民致富的一个产业,劳务输出是增加农民收入见效最快的措施。要充分发挥我村劳动力资源丰富的优势,组织群众外出务工,增加农民收入。做好扶贫开发工作,最大限度减少贫困人口。

     2、加大农村能源建设力度,积极推广太阳能、秸秆气化等清洁能源,按照“一建三改三化”的要求,强化对村容村貌的治理。结合新农村建设规划,彻底解决农村脏乱差的问题,建设环境优美、资源节约、布局合理的新农村。

     

     3、要大力招商引资。认真学习“三争双招”活动文件精神。积极走出去,搞好招商引资工作,争取完成荣亨达公司招商项目,完成招商引资100万元,力争年内在招商引资方面有较大突破。

     4、坚持因地制宜、量力而行、群众自愿、抓好试点、逐步推进的原则,采取扎实措施,实现村容整洁,改善群众生活条件,让群众生活的更干净、更舒心。实现“一年有起色,三年出形象,五年大变样”的目标。

     5、统筹经济社会发展,大力推进各项社会事业。积极实施新型农村合作医疗制,不断扩大农村基本养老保险。进一步加强计划生育工作,认真落实计划生育各项奖励、扶助制度,引导群众自觉遵守计划生育政策,提高出生人口素质,稳定低生育水平。扎实做好农村“五保”供养工作和救灾救济工作,让弱势群体共享经济社会发展成果。

     6、加强精神文明建设、民主法制建设。以评选文明村、文明农户、“好媳妇”、“好婆婆”等活动为载体,深入开展群众性精神文明创建活动,引导群众树立文明新风,养成良好习惯,崇尚科学文化,反对封建迷信。深入开展普法教育活动,保证人民群众依法行使民主权利。

     7、加强村级班子建设。深入开展创先争优活动,扩大群众参与度,党员群众对村“两委”满意度达到98%,提高10%。培养入党积极分子4名,发展党员2名。培养村级后备干部2名。让在群众中有较高威信的党员致富带头人进入村班子,要特别注重从发展经济的能人中发展党员,注重培养妇女党员,不断为党组织输送新鲜血液。
