村委换届调查报告

　 村委换届调查报告我镇的村党支部和村民委员会换届选举工作先后于20xx年8月和11月圆满结束。此次选举产生的13名村支部书记中，本科以上文化程度有2人，专科文化程度有2人，中专文化程度有7人，初中文化程度有2人；支书主任“一肩挑”的有2人；年龄在30岁以下的有1人，31至 35岁有3人，36至40岁有3人，41至45岁有6人，平均年龄为37岁。村委会主任中,初中文化程度有8人，中专文化程度有5人；年龄在35岁以下有6人，36至49岁有6人，50岁以上有1人，平均年龄为39岁。换届前，13个村支部书记中，中专文化程度仅有3人，初中文化程度有8人，小学文化程度有2人；年龄在35至40岁有1人，41至45岁有1人，46至50岁有2人，51至55岁有5人，56至60岁有2人，61至75岁有2人，平均年龄为53岁。村委会主任中，中专文化程度有3人，初中文化程度有9人，小学文化程度有1人；支书主任“一肩挑”的有1人；年龄在35至40岁有1人，41至45岁有6人，46至50岁有2人，51至55岁有1人，56至65岁有3人，平均年龄为53岁。此次换届，头塘村和木城社区顺利实现支书主任“一肩挑”。同时，我镇还鼓励镇干部到村任职。换届后村干部文化程度有了大幅度提高，平均年龄大幅度下降。新选出的村干部作风正、能力强、思路新、敢闯敢干。可以说，此次换届使得农村基层民主政治建设真正得到加强，农村基层组织建设工作水平真正得到提高，为推动**镇的经济社会发展、加快社会主义新农村建设步伐提供了坚强的组织保证。村“两委”换届以来，各村基本上都能正常推进工作，不少村的工作起色较大，部分新当选的村干部在各项建设中已突显出较强的工作能力，基层组织建设工作健康有序地运转，但从换届以来的工作看，也还存在一些问题：一是部分新任村干部业务不熟。本次换届选举产生的村干部中，有9名支书、10名主任以前从未涉及到村的具体工作，分别占村干部总数的69%和77%。走马上任后，对村支书和村主任分别是干什么的，心中没谱，通俗地说，就是还不知道怎么来当这个村官。尽管镇党委在换届结束后组织过培训，但部分新任支书和主任对自己的工作职责、支部和村委二者之间的关系还是知之甚少，特别是在业务方面，部分村支书对党务工作感到非常陌生，不会组织支部党员大会，不懂如何培养新党员，部分新任村主任不知道什么是村民自治，对《村居民委员会组织法》、《计划生育工作条例》等常规常用的法律条规不清楚，工作起来无章可循，只会干简单的活，不懂得依法行政、依法管理。二是新老班子成员之间缺乏沟通。为切实搞好本次换届选举工作，我镇制定了《**镇村党支部换届选举工作实施方案》，对村干部的年龄、文化等方面的任职条件作了限制，根据此方案，换届结束后，共有9名支书和10名主任不再连任。一些当了多年甚至是20多年的村官，平时虽说不想当、不愿当，但真正从岗位上下来后，心里还是有些舍不得，觉得面子上有些挂不住，不会用新眼光来看问题，总觉得自己比年轻人强，摆老资格，认为是组织不信任，甚至个别人还认为是被某个领导“整”下去的，于是产生对抗情绪，对新上任村干部的工作持观望态度，不理解、不支持，甚至唱反调，对着干，故意设置障碍等；而部分新任村干部在工作中遇到难题时，又不主动找老同志请教，导致新老班子交替过程中出现了断层、脱节现象，特别是在工作衔接、财务移交方面，出现了许多空白，新任村干部无法延续原来的工作，许多工作还得从头开始。三是极少数新任村干部工作中有畏难情绪。有的村干部在选举之前，信誓旦旦、热情高涨，真正当上村干部，接触到实际工作以后，感到这个村官也不轻松，也不是很容易当好的，发现预期的愿景与现实的工作原来有这么大的差距，特别是在计划生育、征地拆迁等工作中，遇到困难、受到埋怨、甚至遭受打击后，便会垂头丧气、丧失信心、丧失斗志，对工作采取应付态度，能拖则拖，能躲则躲，遇到困难绕道走，怕得罪人，当和事佬，对党委政府的决策执行不力或变通执行，有的干脆不干。四是部分新任村干部工作方式方法有待改进。本次换届选举产生的村干部，年轻、有文化，有闯劲，上任后就急于想为群众做一番事。但由于刚上任不久，对村里的整体情况不是很熟悉，没有吃透上面的精神，加之工作经验不够，导致在处理某些事情时，效果不佳甚至是适得其反。例如在协调邻里关系、调解民事纠纷等事务中，对事情发展变化的起因、导致的结果、留下的隐患没有做认真的分析，甚至对处理结果没有做到心里有数，草率解决。部分村干部在做群众思想工作时，没有站在全局的高度，有时甚至抱着“有效无效，工作做到”的态度走完过程，不管将会产生什么样的后果，严重影响了工作的开展。这在蔬菜基地建设、征地拆迁等工作中表现得尤其突出，有的村干部虽然对群众做了思想工作，但是由于方法或者解释不到位，让老百姓对党委政府的工作不理解，从而设置障碍。我镇的村级组织换届工作，力度大、方法新、涉及面广，可以说是一场改革，出现以上问题是很正常的，只要我们紧紧抓住“加强农村基层组织建设，促进经济发展”这根主线，认真落实党建工作责任制，进一步加大对村干部的教育管理力度，加强指导，提高服务水平和质量，不断创新工作方法，充分发挥农村基层党组织的领导核心作用，积极稳妥地推进农村基层民主政治建设，这些问题完全是可以解决的。1、党委真正重视。首先，镇党委要真正把村级组织建设作为一项重要工作来抓，要真正提上议事日程，与其他经济工作同部署、同落实，要切实转变那种“说起来重要，干起来次要，忙起来不要”的观念。其次是落实责任制。