　 立足 “三个服务” 实现跨越发展 涡阳县交通局工作汇报

　 XX年6月25日

　 各位领导、同志们：

　 首先让我代表涡阳交通局广大干部职工热烈欢迎省厅和市局的各位领导在百忙之中来我局调研工作。现把我县交通工作作简要汇报，不足之处，敬请批评指正。

　 今年以来我局依照省交通厅、市交通局的总体部署，以改进“两风”为抓手，以增进“两情”为主题，全力推进“三个服务”，努力实现跨越发展。

　 一、创新工作方式，抓好“四个结合”，促进农村公路建设快速发展。

　 （一）抓结合，促发展。为克服“村村通”工程建设配套资金不足，全面完成第一批GPS定位任务，避免重复规划，合理利用一切促进公路建设的有利条件，我局结合涡阳实际，勇于进取，大胆创新，做到“四个结合”：一是与农业发展项目相结合。如齐王路、程小集村路和聂小庙村路都已完工；二是与老区项目相结合。充分利用我县是革命老区的历史优势，积极协同有关部门把老区转移支付资金尽可能多得用到村路的修建上来，今年我们争取到8条老区转移支付资金支持的村路项目，如宝仲路、寺后路、耿周路、黄店路、太王路、龙山北三里、徐石路、王集路等，其中前4条，共公里已完工，其余正在建设之中；三是与小城镇建设相结合。如西阳、高公、高炉等乡镇，群众捐资修路积极性较高，我们给予了优先支持。四是与进矿公路相结合，如袁店二矿公里和刘店矿公里都已全部完工。

　 （二）抓措施,促落实。我局在积极向省厅、市局汇报工作的同时，定期向县委、县政府汇报交通工作开展情况，以争取他们最大限度的理解与支持。通过不断努力，涡阳交通工作，特别是“村村通”工程建设获得了县委、县政府的高度重视，并将农村公路建设列为今年县政府为民18项重点工作之一，提上县委、县政府的工作日程。县政府分别以政府名义和政办名义出台了《涡阳县人民政府关于进一步加快农村公路建设的实施意见》和《涡阳县人民政府办公室关于加强农村公路养护管理的通知》。县委、县政府对农村公路建设实行每月一调度，每月一检查，定期通过各乡镇工程进展情况，奖优罚劣，有效促进了农村公路建设工程的快速推进。

　 （三）抓廉政，保质量。在农村公路工程建设中，由县财政局招投标中心组织，对每条路都严格执行招投标制，确定施工单位后，在签定施工合同时，签定廉政合同。在施工过程中，实行“1112”的质量监督机制，即每个乡镇有一个社会专业监理组、每条路有一名乡镇专职监督员、有一名村干部、两名群众代表挂牌上路监督检查，确保每条路质量达到合格工程标准。同时，为方便群众代表监督，我局还印制了《“村村通”改建工程建设明白卡》1000份分发到全县各乡镇领导和各行政村群众代表监督员手中，将“村村通”建设工程的各项用料的配比进行了细化，对改建柏油路、水泥路从每平方、每公里所需石子、石灰、沥青、沙子、水泥、土方的用量等基础数据进行了量化说明。通过《明白纸》的印发，让每位群众代表监督员做到“心中有数，监管有据，执行有度”，方便了现场监督。

　 四、抓宣传，争支持。县农村公路建设领导小组主办了“涡阳路情”专刊和在县电视台开辟“农村公路建设”专栏，各乡镇村悬挂宣传横幅及乡村广播等多种形式的有效宣传发动，极大调动了全县广大干部群众参与农村公路建设的积极性，踊跃投身入农村公路建设之中，全县26个有建设任务的乡镇都已积极行动起来，分别在建和完成了数十公里“村村通”建设任务，全县通等级公路建制村数量达到43%。开展“村村通”建设两年来，群众捐助配套资金已入户近2000万元，充分体现了广大人民群众支持农村公路建设的积极性。

