党建带团建实施方案（2000）
?二OOO年我局团工委被团区委列为党建带团建工作团建创新试点单位。为深入贯彻团中央、省、市、区委党建带团建的有关精神和要求，切实保证局团工委团建创新试点工作深入开展并取得成效，局团工委紧紧围绕全局中心工作，解放思想、实事求是、突出重点、大胆探索，加大工作力度，特制定本党建带团建工作实施方案。
? 一、指导思想
?坚持以邓小平理论和党的十五大、十五届四中全会精神为指导，在团区委和局工委的正确领导下，围绕党建抓团建，坚持党建带团建，以基层为重点，以创新为动力，创建为抓手，以提高为目的，完善内部机制，优化外部环境，全面加强团的思想建设、组织建设、干部建设、队伍建设和作风建设，积极构建广泛联系全局团员青年的新型纽带，努力把我局团工委建设成为群众基础巩固、组织设置合理、运行机制灵活，具有较强的吸引力、凝聚力和战斗力，能够团结带领全局团员青年为发展房产经济建功立业的群团组织。
?二、目标任务
?1、围绕党建，切实加强团的思想建设。思想建设是党的建设的首要任务，也是团的建设的首要任务。在大力加强党的思想建设的同时，局团工委、局属各团支部要在局工委、各党支部的带动下，在房管部门转轨转制和全面发展房产经济的过程中，切实加强团的思想建设：一精心组织，加强学习，努力用邓小平理论构筑局团员青年强大精神支柱；二全面开展宗旨、政策和法制教育，帮助团员青年树立远大理想和坚定信念；三注重与发展房产经济实际相结合，在经济建设过程中，及时发现问题解决问题，把团员青年的热情、智慧和力量凝聚到实现党的跨世纪宏伟目标和局工委工作重心上来。
?2、围绕党建，全面推进团的组织建设。团组织建设是党组织建设的重要部分，党建带团建，就要求局系统各级团组织要在局工委和各支部的带领下，把团的基层组织建设好。紧紧围绕局创建党建工作先进工委和争创优秀党支部活动，团工委要不断吸取党建工作经验，改进组织工作方法、活动方式，坚持和完善团员责任区、团员目标管理、支部书记例会、领导干部联系点、团建工作目标任务管理，团建工作定期检查、考核和通报等组织制度。不断提高工作水平，力争团建工作创特色、上台阶。
?3、围绕党建，认真抓好团的干部建设。团的干部队伍是党的干部队伍的重要组成部分，局团工委在局工委的带领和帮助下，切实加强团的干部队伍建设，为党的干部队伍建设提供保证。一是要严格团干部的选配标准，要把思想好、素质高、能力强、作风正的年轻干部选拔到局团系统各级领导岗位上来；二是要不断加大团干部培养力度，配合局工委把团干部的培训纳入党的干部培训计划，加强团干部队伍建设，保证团工作的稳定性和连续性。
?4、围绕党建，大力促进团的队伍建设。我局团员队伍是党员队伍的重要后备力量。团工委要在局工委的带领和指导下，加强对现有团员的教育、管理工作，加大团员发展力度，有计划的发展团员，建立一支能够发挥先锋模范作用的团员队伍，继续做好推荐优秀团员作为党的发展对象和推荐优秀青年作为生产和业务工作骨干工作，使局工委发展党员工作和局团工委推优工作有机结合。
?5、围绕党建，积极带动团的作风建设。局团工委要以在党组织中“讲学习、讲政治、讲正气”党性党风教育为契机，切实抓好团工委及团员一班人作风建设，大力倡导五种作风：一是开拓创新。增强创新意识和创新能力，以改革的精神和发展的观点，深化团工委各项重点工作，开拓新的工作领域；二是求真务实。坚持党的实事求是的思想路线，发挥党的理论联系实际的优良作风；三是勤奋学习。向理论与实践学习，努力掌握新知识、新方法，跟上时代步伐；四是艰苦奋斗。增强党性修养，正确对待名利，自觉抵制腐朽思想侵蚀；五是忠厚老实。讲真话、讲实话、讲纪律，力戒浮夸，形成良好的品质品格。
?三、活动安排
?1、1月份 制定全年工作计划、任务、布置；
?2、2月份 迎新春优质周活动；
?3、3月份 “学雷锋，树新风”服务活动和植树活动；
?4、4月份 抗战胜利五十五周年纪念活动；
?5、5月份 “我为团旗增光彩”青年志愿者咨询服务；
?6、6月份 开展以“树立新观念、学习新技能、迎接新世纪”为主题的房产奉献杯劳动竞赛；
?7、7月份 参观南京市雨花台烈士陵园；举办一次团干部培训班；
?8、8月份 拥军优属，为烈军属住户开展共建对子的专项服务周活动；
?9、9月份 尊师重教，开展“读书与思考”活动；
?10、10月份 “爱心手拉手”与特困家庭子女共渡国庆等活动；
?11、11月份 “讲文明、破迷信、除陋习、树新风”系列教育活动；
?12、12月份 做好“青年文明号”和“青年岗位能手”评选工作；青年、团员便民服务月活动；党建带团建工作经验交流会。
?四、几点要求
?1、要加强领导。团工委在党建带团建活动中要自觉接受局工委的领导，协助局工委将团建工作纳入党建总体规划和目标管理考核中，实行局党工委抓团工委建设的工作责任制，在局工委开展的创建活动中，要把团建工作作为一项重要内容纳入议事日程，做到一级抓一级，层层抓落实。
?2、要精心组织。局团工委及各支部要以争创“五四红旗团工委”和“六有团支部”为动力，联系青年，服务青年，增强抓好团建工作的意识和责任感，精心抓好党建带团建的各项目标任务的落实。健全党建带团建工作目标责任制，局团工委书记和各团支部书记是局、处（公司）两级团建工作的第一责任人，做到目标细化、逐级分解、落实到人。从而充分发挥局团工委在局系统两个文明建设中的作用。
?3、要严格考核。要将工作纳入党建工作目标管理考核体系。配合年底的局党工委党建工作目标完成情况检查考核，局工委、局纪工委、局团工委将共同参与，主要从党建带团建的工作思路、工作措施、工作效果等三个方面按考核细则逐项检查打分，确保团建工作各项目标任务完成。
