　 以一流党建引领和谐社区建设

　 上海浦东新区潍坊街道已经走过20年的历程。这20年，是浦东开发开放从酝酿到启动再到基本建成的历史见证；这20年，是从乡村到城乡结合部再到城市化的历史见证。更重要的是，这20年证明了加强党的基层建设是一切工作的核心，是社区走向和谐的关键所在。

　

　 基层党组织要不断凝聚群众

　

　 1、凝聚群众。牢记党的宗旨，把群众的利益作为工作的起点,把群众的呼声当成工作的信号,把群众的愿望视为工作的目标，为社区群众办好事，为基层办实事，为驻区单位办高兴的事，不断凝聚群众，这是街道办事处在新的形势下开拓创新的重要原则。20年来，街道开展的实事工程一轮接一轮，建设项目一个接一个，卫生中心、竹园休闲苑、阳光驿站、社区事务受理中心、社区文化服务中心等相继改建或新建，街道小区和街面技防工程、社区“四大节”每季度活动制度、再就业工程、多网协同多队联动长效常态管理机制等全面建立。

　

　 2、压滤机滤布凝聚党员。由于地理位置特殊，潍坊社区商务楼宇比较多，总共有49幢。为克服“开关”支部现象，党工委创新党建模式，将支部建在楼上，建立“铁打”的营盘。根据新的发展态势，社区（街道）党工委从有利于党组织活动和党员服务教育管理的角度出发，进一步拓展将总支建在片上，即把社区“两新组织”党建统一归口社会综合党委管理，在潍坊的东中西三个片上建立三个党总支，在阳光驿站建立一个流动党组织，搭建良好的“两新组织”党建组织体系（简称“131”模式）；同时，公开招聘党群工作者，在35幢商务楼中设立党员服务点，健全“两新组织”党建工作机制（简称“135”机制）。

　

　 3、凝聚社会。积极塑造共同的家园意识，营造共驻共建的和谐氛围，推动社区共治、居民自治和社会力量协治，引领群众，凝聚社会，是协调各种社会力量的重要方式。街道构建社区共治结构，建立社区委员会，发挥社区内机关代表、市（区）党代表、市（区）人大代表、政协委员以及市民巡访团、侨联、工青妇等社会团体参政议政的作用，让社区各类代表者，都对社区工作有议事权、协商权、评议权和监督权。街道还完善了“四会一章一约”制度，深化居民区民主选举、民主决策、民主管理和民主监督实践，规范提高居民区自治管理水平；建立民间组织服务中心，帮助规范民间组织运作。

　

　 进一步凸显党员的先进性

　

　 1、“一个党员一杆标”。把人民群众的利益维护好、实现好、发展好，是党的各级基层干部和党员一切工作的出发点和落脚点。为30年党龄的老党员颁发荣誉证书，为80岁的老党员过生日，成立党员小红旗护卫队……竹园居民区党总支以各种形式关心党员、服务群众、凝聚社会。而竹园居民区党总支党员也总是以自己的实际行动，体现着全心全意为人民服务的根本宗旨，赢得了群众的信任。

　

　 2、“一个党员一面旗”。共产党员的先进性不是一句空话。在XX年抗击“非典”斗争第一线，楼组中涌现出一大批优秀共产党员。潍坊十村（1）小区79岁的党员楼组长胡文娟，主动“请战”，要求当一名宣传志愿者。党员志愿者金龙珠冒着感染病毒的危险为医学观察人员买菜、送饭、购置生活用品，让他们在“非典”非常时期感受到特殊的温暖。

　

　 3、“一个党员一盏灯”。20年来，社区内始终活跃着一支数千人的党员志愿者示范群体。他们坚守着“一个党员一盏灯，党就在你身边”的信念，奉献在社区、参与在楼组、服务在邻里、表现在各方。在街道每年开展的“百、千、万”帮困送温暖活动中，都是社区党员带头，群众踊跃参加。