　 五、抓资金，保进度。为确保国家和省厅在农村公路建设资金的投入及人民群众捐资全部用于道路建设，我县设立了农村公路建设资金专户，统一管理，计量支付。其管理程序是：已批准列入计划的项目，由乡镇为业主，统一足额筹集配套所需资金上缴至专门帐户——通过县招投标中心公开招投标，选定施工企业施工——施工单位根据合同要求，按完成工程量上报中期计量申报单（按工程量的60%）——人民监督员、社会专业监理人员、业主负责人共同审核签字——报交通局质量检验监督技术人员、分管局长签字——县农村公路领导小组负责人或委托交通主管局长签字——财务人员支付。工程完工后，具备交工条件，按以上程序由施工企业申报，再支付工程款的30%，下余10%，待质保期满一年后，竣工验收合格支付。从而有效地消除了企业、干部群众对资金管理运行的担忧，也杜绝了拖欠农民工工资的现象，强力推进和确保了农村公路建设的进度。

　 通过以上措施的有效落实，从而保证了我县农公路建设的开展。XX年完成农村公路建设任务公里，其中水路面79公里。今年计划建设任务300公里，目前在建工程公里（含曹淝路公里），新开标工程公里（水泥路公里）。截止目前已完成路基公里，路面公里（水泥路公里），累计完成投资2496万元。公路分局完成曹淝路路基公里，路面公里，完成投资217万元。

　 在桥梁建设方面：义门大桥完成全部梁板预制、吊装，近期将铺筑桥面。青羊桥（曹淝路）：完成桥梁梁板吊装。其它县乡道路桥梁改造工程也同步进行。

　 二、依法行政，严格管理，不断促进交通运政走向规范化轨道。

　 滤布一是严格按照法律、法规程序依法行政，做到文明执法，依法处事，违法必究，树立全心全意为人民服务的观念，掌握好用好人民交给自己的权力，在执法过程中做到严格遵守“安徽交通行政执法十项禁令”和“十项规范用语”和规定，着装整齐，证件齐全，挂牌上岗，亮证执法，文明执法。二是强化了执法取证手段，完善了配套执法责任制度，健全了相关组织机构，制定了运政执法方案，加大异地车经营打击力度，规范了全县客运市场秩序。三是依照行政许可要求，特别是新颁发的交通部令的相关规定，在严把市场准入关的基础上尽可能地给运输业户以最大方便。截止目前，全县共换发新版道路运输证6129件，复核客运班线96条，车辆470辆。四是积极抓好“两站”建设，成立了农村客运站建设和标准化交管站建设领导小组，组织人员到谯城和凤台考察，下步将按照“站站合一”的思路，探索实施多位一体的运作模式。五是狠抓维修市场整顿和驾培市场管理。积极鼓励和扶持一批骨干维修企业，按照“发展、提高、控制、淘汰”的办法，督促全县6家二级维修企业全部安装使用《安徽省汽车维修行业计算机管理信息系统》，推荐维修总质检员参加业务培训。另外，以满足群众实际需要为出发点，积极监督驾校的运作，认真治理非法驾培代办点，取得了一定社会效益。五是在交通规费征收工作中，提倡人性化服务，如跟踪征票、上门送票、代办手续、代审证件等，与业主保持互动，截止至5月底，共完成四项交通规费842万元，比去年同期增长7%。

　 三、实施全民创业战略，壮大交通产业，促进交通经济又好又快发展。

　 我局所属企业目前计13个，其中条条企业1个（阜汽集团涡阳分公司）、老企业4个（运输公司、联运公司、航运公司、天静宾馆），新型企业8个（检测站、维修中心、振通客运公司、亳客集团涡阳公司、配载客运站、天静客运站、通华旅行社和客运西站）。多年来，我局积极响应上级全民创业的号召，全力发展交通经济，借鉴周边县区交通企业发展模式，拓宽经营渠道，按照“建设、改革、盘活、提高、管理、创业”的原则，推行一企一策，老企业保稳增效，新型企业全面发展，全系统06年度企业无一亏损，营业收入、入库税金等全面增长。07年上半年各项指标的完成同比去年均有不同程度的提高。

　 四、端正行业风气，推进“三个服务”，实现精神文明建设不断发展。

　 1、着力做好“三个服务”，强力推进效能建设。按照省厅、市局推进效能建设会议精神，我局结合实际，制定印发了《涡阳县交通行业推进效能建设，促进“三个服务”实施方案》，以改进“两风”，增进“两情”为突破口，详细制定了“三个服务”的50项措施。调整充实了涡阳县交通系统效能建设工作领导小组，形成了党组统一领导、党政齐抓共管、领导小组指导协调、成员各负其责、全体职工广泛参与的领导体制和工作机制。目前，该项工作正在有条不稳地进行，可望在年底取得阶段性成效。

