　党建活动阵地设计规范

　为进一步加强基层党组织规范化建设，统一标准，规范内容，正规秩序，提高水平。依据公安部消防局《关于加强公安消防部队基层党组织建设的意见》和公安部消防局“两个标准”建设的要求，结合总队实际，制定本规范。

　一、党委会议室设计规范

　党委会议室是大队党的基层委员会召开会议、进行学习的场所。会议室外有“党委会议室”标识牌，室内一般悬挂“召开党委会程序图”、“党委会向党员大会报告工作程序图”、“党委民主生活会程序图”、“民主评议党员程序图”、“发展党员程序图”和“党委议事决策程序图”，适当位置竖立党旗；悬挂党和国家四代领导人题词，分别为：毛泽东题词“坚定正确的政治方向、艰苦朴素的工作作风、灵活机动的战略战术”，邓小平题词“为把我军建设成为一支强大的现代化正规化革命军队而奋斗”，江泽民题词“政治合格、军事过硬、作风优良、纪律严明、保障有力”，胡锦涛题词“努力建设一支‘忠诚可靠、服务人民、竭诚奉献’的消防队伍”四块牌匾；悬挂“集体领导、民主集中、个别酝酿、会议决定”十六字原则。

　二、党团活动室设计规范

　大队党团活动室是大队党团员参加党团组织会议、开展党团员教育培训和党建带团建的活动场所。设计以“简洁、美观、庄重、实用”为基调。功能分区主要为六块：一是会议区；二是新党员入党和老党员重温入党誓词区；三是党团员学习区；四是党团员电教区；五是大队党团组织架构和相关制度区；六是历届党代会、英模人物和英模集体展示区。

　三、党务公开栏设计规范

　党务公开栏是使广大官兵更好地了解和参与党内事务，充分行使知情权、参与权、选择权和监督权，是加强党内监督、规范权力运行、推进基层党风廉政建设的重要举措。党务公开栏为活动展板设计，可设置便于官兵参阅的位置，主要包括：前言、党组织机构及成员、公开承诺、公告栏、党务工作、纪检监督电话（各栏目可灵活采取活页设计，以便更换）。

　五、创先争优活动设计规范

　创先争优活动，即创建先进基层党组织，争当优秀共产党员活动。这是在基层党组织中广泛开展并富有成效的一种活动形式，是党员先锋模范作用的重要体现，是调动和激发广大官兵积极性创造性的有效载体。主要包括：创先争优活动栏、党员先锋岗、共产党员红旗车等。

　在士兵量化管理考评成绩公布栏右侧设置“每月之星”。由内务卫生、警容风纪和执勤训练等三项成绩综合评定；评比结果与个人评奖评优、晋升及其他奖励相联系。

　企业管理的五大核心

　在企业成长的过程中，要把企业做大和做强，探究其意义，是一个过程，其间每个阶段所面临的不同问题赋予了企业成长过程中不同的意义。必须不断提升企业的内在素质，形成企业管理的五大核心能力，才能在成长的道路上走的四平八稳。

　文化管理

　文化是企业全体员工一致的价值观念和行为准则，企业文化决定了企业的内部凝聚力和外部感染力。文化和理念是企业经营的基本思想，在持续经营和长期发展过程中，是打造优秀团队的坚实向心力。

　流程管理

　提高企业效率的关键是流程，实现流程管理需要改变传统管理的一些习惯。

　1. 打破职能习惯：大家都只关注部门的职能完成程度和垂直性的管理控制，部门之间的职能行为往往缺少完整有机的联系，由此导致企业总体效率下降。因此，必须打破职能区隔习惯。

　2.培养系统思维习惯：将企业的行为视为一个流程集合，对这个集合进行管理和控制，强调全过程的协调及目标化。每一件工作都是流程的一部分，是流程的节点，它的完成必须满足整个流程的时间要求，时间是整个流程中最重要的标准之一。学会运用思维调理工作排序，安排合理的时间进程，限定目标数量以及完成时间，这样才能高效的完成工作。

　制度管理

　从员工来看，制度管理就是一只无形的手，约束他们的行为，若有违反便会受到处罚；另一方面，员工对这种约束制度并不是特别抵触，制度实行好会给日常工作带来便利，如果实行了不适合或者过多强制性的制度那就反其道而行。

　从管理者的角度，制度对员工的约束不能过紧，否则会如强制性制度那样压榨员工，使员工心存不满。所以管理者不能把员工当作接收工作的机器，必须在执行规范管理制度下，充分发挥其主观能动性。不是每个制度都适用于所有企业，找到适合自己公司体系的制度才是根本。

