　根据市纪委关于我局党风廉政建设责任制评议报告的整改要求，我局就如何整改进行了认真研究，并逐一对照抓整改落实。经过一年的努力，各项措施得到了加强，取得了一定成效，现将有关整改落实情况汇报如下：

　一、勤用“凸镜”，重视作风建设

　1、勤于思辩，注重思想建设。一是通过会议与干部职工进行交流。元月8日在目标管理考核会上，提出以“新姿态、新作风、新举措”迎接2009年工作新挑战。3月3日在机关作风建设会议上，提出抓纪律作风建设要做到“四个必须”，即必须做到领导带头、必须做到人人自觉、必须做到执行到位、必须做到坚持不懈。3月9日，在违纪事件通报会上，语重心长地送干部职工三句话，要求“凡事要来得去得”、“山里人吃红薯要靠自己熬食”、“要吃得苦，做得事”。5月20日在机关支部违纪党员处理讨论会上，提出“惜缘”、“知福”、“报恩”与党员同志共勉。10月19日在局机关廉政教育专题会上，对干部职工提出，要有坚强的理性化的意志力，要有坚决毫不犹豫的执行力，要切实讲究工作质量。二是通过个别谈话进行交流，充分利用非权力影响力来影响、引导干部职工树立正确的人生观、权利观。通过细致的思想政治工作，使干部教育经常化，干部作风明显改变。

　2、乐于梳理，提高管理水平。按照市纪委去年对我局的评议报告，我局加强了机关管理制度建设。一是全面系统地完善了机关管理制度，如公务用车管理制度、统一采购制度、统一派餐制度、网控管理制度等，使机关管理制度更加完善，更具可操作性。二是针对欧阳水明等人违纪事件暴露出来的问题，我局及时召开专门会议，成立了局机关财务管理小组，研究财务管理改进方案，明确重大经费审批必须经集体审批程序方可报帐，从而有效杜绝了单位党政正职“三个不直接分管”制度实施以来的管理漏洞。5月份后信息中心所有需购买更新的设备均经局领导班子会议同意批示后，由政府采购统一购买，杜绝了违纪现象发生。通过完善财经管理制度，有效提高了资金使用效率，控制了四项费用增长，2009年1-10月四项费用为67.6万元，同比减少11.3万元，下降11.5%。

　3、务求实效，讲究执行能力。针对市纪委去年提出的整改工作建议，我局专门召开了局领导班子成员会议，逐一对照抓落实，明确责任领导，使党风廉政建设责任制落实到各项具体的工作中。进一步完善分线务虚会议制度、季度工作领导点评制度、各线工作月计划季小结制度和综合办工作交办督查制度，形成了主要领导抓全局、分管领导抓各线、办公室人员抓具体的“事事有人管、人人有责任”的工作机制。同时，坚持亲自参与各线工作的研讨，督促各线明晰工作思路，制订工作措施和时间进度安排表等，使各项工作能够有条不紊的开展。

　二、善弹“钢琴”，统筹全局工作

　1、紧奏项目建设重音。

　一是项目引进重争资。主动对接中央投资。去年11月份以来我局通过采取有效措施积极对接中央 “扩大内需、增加投资”的宏观调控政策，连续加班到深夜，筛选确定了《浏阳市申报中央投资项目表》，收录项目119个，申报投资37亿元，确定了10个重大融资打捆项目。积极做好项目包装。及时收集整理国家投资政策信息，并指导项目单位进行项目包装。本人经常到省、市发改委，甚至跑北京争取上级对我市融资工作的重视和支持，今年有望完成争、融资到位资金22亿元以上。二是重点项目重管理。完善了重点（大）建设项目管理考核评分、综合验收等管理制度，督促各单位严格执行。认真开展项目建设月度调度，坚持定期深入项目察看调研，全年组织召开20多次重点（大）建设项目调度会，限时办结项目建设过程中存在的问题。同时督促重点办工作人员深入项目建设现场协调解决项目建设中的突发事件和棘手问题。如：严格按收费政策标准，督促国土局退还了多收的浏阳河背景广场土地交易费230万元；帮助香槟现代城筹集资金，在端午前发放民工工资90万元等。三是政府投资严把关。除坚持部门前置审批外，今年来增加了按规划草图审查面积，按部颁标准审查建设标准，按财政投资评审概算审查投资总额。按照“一个办法、三个中心”的设想加强国有投资管理，5次召集财政、审计等相关部门进行会议协调，草拟修改《浏阳市国有投资管理办法》，配合市纪委出台国有投资管理体制改革方案，筹建招投标监管中心（公共资源交易中心）。为预防招投标领域的腐败行为，我局联合检察院、监察局，报请市政府同意，下发了浏发改〔2009〕14号《关于重申我市招标投标有关规定的通知》，招投标环节实行有行贿犯罪记录者三年内禁入的制度。

