secretary可以用作名词
secretary的基本意思是“秘书”,也可作“书记”“部长,大臣”解,是可数名词。当secretary表示唯一职务时,其前不加定冠词。
secretary作“部长,大臣”解时,首字母大写。

学过英语的人都认识 secretary 这个词‘文书，秘书，书记’。这个词由‘secret秘密’派生出来，在中世纪时，这种人专门为贵族处理一些秘密事务。到16 世纪末，这词才获得‘部长’的词意，相等于minister，如：homesecretary内务部长。Foreign secretary 外交部长/ secretary of treasury 财政/部长 secretary ofdefense 国防部长，secretary of state 国务卿。
