     村“两委”换届选举工作情况汇报

     (2011年4月19日)

     各位领导:

     根据省、市委统一安排部署,我镇村两委换届选举工作自3月中旬开始,并将于4月底结束。截至目前,已全面完成全镇61个村党组织的换届选举工作,第十届村民委员会换届选举进入预选阶段。下面把近期以来的工作情况及下步工作计划和措施做一简要汇报。

     前期工作情况

     1、成立组织,制定方案。省、市部署村两委换届选举工作后,我镇立即于3月14日召开专题党委会,对换届工作进行研究部署,精心组织,统筹安排。一是成立了由党委书记任组长,组织、纪检、人大、民政、财政、办事处等部门负责人为成员的村“两委”换届选举工作领导小组,领导小组下设办公室、秘书组、督导组、执法执纪组、宣传组,帮助指导村“两委”换届选举工作。二是根据实际制定了《全镇村“两委”换届选举工作实施方案》,明确了村“两委”换届选举工作的指导思想、目标要求、工作纪律和时间安排及工作要求。三是抽调90名机关干部到村担任驻村指导员,挂钩指导村“两委”换届选举工作,形成了党委领导、人大监督、部门配合的工作机制,为村两委换届选举顺利进行提供了坚实的组织保障。

     2、宣传发动,加强培训。村“两委”换届选举工作直接关系到人民群众的切身利益,人民群众对村“两委”换届选举工作的支持与参与直接关系到村“两委”换届选举工作的成败。为此,我镇充分利用明白纸、广播以及标语、黑板报、走访等形式,对上级关于“一人兼”、交叉任职和妇女进村委的新规定等内容进行广泛宣传,并将15000份《致广大人民群众的一封信》下发到户,使群众对选举政策家喻户晓,深入人心,为村“两委”换届选举工作打下了坚实基础。此外,为切实提高村“两委”换届选举工作的质量和水平,确保换届选举工作顺利开展,我镇分别组织领导班子、选举办成员、驻村指导员、村干部进行分批培训,共举办培训班7期,培训干部、工作人员400余人。培训学习了法律法规、选举规程等有关业务知识,提高了选举工作人员和干部的业务素质,增强了依法办事的能力。

     3、强化措施,稳步推进。一是搞好调查摸底,把握村情民意。凡事预则立,不预则废。做好充分的准备工作,对村“两委”换届选举成功至关重要。从去年10月份开始,我镇就组织有关部门和人员进村入户开展了大规模的调查摸底工作。通过明走暗访、座谈交流等形式,摸清了村情民意和人选情况,做到了村情民意“百分百”掌握,详细排查出了影响换届选举的各种不利因素,掌握了第一手资料。二是科学制定预案,把握工作主动。针对换届选举中可能出现的问题,我们研究制定了详细的实施细则和操作程序,重点准备了主持词、选票、选举结果报告单、公告和相关注意事项等选举大会使用的材料以及需要重点把握的问题,反复研讨,做到统一制式、统一内容、统一要求,一步不落、一步一个脚印地走好换届程序。三是严格落实程序,因村制宜推进。结合我镇实际,采取先支部后村委,先易后难的原则组织换届选举工作,并严格落实“全程签字”制度,制定了换届流程表,要求每个驻村指导员要根据流程表逐步完成相关步骤,没有异议之后再进入下一步程序。对少数情况复杂、矛盾较多的村党组织,结合实际情况,采用“两推直选”的选举办法,在其选举时由相关领导亲自带队到场指导开展工作,确保“难点村”顺利换届选举。如过去情况较复杂的崖北村,由于摸清了情况,措施得当,支部实现顺利成功换届。四是加强监督指导,营造良好环境。一方面,实行领导干部包办事处、驻村指导员包村责任制,分别签订承诺书,做到了任务明确、措施到位、责任到人。在对全镇整体形势进行认真分析研究的基础上,党委在“选举日”时间安排上不做硬性要求,不确定统一的“选举日”。要求各办事处根据实际情况逐村落实确定选举日,便于集中更多的人力、精力做好问题较多、干群矛盾突出村的换届选举工作,从而做到胸中有数、稳扎稳打,确保换届工作的质量和效果。另一方面,从机关抽调6名熟悉换届选举流程、农村工作经验丰富的干部组成3个督导组,每天巡回办事处、村进行督查,看是否按要求操作、程序是否合法、有无不稳定因素等,发现问题及时解决。对于不明白的问题,要求驻村指导员及时请示汇报,严禁擅自作主。换届选举领导小组随时召开会议,研究解决疑难问题,及时指导面上工作,从而保证了选举工作的关键环节一个不少,法律规定的程序一步不落,选举工作没有出现违法现象,最大限度地控制了各类上访案件的发生,营造起风清气正的换届环境。