党委书记是抓农村基层组织建设工作的第一责任人，分管领导是直接责任人，要将工作细化，落实到人，切实加强领导，强化管理，确保认识到位、责任到位、措施到位、工作到位，使村级组织建设工作又好又快向前推进。再次是人、财、物方面的保障。村干部在工作中，由于人力、财力方面的限制，一些工作只能想、只能说，不能干、无法干，党委要在这方面给予必要的支持和帮助，让村干部有人办事、有钱办事，并通过工作实绩来赢得群众的信任，提高在群众中的威信。2、加强对村干部的教育培训力度，提高村干部素质。一是做好离任村干部的思想工作，充分发挥和利用他们的“余威”，让他们积极主动的参与、支持和监督村里的工作。二是制定培训计划，抓好新任村干部的教育培训工作。内容上，首先要就相关业务知识进行培训，如村支部书记、村委会主任的职责、村支两委的关系、如何发展新党员等。其次是要就农村适用的法律条规进行培训，如《中国共产党章程》、《中国共产党农村基层组织工作条例》、《村民委员会组织法》、《村民委员会选举法》、《计划生育工作条例》等。第三是要就党和国家在农村的方针政策进行培训。形式上，可采取集中培训、分散学习、个人自学、专题讲座、外出参观考察等方式进行。时间上，每年应组织两次规模以上的集中培训，每次培训可安排4-6天。3、要努力增强村民素质，提高村民自治水平。没有农民整体素质的提高，就没有真正的村民自治，社会主义新农村建设就会成为无源之水、无本之木。上级党委政府要通过送科技文化下乡，利用传统节日，组织一些有益的、有民族特色和地方特色的群众性活动，树立村民的团队意识，激发他们的集体荣誉感。降陋习、树新风，发扬传统美德，倡导健康向上的生活情趣。还可以自然村寨为单位，利用农闲时节，召开群众会，充分利用远教平台，组织村民学习，提高村民的法制意识和科技水平。4、壮大村级集体经济积累，提高村干部报酬。随着国家对农业农村工作投入的加大，村干部的工作量也越来越大。虽经多次调整，可村干部的报酬仍然很低，村干部本来就是一份拿钱不多、管事不少的活，巨大的付出与微薄的收入之间的反差，难以真正调动村干部的积极性，激发创造性。因此，除了逐步加大财政投入外，上级党委政府要帮助村级组织分析资源，把握市场，逐步发展一些村办企业或其他经济实体，让村集体有相对固定的收入，以此来发展壮大村集体经济，提高村干部报酬。在此基础上，还可以探索村干部的养老保障体制，让那些工作到一定年限、成绩突出、贡献较大的村干部离岗后可以按年领取养老保障金，以此来激发在任村干部的工作热情。村级集体经济发展壮大了，村干部的待遇就会得到提高，待遇提高了，村干部的积极性也就高了，责任心也就强了。同时，随着村级集体经济的发展壮大，想当村干部的人也会越来越多，选人用人的视野也随之扩大，农村基层组织也就有了人才保障，良性循环，相得益彰。comprehensive coordination ability, writing ability, supervision ability, logistics ability, innovation ability, continuously consolidate and maintain the education on Party members'advancement activities and enhance awareness of the Communist Youth League education achievements, and vigorously promote the construction of civilization advanced units, units and staff home building activities, balanced, focused, pragmatic, innovation, high standard, high quality, high level, high efficiency to complete various tasks throughout the year.First, pay close attention to research information, efforts to improve decision-making servicesIn accordance with the "information reflect the information, promote the work of information leading work" requirements, adhere to grasp the team construction, mechanism construction and quantitative assessment, give full play to the assistant role of leadership, actively promote the innovation of research information development, and vigorously promote the research work of information to mention upgrading, efforts to improve the ability and level of decision-making.(a) adhere to the decision in the first place.