　组织管理

　权力与责任一直是管理中需要平衡的两个方面，让这两个方面处于平衡状态是组织管理要解决的问题。

　1. 指挥统一：一个人只能够有一个直接上司。

　2. 管理幅度：有效的管理幅度是6-10个人。

　3. 分工：根据权责和专业化来进行横向与纵向分工。

　4. 部门化：把分工所产生的同一专业的员工集合于一个部门内，由一个经理来领导并加以协调。

　组织设计的原则是想平衡权力和责任两者之间的关系。因此实现组织管理需要两个条件：专业化与分权。

　专业化：所谓专业化是个人具有哪一块专业领域的技能知识，在哪些方面经验丰富，让这一类人就负责管理那个部门的工作。这样一来专人管理专事，才能有效率有质量的完成工作。

　分权：什么样的权利就做什么样的事，负责好自己范围内的事情。这样有条有理，但是某些领导喜欢越过自己的权限领域，不去发挥自己的专项，而是喜欢涉及其他领域。利用自己的职务权利做出一些指令，其后果却是导致其他人无法很好地完成工作，还会由于自己的不专业引来一些不必要的事端和问题。

　放权：作为领导和企业高层来讲如果不舍得放权，自己只能越来越累，而且整个公司的业务也会进展很缓慢。因为所有人都要排着队等着你一个人的抉择信息。放权让下属大胆的发挥所长，这样不但会得到尊重，而且领导层也会轻松，工作进展速度也会快，不然你请他来干什么呢？流水线的机器？还是遥控器？你负责按按钮他换台。

　计划管理

　无计划不成序，计划管理要解决的是目标和资源之间关系是否匹配的问题。因此，计划管理由三个关键元素构成，目标、资源和两者的匹配关系。

　目标为基点：目标管理的实现需要三个条件，

　1. 高层强有力的支持；

　2. 目标要能够检验；

　3. 目标要经过高层管理者的确认。

　资源为对象：很多人通常会以为目标是计划管理的对象，其实计划管理的对象是资源，资源是目标实现的条件，要实现计划，唯一的办法是获得资源。

　目标与资源匹配为结果：这是衡量计划管理好坏的标准，当所拥有的资源能够支撑目标时，计划管理得以实现。当资源无法支撑目标或者大过目标时，要么是“做白日梦”，要么是浪费资源。

　一、预习是学习的重要环节上课前充分预习，考试前充分地复习，与“打有准备之仗”有同曲之道。预习效果好，听课才能有针对性；听课有针对性，复习才能顺利进行；复习深刻，作业、考试才能得心应手。所以说预习是学生学习过程中一个必不可少的环节。

　　二、掌握好高效的听课方法课上集中精力听课，是掌握知识的捷径。听讲时，思想上必须与老师讲解的思路保持一致，听老师对事物是怎样分析、推理；听老师解决问题是用什么方法、技巧；听老师对问题有哪些提问和解释。这样才能把握住听课的重点。听讲中，要把自己在预习中的理解，和老师讲解的相比较，看自己和老师有哪些相同点和区别点。

　　三、合理安排复习时间很多科学家通过研究发现，有几个时间段有利于巩固记忆：一是学习后最初几分钟内，电生理活动引起蛋白质的合成；二是学习后在48小时内复习；三是一周之后脑突触发生永久性变化。根据人在学习过程中这一生理变化，采用复习加强记忆就显得特别重要了。如果我们能够在学习的内容即将忘记时进行复习，那么复习的效果最好，效率也最高。著名的心理学家艾宾浩斯通过实验发现了人的记忆与遗忘规律。实验证明：在学习仅过了20分钟后，就忘记记忆内容的42%，1天后忘却量已经达到了66%，到了第31天，忘却量高达79%。他根据实验结果，画成了著名的遗忘曲线。并表明遗忘的规律是“先快后慢”。这条规律提示我们，—定要尽早、及时地对所学知识进行复习，以便在知识还在大脑内时就加深印记，否则大脑中已经没有痕迹了，只能再费精力重学。合理安排复习时间特别重要并且必要，制定复习计划，严格按精英特计划执行，并力求形成习惯，是我们每一位学生都应该力求努力做到。

　我们为什么要复习呢？因为我们记忆效果没有那么好，不可能过目不忘，所以需要重复、增强记忆。同时，复习的进展也有利于学习效率的提高。

　　四、做作业的科学方法这里有七种做作业的技巧：

　　1、先复习后做作业。复习是做好作业的关键，只有复习得好，作业才能做得好。做作业前先把老师这一节课所讲的内容认真地看一看，弄清楚基本原理和概念后再去做作业，作业才能做得既快又好。

　　2、认真审题。

　做作业最关键的—步就是审题，连题都判断错了，作业内容就全错了。首先第—步要弄清楚题目的内容，所给的条件，什么要求，需要联系哪些知识等等；其次是考虑好解题思路、方法、步骤，要善于把—道题分成几部分，化大为小、化难为易、分清其中的已知和未知，弄清各部分的联系，设计好整个解题步骤，—定要让自己做到不明白题意不做题，不清楚方法步骤不下笔。

　　3、细心的做题。

　做题是表达思路的全过程，这个过程要求既动脑、又动手。做题的关键是要保证“规范”、“准确”。要做到这两点就要求学生认真的抄好题，书写格式必须正确、规范，严格按照各类题的解题要求，仔细演算解题的每—步，得出正确的结果。只有平时做题认真细致，步骤完整，思路正确，表达严密，准确无误，考试时才能按照这种良好的习惯进行

　　五、重视错题积累在学习的过程中，同学们可能遇到过一错再错的现象
