     2015党建工作总结及2016年工作计划

     2015年,面对持续严峻的煤炭市场形势,在集团公司党委的正确领导下,**公司党委以深入开展“三严三实”专题教育为契机,以推进干部作风转变为抓手,紧扣安全发展、提质增效、和谐稳定等中心工作,强化管党意识、落实管党责任,创新工作载体、发挥党建优势,有力地夯实了党建工作基础,为实现年度任务目标提供了坚强的政治保障。

     第一部分? 2015年党建工作情况

     2015年,**公司党委在加强党的建设方面的工作可概括为三句话:巩固一个基础、强化两个从严、发挥五大优势。

     巩固一个基础。坚持把抓好基层党组织建设作为提升**党建工作水平的基础工作来抓紧、抓好。一是健全组织结构。本着“全面覆盖,发挥作用”的原则成立基层党组织,做到生产经营延伸到哪里,党的组织就建到哪里。2015年以来共成立、撤并、变更基层党组织23个。二是严把党员“入口”。严格遵循“坚持标准、保证质量、改善结构、慎重发展”的方针,注重在一线职工、青年职工和技术业务骨干中发展党员,推动党员结构朝着年轻化、高学历、偏向基层的方向倾斜,2015年以来共发展党员398名。三是提升党员素质。在坚持和完善“三会一课”、民主生活会、党员目标管理、党员思想汇报等制度的基础上,持续树立大培训的理念,有重点地加强党员骨干的集中培训。举办了两期新党员及入党积极分子培训班,培训人员152人;举办了五期十八届五中全会培训班,培训党员干部483人。四是创新党建载体。大力开展服务型党组织建设工作,并从试点入手,精心选取了耿村矿、新安矿两个试点单位,努力打造“六有”服务型党组织。耿村矿党委开展了“举旗帜、亮身份、保安全”活动,制定了活动方案、考核办法、星级管理制度,为矿井的安全稳定发展提供了强有力的思想组织保障。新安矿开展了“戴党徽、亮身份”活动,发放党徽600余枚、党员标志反光条500余条,让每名党员时刻牢记“我是共产党员”,始终牢记党的宗旨,时刻处于监督之下。

     强化两个从严。就是严格按照中央、省委和集团公司党委的要求,在管党上从严、在治党上从严。

     在管党上从严。一是扎实开展“三严三实”专题教育。以开展“三严三实”专题教育为抓手,切实做到与“三查三保”结合起来,以党员干部的作风转变推进企业不断发展。制定了实施方案,明确时间节点和重点工作任务,成立了领导机构和10个巡回检查组,全力推进专题教育深入开展。目前三个专题的集中学习研讨已经全部结束。在学习讨论中,公司领导班子和班子成员共查找“不严不实”问题97项,其中已完成49项,有48项正在整改。通过开展专题教育,党员干部找准了自身存在的“不严不实”问题,明确了整改措施和努力方向,党员干部作风的明显得到转变,有力地推进了企业发展。二是严格落实党建工作责任。以抓好党委书记抓党建述职为切入点,从严落实党建工作责任。召开了基层党委书记抓党建、履行党风廉政建设主体责任述职评议考核会议,选定了耿村煤矿、新安煤矿等8个基层试点单位的党委书记逐一述职,现场进行测评和提问,指出存在的不足、工作方向和努力的目标,明确要求要求各单位制定整改时间、整改方案。同时,2015年还把党建工作细分为五大类、37项重点工作,全部划分到公司领导、相关部室和具体责任人头上,使党建工作细化、量化、具体化。同时,每季度组织一次检查,确保党建工作落到实处,发挥良好作用,成为推进企业发展的强大动力。三是从严规范党内政治生活。严格按照省委健全“4+4+2”党建制度体系的要求,着力构建“民主决策,科学考核,公正分配”体系,定期组织召开民主生活会和组织生活会,严格执行民主集中制。尤其是在涉及企业“三重一大”问题上,坚持做到不经党政班子会、党委常委会讨论不决策。2015年以来,**公司召开党政班子会和党委常委会40余次,集体研究重大事项200多项。如通过对当前市场形势和项目建成后的预期效益,经过集体决策,对阳光煤矿、金鼎煤矿、李沟煤矿选煤厂等3个项目调整为缓(停)建项目,有效减少了亏损源。四是强化党员干部管理。把“从严”二字贯穿党员干部队伍建设过程始终。坚持“民主、公开、竞争、择优”的选人方法,大力推行公开选拔和竞争上岗。2015年在公司范围内对观音堂煤业、煤质管理中心等单位的9名中层管理人员进行公开选聘。积极对干部进行交流轮岗调整,促进干部在区域内良性循环,2015年以来共对89名处级干部进行了调整,分别对组织和人力资源系统23名干部、纪检监察系统36名干部进行了轮岗交流。继续坚持“非生产急需人员原则上不提拔干部,总体定员超编单位原则上不提拔干部”,严控干部增量。2015年共办理处级干部改任调研员12人,科级干部改任协理员103人。

