　 一、加强领导，组建机构

　 为做好我局机关规范化建设，我局成立了以局长任组长，副局长、纪检组长任副组长为成员的县司法局机关规范化建设领导小组，具体负责局机关规范化建设日常工作。

　 二、明确重心，扎实推进

　 围绕“决策民主化、管理科学化、服务优质化、学习常态化、环境优美化”等五个方面要求，我局认真部署，扎实推进我局机关规范化建设。

　 1、建立了民主科学的公共决策机制

　 （１）重大事项民主决策。为做好决策民主化、科学化，我局制定了《县司法局领导班子重大事项议事规则》、《县司法局贯彻落实“三重一大”制度实施细则》，建立了县司法局科学民主决策的制度体系。明确了领导班子做出重大决策前，必须先深入基层，开展实际调查研究，召开党务政务听证，广泛听取群众、基层服务对象的意见。领导班子集体作出决定后，班子成员要坚决执行，不得随意变更。

　 （２）政务公开形式多样。经集体议事决策的重大事项结果或决定，除特殊事项外，我局都通过司法行政网络信息平台、干部大会、集中学习等各种形式予以公开，增强决策的透明度。对司法行政业务工作，我局坚持每月一期《司法行政信息》，分别向四套班子领导、县直有关位主要负责人、各乡镇司法所通报全县司法行政主要工作开展情况。

　 2、开展了科学化管理

　 （１）确定年度工作目标。在每年年初，根据县委、县政府的总体部署，结合上级业务主管部门下达的工作任务和本单位的工作职责，确定本单位年度工作目标，将工作目标落实到具体人员，在年初全局干部会议上通报，并下发目标管理考评办法，要求各处、所、中心围绕工作目标，努力工作，落实责任，确保全面完成工作任务。

　 （2）建立机关财务管理制度。本着从紧、节约的原则，我局制定了《司法局机关财务管理制度》，严格规范财务收支管理，加强对机关财务收支情况的监督，每季度通报一次财务开支状况。

　 （3）开展机关效能建设。建立了《机关考勤制度》，加强对干部上下班管理，杜绝迟到早退、脱岗离岗串岗现象；加强了工作作风建设，严禁干部上班时间在办公场所聊天、打瞌睡、玩游戏、打扑克、下棋、炒股票等，每发现一起，除按照县委机关效能规定处罚外，局机关还将对违规人员采取200-600元的经济处罚。通过采取严厉措施，大大改善了我局的机关工作氛围，全年我局未发生一起机关效能违规事件。

　 （4）加强厉行节约。局领导从自身做起，带头强化节约用电、用水、用纸意识，加强人走灯熄，纸张正反面用，节约无小事等宣传。强化对车辆、会议、接待、办公设备及用品等方面的管理。制定了《县司法局机关招待费管理办法》、《县司法局小车管理制度》等，办公用品做到专人管理，减少各项不必要的开支，杜绝各种铺张浪费现象。

　 （5）积极推进无纸化办公。一是建立司法行政系统网络。我局自己出资组建内部网络平台，向上级报送业务报表、数据、文件都使用网络平台，节约了纸张，提升了办事速度。二是充分利用邮箱、网络通讯工具发布工作信息，即节约了人员上下跑动的成本，又提高了工作效率。

　 3、建立长效的司法行政服务体系

　 （1）加强作风建设。切实增强大局观念，坚持顾全大局、服务大局，坚决贯彻执行县委、县政府的各项决策部署，做到政令畅通、令行禁止，切实解决不作为、慢作为、乱作为和“中梗阻”等问题，提升机关效能。

　 （２）增强服务理念。积极引导机关干部转变观念，树立和增强以人为本的服务理念，真正为群众办实事、办好事、解难事，坚决纠正门难进、脸难看、话难听、事难办等问题。

　 （3）明确工作职责。我局按照各股室工作职能，明确了干部工作职责，认真落实了首问负责制、一次性告知制、限时办结制、服务承诺制度和责任追究制度，防止工作中互相推诿、扯皮和不作为现象。

　 （4）优化服务形象。要求机关干部必须挂牌上岗，统一设置了人员去向牌、桌位卡、胸牌、公开姓名、职务、职责和联系电话。对前来办事的人员要笑脸相迎，礼貌待人，细心解答。在综合股设立了“群众意见征求箱”，广开言路，积极听取各方建议和意见。

　 ４、加强学习，提高整体素质
