　 动物卫生监督简报

　 检疫申报规范运作 严格监管初显成效

　 近期，湖北省监利县毛市镇动物检疫申报管理捷报频传，到目前为止共1451头生猪、63头牛，12389只家禽进行了检疫申报，动物检疫管理日趋规范。具体作法是：

　 一、宣传发动。动物检疫申报管理专题会议之后，毛市分站执法人员用5天时间对全镇从事养殖、收购、贩运、屠宰等经营动物及动物产品的管理相对人进行摸底，并逐一上门宣传新修订的《动物防疫法》、滤布《湖北省动物检疫申报管理办法》等动物检疫申报管理的法律法规，组织37人参加了培训学习，与管理相对人签订了动物检疫申报的责任书，发放了督促其进行检疫申报的告知书。

　 二、规范运作。一是设立报检点。除中心报检点外，还在养殖稠密地区以及动物产品生产、加工区域增设了检疫消毒点；二是公示报检电话。除将印有执法人员的姓名、电话号码等内容的名（卡）片发放给相对人外，还在交通要道口、公路两边墙体上公布了报检电话；三是落实工作制度。按照县站统一部署，毛市分站以分工负责、凭标凭证施检、健康合格出证的工作程序，实行手机24小时开机，接受检疫申报，随报随检，让广大管理相对人报检方便，受检不难；另外他们还针对规模化养殖、收购、屠宰等不同的生产经营活动制定了不同的操作方式。除了收购后向外运输的动物不指定受检地点外，其他的一律在指定的地点接受检疫，屠户收购的动物一律在场（点）外等候，待检疫人员进行查验产地检疫证明并进行健康检查后方可进入场（点），对没有产地检疫证明但有畜禽标识的动物，依法进行补检，合格的出具产地检疫证明，准予进入屠宰场（点），屠户凭产地检疫证明方可进行屠宰，检疫人员凭产地检疫开展宰前检疫和宰后检疫，无产检疫证明的不予以检疫，不出具产品检疫合格证明，不准予上市销售。

　 三、严格监管。为了进一步规范动物检疫申报管理，体现动物卫生监督执法的严肃性，执法人员还对不凭《动物产地检疫合格证明》收购生猪，不申报检疫屠宰生猪的曾德武、杨君汉、夏劲松三名业主下达了责令改正通知书，对其经营的生猪肉品依法进行了补检。3月12日，红城乡何新城在毛市收购的26头生猪没有申报检疫，毛市分站的执法人员张北洋、刘克典在接到举报后，迅速赶到收购地点将准备起运的生猪予以扣押，并进行了详细的追根溯源，其收购的生猪虽然有免疫证明也佩戴了标识，压滤机滤布但没有进行检疫申报，执法人员当场对其收购的生猪进行了补检，并对其不依法申报检疫的违法行为进行了立案查处。

　 通过一段时间的规范运作，该镇的动物检疫申报管理工作已步入正轨，形势喜人，管理相对人自觉接受检疫，主动申报检疫的意识不断增强。规模化养殖场（户）的产地检疫开展面已达到100%，散养动物的产地检疫的开展面已达85%以上，屠宰检疫的受检率达到100%，上市动物、动物产品的持证率达到100%。