     一是企业党组织作用“弱化”。部分单位将大部分精力投入到安全和经营上,对党建工作投入时间、精力不足,忽视了党建工作的在企业发展中的作用。二是党组织的感召力不强。少数基层党组织党建工作措施不多、方法不当、引领效果不佳,使党组织在职工心目中的地位不够高,影响不够大。三是部分党务工作者素质有待提升。部分基层单位的党组织书记岗位,演变成了安置型、福利型的岗位,经营管理经验丰富,但理论水平和政策水平不高,缺乏党务工作经验。四是部分基层党员队伍建设有待加强。一些基层党组织的党员同志,忘记了自己的党员身份,把自己等同于普通职工群众。有的党员宗旨观念和服务意识弱化,还有的党员不参加组织生活,不接受党组织教育管理,游离在组织之外。

     二、产生问题的原因

     一是思想认识存在偏差。部分单位对于当前从严治党的新常态认识不足,依旧片面地认为党建是务虚工作,存在“重业务、轻党务”的现象,抓党组织建设力度不够大,没有根据企业实际高标准、创新性地开展工作。二是品牌效应没有得到发挥。虽然各基层单位大多都开展了“党员先锋岗、党员亮身份”等活动,但没有很好地建立起自己的品牌,缺乏长效发展机制、没有相应的考核奖惩制度,也使部分单位在发挥党员先锋作用方面流于形式。三是学习提升存在不足。一些单位的基层党组织书记缺乏党务工作经验,对党的基本知识、组织活动程序不熟悉。加之随着煤炭企业近年来的不断深化改革,很多党务工作人员都身兼多职,使很多党建工作者没有精力去进一步提升党建工作的管理水平,造成党务工作不规范,开展党的工作方式方法单一,制约了党建工作的开展。四是没有把好党员关口。一方面是入口关没有把好,个别单位发展党员程序过于简化、操作不规范不严肃;另一方面是出口不够畅通,没有形成有进有出、优者留劣者汰的净化机制,个别单位民主评议党员工作存在走形式、走过场现象,没有按照要求处置不合格党员,造成了党员成为“终身制”。

     第三部分? 2016年党建工作计划

     2016年党建工作思路:深入贯彻落实党的十八大和十八届四中、五中全会精神及习近平总书记系列重要讲话精神,贯穿“党要管党、从严治党”这一主线,牢牢把握“保生存稳运行提质增效”工作总要求,落实“两个责任”,全面推进党的思想、组织、作风、反腐倡廉、制度五项建设,持续提升党建工作科学化水平,为推动公司减亏、止亏乃至扭亏脱困目标的实现提供坚实的政治保障。

     为此,我们将从以下几个方面努力:

     一是抓好形势任务集中宣传教育活动。继续围绕保生存、稳运行、提质增效和安全生产、双基建设等工作,大力开展形势任务宣传教育活动,充分发挥舆论优势,提振精神、鼓舞士气。积极组织开展“严峻形势怎么看?应对危机怎么办?立足岗位怎么干?”大讨论活动,在全体员工中形成一心一意谋发展、齐心协力度难关的共识。尤其是面对当前乃至明年更加严峻的经营状况,下大力气对职工做好思想引导,促使他们转变就业、择业观念,鼓励有能力的职工走出去,重新择职、自谋职业。切实通过形势任务宣传,凝聚起企业战胜困难、创新发展的强大合力。

     二是抓好服务型党组织建设。要在试点单位的基础上,在全公司全面铺开服务型党组织创建活动。切实使各级党组织成为服务改革、服务发展、服务职工、服务党员的战斗堡垒。同时,持续完善服务型党组织建设的工作机制,建立以“党委为主体、党支部为纽带、党员为延伸”的目标责任管理体系,形成纵向延伸、横向拓展的组织网络,努力使服务型党组织成为推进企业发展的强大动力。不断探索通过建立“党员突击队、党员攻关组”等形式,创建党建工作品牌,确保党员在日常工作、关键时刻、急难险重任务中发挥作用,使党员身份亮起来,党员的言行自觉接受监督。