     二、换届进展情况

     截至目前,我镇61个村党组织已全部完成换届工作,成功率达到100%,共选出支委195人,其中高中以上学历96人,“三高三强”型人才156人,女性支委28人。3月28日,我镇第十届村委换届选举工作正式启动,共登记选民42493人。预选时间为4月15日至21日。截止4月20日,我镇共有58个村产生了村委正式侯选人,其中妇女候选人84人。村委会正式选举从4月20日开始,至4月24日结束。

     三、存在问题和不足

     工作中,我们也清醒地看到此次换届选举工作中存在的问题和不足。主要表现为:一是农村后备干部的培养还需要进一步加大力度;二是村级集体经济薄弱成为影响村干部工作积极性的重要原因;三是个别群众从个人恩怨出发,抓住少数党员干部的问题处不放,与原来的班子和干部矛盾突出。这些问题已经引起我们的高度重视,在下一步工作中认真加以解决。

     四、下步工作打算

     一是强化组织领导,严格依法选举。继续高度重视村委会正式选举工作,认真分析换届选举工作中可能出现的问题,针对不同情况制定相应方案,采取有效措施,强化领导,分类指导,妥善解决存在的突出问题。坚持把有关法律法规的宣传工作贯穿换届选举的全过程,增强干部群众的法律意识,提高参与选举的主动性和积极性。严格按照有关法律法规的规定组织好正式村委选举工作,做到步骤不减、程序不省、要求不降、进度不赶,尊重和维护好群众的意愿,努力把群众信得过、作风好、能力强、热心为群众办事的人选进领导班子。对以暴力、威胁、欺骗、贿选、伪造选票等违法手段影响和破坏选举的要依法处置。对宗教人士参与竞选村委会成员,要引起高度重视,严格按照党的宗教政策、法律法规妥善处理,确保选举工作有序进行。

     二是高度重视社会稳定工作。要继续高度重视重点村和难点村的问题,对可能影响选举的历史遗留问题,家族、宗族、农村恶势力影响及潜在的干扰等问题,深入进行排查,全面分析原因,采取措施,对症下药,妥善化解。要高度重视并正确处理群众的来信来访,进一步建立健全来信来访登记、复信回访制度和信访工作责任追究制度,对有关问题要及时答复,及时处理。要重视做好信息工作,对影响换届选举工作的苗头性、倾向性问题,要及时研究和化解,力争把问题解决在基层,解决在萌芽状态。

     三是抓好新一届村“两委”成员的教育培训。我们将本着“适合村情,实效管用”的原则,坚持与推行村务公开、加强基层组织建设相结合,抓教育、抓制度、抓机制,进一步推进村级事务流程式管理,组织新一届村“两委”干部签订任期目标责任书。重点围绕怎样做一名合格的农村干部,有针对性的加强素质能力、工作方法等方面的教育培训,进一步增强村“两委”干部的民主法制观念,使他们掌握做好新时期群众工作的基本方法,培养想办事、能办事、办成事的新型农村干部。

     四是抓好新老班子工作交接,缩短“磨合”期。对“两委”班子工作不是很协调的村,尤其是个别不能正常开展工作的村,组织上进行谈话谈心,帮他们分析矛盾,解决问题,切实理顺“两委”关系,理顺新老成员关系,加强村级组织执政能力建设。

     五是完善村委会配套组织。在村“两委”换届结束十天内,按照规定的程序和条件推选产生村委会的下属委员会、村民小组长、村民代表和村务公开监督小组、村民理财小组,形成完整的村委会组织机构体系和工作人员队伍。

     六是对落选干部加强教育管理。建立沟通交流机制,切实做到思想上安慰、人格上尊重、生活上关心,真心实意帮助他们解决必需的生活难题。对落选的村干部,党委、政府及办事处、村通过召开座谈会、茶话会等形式,积极做好思想疏导工作,引导他们正确对待岗位变化,继续发挥积极作用。同时,与加强农村基层党组织建设相结合,积极开展党员纳新工作。重点把不是党员的村委会成员和群众推荐票高的村民,作为入党积极分子进行重点培养,既体现民意,又逐步解决村干部后继乏人的问题。