　 2、着力抓好“双月评”和“季环评”工作。通过加大宣传和教育力度，提高队伍素质，严正执法行为，取得了较好的社会效果，在去年县纪委、效能办开展的“月环评”工作中，我局被评为先进单位；在市纠风部门组织的我县七部门行风评议中，我局被评为第一名。今年的第一次“季环评”，我局又被评为行政执法部门第三名。

　 3、着力抓好树立和落实科学发展观大讨论活动。广泛征求广大党员干部对交通工作的意见和建议，共征集求意见和建议100余条，经梳理汇总形成合理化意见建议5项19条。举办了“交通局落实科学发展观演讲比赛”，比赛分为预赛和决赛两个阶段，从局属20个单位参赛的20余名选手中选出13人参加了决赛。通过演讲比赛，各参赛选手结合本交通工作实际，压滤机滤布就如何落实科学发展理念进行了充分而精辟的分析，纷纷表示在以后的工作中，将以科学发展观为指导，积极投身到交通事业的全面发展上来。

　 4、着力抓好便民通行工作，杜绝“三乱”发生。为确保蔬菜运输“绿色通道”和小麦收购“绿色通道”畅通无阻。路查中，运管、稽查、路政部门严格执行运政执法人员行为规范中的有关规定，加强源头管理，最大限度地减少上路查车次数和时间；路政管理部门严格执行在公路上巡逻检查的规定，处理超限运输和损坏路产路权问题时，无以罚代卸、以罚代管问题发生；运管、稽征、路政管理、收费站等采取有效措施，认真落实“绿色通道”的各项规定，为广大营运业主提供优质服务。

　 虽然我局的工作取得了一定的成绩，但我们也深知还存在许多不足，突出表现在农村公路建设中的一些自身难以解决的问题：（一）GPS测量数与实施的衔接问题（断头路）；（二）主要县乡道路与“村村通”的贯通问题，因个别县道无改建计划，路况较差，影响了该路段范围内的“村村通”工程建设；（三）“村村通”桥涵建设资金缺口问题，我县乡村道路桥梁主要是50年代以来兴建的水利桥梁，设计标准低，毁坏严重，需重新改建的数量和投入较大等问题。我们建议：（一）省厅可否在下达年度建设计划任务时，给出一定比例的可调控计划，由我们按实际需要组织实施；（二）重要县乡道路及桥梁每年给予一定改建计划，提高通行能力，方便和推进“村村通”工程建设的实施。

　 在以后的工作中，将继续在省交通厅、市交通局和当地政府的正确领导下，依靠和带领广大干部职工，以科学发展观为指导，不断创新工作方法，提高为民办事的能力和水平，全力做好以下几个方面的工作。

　 一、继续加大“村村通”工程建设力度。抓住全县上下掀起“村村通”工程建设的高潮的有利时机，对已完成招投标的项目，确定施工组织以后，抓紧施工，争取完成或超额完成全年300公里的建设任务。

　 二、想方设法整顿客运市场秩序。一是继续加强执法人员素质教育，严格遵守“安徽交通行政执法十项禁令”，杜绝出现公路“三乱”；二是重新组合现有执法力量，增加行政执法和处罚力度。三是争取省厅、市局支持，在不断提高执法手段和人员素质的同时，认真研究异地车经营的规律和特点，有针对性地协同外省运政管理部门，共同加大异地经营车辆的整治工作。

　 三、加快“站站合一”建设进程。积极争取支持，先选择1至2个实验点，将交管站标准化建设和客运站建设共同规划，一起建设，打造出一批具有多功能、高规格、现代化的交通服务平台。

　 四、推进“三个服务”，实现交通又好又快发展。坚持以科学发展观为统领，认真贯彻党的十六届六中全会精神，加强制度建设，健全长效机制，创建和谐交通。进一步转变工作职能，规范执法行为，以改进“两风”，提升交通整体形象；以增进“两情”，提高共谋发展的自觉性，认真落实推进“三个服务”的各项工作任务，形成公正执法、文明服务、敬业奉献、廉洁高效、开拓创新、团结和谐的交通工作新风尚，强力推进机关效能建设，努力实现我县交通工作跨越式发展。
