高层次人才队伍建设调研

　 高层次人才队伍建设调研 从突出人才选拔工作看高层次人才队伍建设省有突出贡献专家和首席技师推荐选拔工作是我省实施人才强省战略，大力加强高技能人才队伍建设的重要举措。今年，省上分配我县省有突出贡献专家和首席技师各5个名额，最终我县仅2人通过省有突出贡献专家评审，首席技师全部落选。从推选结果来看，我县高层次人才队伍建设亟待加强。

　一、人才队伍不断壮大，但高层次拔尖人才匮乏

　近年来，我县高度重视人才工作，加大投入，完善人才选拔、培训机制，为推动全县提速转型发展发挥了重要作用。截止目前，全县人才资源总量达37496人，技师以上1850余人，但高层次拔尖人才却相对不足，享受国家特殊津贴专家12人，省有突出贡献专家14人，县管拔尖人才被纳入省农业专家服务团专家13人，此次推选工作更体现出这一问题。

　一是行业发展不均衡。从申报范围来看，农、林、水、果行业8人，教育系统2人，交通、陶瓷、文物旅游等方面各1人，煤炭、水泥、铝业等传统产业方面无一人申报，装备制造、食品加工、医药等新兴产业也缺乏领军人才。

　二是高层次人才较少。我县累计已评选县管拔尖人才共253人次，具备省有突出贡献专家条件的人却太少，省首席技师的申报人数更少，只有2人。

　三是县管拔尖人才实力不强。我县申报省有突出贡献专家的13人中，多数人员获奖层级较低，部分个人奖项排名靠后，还有一些是5年以前的奖项和业绩。申报省首席技师人员业绩不显著，均未通过省委人才办评审。

　二、培育高层次人才积极因素初显，但人才建设任重道远

　这次省有突出贡献专家和首席技师推荐选拔工作中，我县申报总人数达15人，较往年明显增加，通过评审人数也首次达到2人，这在除西安外的其他地县也是少有的。特别是个别单位拔尖人才集中出现，今年通过评审的2名省有突出贡献专家，其中1人来自县公路局，目前，全县累计共有14名省有突出贡献专家，其中有3人出自公路局，2人为在职路桥专家。在看到这些积极因素的同时，我们还应清醒认识到，我县人才工作中还存在许多问题。

　一是人才观念淡薄，对高层次人才重视不够。许多单位和领导对人才尤其是高层次人才的重要性认识很明确，但面对企业发展的现实情况和人才发挥作用的长期性，又出现了“叶公好龙”现象。部分单位安于现状，有的认为暂不需要高层次人才，高层次人才不如一般人员好用、好管理；有的认为最需要的是资金，不是人才；有的说，企业不景气，引进人才也留不住。这些长期存在的认识误区严重阻碍了高层次人才队伍建设。

　二是体制不活，运行机制不够健全。我县人才队伍建设实行县委统一领导下的组织部门牵头抓总、相关部门分工负责的体制，建立健全了领导小组和工作机制。但在具体工作中，个别部门主动性不够，甚至存在被动应付的现象，没有形成工作合力。事业单位用人机制受编制、经费等因素限制，优秀人才引进也比较困难。

　三是人才投入少，工资待遇低。我县人才工作经费投入相对较少，部分单位财力不足或重视不够，相关待遇较低影响了高层次人才队伍建设力度。我县大部分企业规模小、科技含量少，高新技术少，缺少大型支柱企业、高新技术企业和科研院所等强有力的吸引人才载体，也缺少能使人才充分发挥才能的平台和空间。企业拿不出高工资、好待遇给人才，就难以吸引人才、难以留住人才。

　四是教育培训不够，人才培训机制不健全。近年来，除教育、卫生行业的高层次人才继续教育培训比较多外，其他行业的继续教育培训都比较少，不同程度存在“实用主义”的问题。部分单位认为培养人才花费物力、人力、财力，而且不一定留得住，不愿意在人才培养上多投入，存在“多使用、少培训”或“只使用、不培训”的现象。这些严重影响了我县人才干事创业的积极性和创造性，也是造成高层次人才队伍总量不足、素质不高的原因。

　三、外引内联，加快高层次人才队伍建设步伐

　一要加大引进人才力度。可采取特事特办的办法，对引进的人才，在个人职称评审，配偶、子女就业及随迁子女入学等方面要优先考虑。企业等用人单位可实行多元化分配机制以更好地吸引人才。各级政府要加大高层次人才引进力度，对引进的省部级有突出贡献的中青年专家、学术技术带头人、正高级职称的人才和急需紧缺专业人才且具有博士学历或研究生学历的人才给予一定数量的安家费。对一些特别优秀的人才在没有编制的情况下可先安排工作，享受正式人员同等待遇，随后积极创造条件妥善安置。还可以参考招商引资的做法对引进了重点人才做出贡献的中间介绍人予以奖励，鼓励人人参与引才。

　二要加快现有人才培养。坚持以需求为导向，加快对现有专业技术人员的继续教育，整合全县培训资源，广开培训渠道，采取走出去、请进来等形式，着力提升人才素质。积极协调省内外高校，在我县开办培训基地，邀请知名专家教授到来铜开展培训、传授经验。建立xxxx重要高层次人才脱产培训制度，每年安排拔尖人才脱产培训3个月，对重点拔尖人才定期安排外出学习考察等，力争在一个任职期内使全部县管拔尖人才轮训一遍。

　三要大力兴办职业教育。加强职业技术院校与企业的合作，实施“订单式”培训，培养“适销对路”的高技能人才，使职业技术教育成为技术人员的摇篮。xxxx职业技术学院可开设水泥、苹果等相关专业，培养适合xxxx发展的各类专业技术人才。发挥xxxx工业技术学院作用，把我县建成西北煤炭基层人才培训基地。各区县职业技术学校，要依托地方特色资源，培养适用专业人才。

　四要增加人才工作投入。增加人才发展专项资金，用于引进、培养、资助、奖励各类人才。探索建立政府推动，政策引导，走向县场化的运作模式，逐步建立起多渠道的投入机制，使各类人才更好地为经济社会发展贡献力量。
