　 组织人事工作先进事迹

　 二o*年，在市国地税局领导的重视下，市税务学会在参与税收法律宣传、举办税收研讨活动与扩大*税务影响这几方面做了一些工作，加强了单位间的“民间友好往来”，发挥好学会较之行政更为灵活的辅助作用，基本实现了年初的工作目标。现将年的学会工作简要回顾如下∶

　 一、在完成了学会的换届后进行了年审并补充了新鲜血液。

　 为了更有效地开展工作，学会调整了部分“通讯联络员”，决定增补长宁地税局长杨子绥及*学院教授许必建为“理事”，批准了多名同志加入了税务学会，学会按要求进行了年审。

　 二、运用激励机制，活跃税收科研。

　 年初，学会下发了“20*年税务学会工作意见”、“20*年税务科研课题范围方向”，组织有针对性的税务科研；依据已制定的学会《奖励办法》对20*年发表的31篇文章20多名作者、4项获奖兑现了奖励。

　 三、开展科研活动，推动学会工作。

　 结合税收工作的重点，与国税局联合，于20*年7月，在我市举办了“四川国际税收研究会征管研讨会”。收到会议交流材料30多份，会上通过参会人员无记名投票，当场评出一二三等奖，我会副会长涂仲才与周勇同志合写的文章《调整税收优惠政策规范税收优惠管理》获得了一等奖，科研活动取得圆满成功。

　 四、积极促成研究成果的价值实现。

　 20*年，秘书处收到投稿108篇，由于省局《金税》、省财政厅《四川财政》杂志等的暂时停刊，《*财政》的电子改版，客观上使20*年文章发表极其困难，但尽管如此，据初步统计，发表的文章仍有13篇，其中∶省级2篇，市级11篇。此外市国税系统在省级发表文章还有13篇。经学会推荐，参加评奖20篇，获奖文章13篇。其中∶市国税局副局长陈中贵同志的文章，获四川省第十次税收科研优秀成果三等奖；市地税局副局长丁宏伟同志的文章，参加省“地税十周年有奖征文比赛”被首篇采用；市地税局段文智、冯野同志《税收重大案件审理初探》一文，在上年省地税局“税务研究”刊登后，20*年又被省国税局《四川国税调研》12期登载。学会尽量推出会员的科研成果，使之为征管实践服务，从而实现其社会价值。

　 五、发挥学会独特优势，加强纵横联系。

　 学会着力加强了与省税务学会及《金税》杂志社的联系，通过承担课题、帮助采访、协助改稿、策划栏目以及积极组稿等方式，密切了与省局的关系，为确保在省《金税》杂志改版后*税务仍然在“省内有地位、报刊上有文章、社会上有一定影响”的目标创造条件；

　 按照“互通信息、步调尽可能一致”的原则，进一步改善和密切了与市国税局及市国际税收研究会的关系；也通过学会间领导的交叉任职及其工作，加强了与市财政、工商、社保、民政、市科协、市社科联之间的联系。

　 六、学会工作步入了良性发展的轨道。

　 由于秘书处同志的努力，各会员的涌跃参与，学会工作开始有了起色。学会的换届，我们不等不靠，已先于省学会进行；组织机构，目前比较健全，分工明确，办事人员比较有力，工作能及时贯彻落实；会费的及时足额收取，为学会工作的顺利开展奠定了基础；通过工作，加强了与省地税局即将改版的《财富与税收》杂志的联系，为宣传*开辟了“言路”；从近期召开的全省税务学会工作会议获悉，我市税务学会工作在省内各市州中处于领先地位，并且拥有一支成形的宣传网络队伍；学会《章程》和《奖励办法》等一系列近20个文件材料的出台，以及大力促成科研成果的价值实现，调动起了大家的积极性，有一定价值的科研成果不断涌现，得到省税务学会有关领导的赞扬，市税务学会先后被市民政局授予市级“先进社团”、市级“优秀民间组织”，被市科协授予2002年、20*年“学会工作先进集体”，经办人员也被授予“学会工作先进个人”，多位同志获得市级多种奖项，学会顾问严君安、会长王子安、市地税局副局长卢勇、副会长陶继宜同志等行政和学会领导，除关心支持和亲自抓学会工作外，撰写的文章，还多次获市委、市府以及政研室、市科协、市税务学会、国际税收研究会的奖励，正是由于领导的支持重视，学会工作有条不紊地取得进展。

　 尽管如此，但学会经济基础比较薄弱，活动开展还不多，20*年发表的文章还不多，社会影响还不够，离领导的要求差距还很大，我们决心在学会领导的指挥下，保持旺盛的工作热情，搞好策划，鼓励和发动更多的会员投身学会的活动，围绕局行政工作的中心开展工作，通过组织重点课题调研，加强与省社会科研机构和大专院校的联合，争取多出成果，提高文章发表档次，扩大影响，努力把学会办成一个有凝聚力、号召力和具有一定研究、宣传能力的群众团体，活跃学会气氛，繁荣税收科研，为营造一个良好的税收舆论环境，为*的税收事业鸣锣开道、摇旗呐喊。
