　 党政一把手负总责是实现党风廉政建设责任制的关键

　

　 南京三建(集团)有限公司是国家一级建筑施工企业。自*年以来，公司连续14年荣获南京市、江苏省“文明单位”称号；1995年以来，公司党委4次荣获南京市“先进基层党组织”、“坚强战斗堡垒”称号，2次荣获江苏省“先进基层党组织”称号。在激烈的市场竞争和复杂多变的社会环境条件下，公司两个文明建设不断发展，职工队伍比较稳定，中层以上干部没有因发生违法乱纪被查处的。其中主要原因之一，党政一把手坚持“两手抓”，在全方位思考企业发展的着力点，谋划全局，抓好全面的同时，敢于对党风廉政建设责任制“负总责”，加大党风廉政建设工作的力度，为企业生产的发展提供了重要保证。

　 一、确立第一责任意识，抓好面上工作

　 党风廉政建设责任制中明确指出“正职对党风廉政负总责”。党政一把手对党风廉政建设“负总责”，是党风廉政建设的第一责任人，这是由于一把手的领导责任以及所处的核心地位、主导作用所决定的。许多事实已经说明：一个单位正职如果缺乏或淡化第一责任意识，不能承担起“负总责”的责任，那么，这个单位的党风廉政建设必然是苍白无力的。近几年来，(集团)公司党政一把手以党风廉政建设工作为己任，坚持“两个文明”一起抓，把党风廉政建设纳入公司总体工作目标，与经济工作同部署、同检查、同考核，使党风廉政建设与经济建设同步发展，整体推进。行政一把手根据工作任务需要，经常对纪检监察工作提出新的要求，安排新任务。今年公司下属一单位的两名会计涉嫌共同贪污。行政一把手得知后，立即召集有关部门负责人开会，亲自布置调查工作，研究给予行政处理的意见。去年四季度新上任的党委书记在公司组织的“三讲”动员报告会上，认真分析了干部队伍状况，指出了目前存在的十个方面的问题，并严肃地提出在干部中“反腐化堕落、反挥霍浪费、反脱离群众”的三反工作要求。与此同时，他还通过政工会、三干会、书记联席会，参加两级领导班子民主生活会等渠道，不失时机地抓教育、抓整改，从而对遏制腐败现象的滋生蔓延，推进党风廉政建设责任制的落实，促进领导干部廉洁自律的深入起到了积极作用。

　 二、建立第一规范要求，管好领导班子

　 在明确领导班子正职第一责任的同时，还必须建立一套与形势要求相适应，与企业党风廉政建设相配套的管好两级领导班子的第一规范要求。这几年，在公司党政一把手的主导下，制定了“关于领导干部廉洁自律的有关规定”、“关于干部任职回避制”、“关于上缴收受好处费的有关规定”、“关于领导干部重大事项报告制度”等一系列制度措施。近年来，结合领导干部廉洁自律状况以及党风廉政建设责任制要求，在坚持以往制度的基础上，又推行了“公司领导班子议事规则”、“关于领导干部述廉评议的实施意见”、“关于项目部廉洁经营的规定”以及建立中层以上干部廉政档案等。这些配套措施无疑对把好关口，堵住缺口，减少漏洞，规范行为，促进党风廉政建设不断深入，发挥着重要作用。

　 在推进责任制落实的过程中，还逐步建立并形成了党政一把手直接负责的工作责任，做到了“三个履行”、“五个坚持”。“三个履行”：一是根据不断变化发展的新形势、新情况，提出新的工作要求，细化责任，履行不断完善责任制的责任；二是对现已推行的党风廉政建设及其领导干部廉洁自律的各项规定的落实状况，进行定期或不定期的检查，履行落实责任制的检查督促的责任；三是履行对新提拔干部廉洁谈话以及对群众反映意见较大、又不够立案标准的干部实行诫勉谈话教育的责任。“五个坚持”：一是坚持将党风廉政工作纳入年度总体工作目标，做到年度有目标、月度有安排，不空档；压滤机滤布二是根据信访工作需要，坚持对被举报的分公司领导干部亲自谈话，了解情况，不袒护；三是坚持两级领导班子成员定期向职代会公开述廉，接受职工代表评议，不走过场；四是坚持一把手离任审计制度，不马虎了事。近年来，公司先后对10多个分公司的离任领导进行审计，审计内容从单纯财务审计逐步延伸到财经法规和经济效益；五是坚持责任追究，不放过。针对责任范围所发生的违纪问题，对责任人进行批评教育，分析原因，责成其公开检查。通过责任追究，增加了责任人做好工作的压力。

　 三、树立第一形象标准，发挥表率作用

　 人们常说：喊破嗓子，不如作出样子。领导形象是一面旗帜，是无声的动员令。尤其是在当前反腐败斗争任务十分艰巨，企业面临重重困难的情况下，要想管好班子，带好队伍，稳定大局，党政一把手首先要严于律己，在勤政廉政上作出表率，树立良好的第一形象。只有这样，才有说服力，才能形成向心力，凝聚广大职工，搞好反腐倡廉工作，促进企业发展。

　 近年来，党政一把手在落实党风廉政建设责任制的过程中，比较注意“四个方面带头”：一是带头述廉，提高述廉质量。按照领导干部述廉实施意见，党政一把手对照有关规定，认真反省，写出书面材料，向职代会作述廉报告，并接受职代会代表们的评议，滤布听取意见反馈。二是带头艰苦奋斗，过紧日子。公司党政一把手都清醒的认识到：企业面临困难，只有过紧日子，厉行节俭，反对挥霍浪费，提高综合管理水平，才能摆脱困境，继而走向发展。现在，内部确因工作需要用餐的，一律盒饭或食堂里就餐，吃喝风明显好转，非生产性开支较之于过去有明显下降。三是带头公开企务。在今年公司推行的“企务公开”中，对公司领导干部公款配备的手机、住宅电话、交通费用等配置和使用范围、定额标准及时作了调整并公开，不搞暗箱操作，提高了透明度。四是带头“三讲”，自查自纠。公司党政一把手在听取群众意见和评议后，主动自我剖析，并通过领导班子民主生活会，开展批评与自我批评。由于公司党政一把手的表率作用和对干部的严格管理，从而使公司绝大多数干部都比较注意自己的行为规范，公司党政一把手在职工群众中的形象较好。在年度受党委表彰的“十佳勤政廉政好干部一把手。有20％是公司和分公司党政一把手。