　2、常敲价费监管强音。扎实开展关系民生的价格检查。一是开展了客运票价、春秋两季中小学收费、医疗服务收费、幼儿园收费、旅游景点门票、电力价格等专项检查，在检查中及时纠正了一些违规行为，维护了群众切身利益。今年3月我局对市内33家幼儿园收费进行备案登记，5月5日在浏阳日报进行了价格公示，幼儿园收费统一为保管费和伙食费两项。二是加大了涉农、涉企收费专项检查，加大对价格举报案件的查处力度，优化了经济发展环境。根据上级价费政策的变化，我局通过及时通知执收单位、及时向主管市领导汇报等方式来提高价费审批的时效性，需上级审批的则及时上报上级审批。对液化气价格，我局严格按政策采用每月一次审批的方式进行，由于与长沙存在运费、财政补贴等方面的差别，目前仍存在一定的差价。

　3、巧舞宏观统筹指挥棒。我局针对国内外经济形势的变化，加强了宏观经济形势的预测分析，并用来指导计划工作报告的撰写、十一五规划中期评估、季度经济形势分析、发展对策建议。同时，结合省、长沙市两型社会建设的要求，制订出台了我市两型社会建设指导性文件和我市两型单位创建系列方案；加强了对家具、职业教育等规划的指导，积极参与了工业新城、花炮产业发展规划的研讨与指导，发挥了较好的宏观决策参谋作用。

　4、善弹信息化和弦。

　2009年5月，信息中心经重组后，开展了一系列创新工作，完善了电子政务平台，优化了政务服务。一是在确保内外网以及局域网的正常运转的同时，成功对政务公众信息网进行了第三次改版，新版政府公众信息网着力加强了政府信息公开，更加方便群众查询法规、政策和政府规范性文件。二是加快了行政许可项目在线办理的硬件和软件建设，目前正在抓紧与长沙进行对接。三是乡镇外网平台交换机安装工作全部到位，并完成与信息中心的对接。四是行政中心范围内内网平台全部开通，与省、长沙市内网平台完成对接，政府办、市委办和信访局已利用内网系统进行网上办公。五是 8月在网控中心机房安装了上网行为管理软件，能够有效控制公务员上班玩游戏、炒股等不良行为，目前已通过了内部测试，即将应用于全市党政机关网络管理。六是外网管理平台已进入招标阶段。

　三、恪守“规矩”，当好廉政公仆

　工作追求卓越，生活力求简单。能够始终保持对工作的热忱，总是努力寻求工作突破的最佳方式和途径，但在生活中则讲求低调简单，从不讲究物质享受，从不出入高档消费场所。一年来除因工作需要到北京出差外，没有外出考察和旅游；在与人交往中，我讲究君子之交淡如水，从不接受影响公务的宴请和娱乐活动，对以节日、生日和工作调动等名义送来的红包，做到来者即拒，实在无法拒收的，事后一律退回。单位经费紧张、车辆较少，我总是优先安排其他班子成员和干部职工用车。妻子能够严守师道，专心教书，协助本人严把廉洁自律关。儿子在广东工作，已经能够自食其力。

　自觉接受各方监督。作为行政正职，我能摆正自己的位置，自觉接受各方面的监督。在每年的目标管理考核中，能如实将自己的党风廉政建设情况向市委、市政府报告；在局党组会上，能将自己家庭的重大事项向党组及时通报。去年我局认真接受市纪委全会评议，本人能够以身作则，带领干部职工认真对照差距抓整改，真正让落实党风廉政建设责任制来促进工作开展。认真履行长沙市人大代表职责，自觉接受上级人大及其常委会的监督。

　一年来，在市纪委的领导下，我局的党风廉政建设取得了一定成绩，但也存在一些差距与不足：一是宏观经济管理水平与浏阳建设实践需要还存在较大差距；二是推进改革的统筹协调能力与解决“两型社会”建设实际问题的现实要求还存在差距；三是班子和干部队伍的战斗力有待进一步增强。这些，我们将在以后的工作中努力加以克服，确保通过落实党风廉政建设责任制来取得更大的工作实效。
