　我市的会计师事务所服务收费标准自1996年试行至现在，对规范会计师事务所的经营行为、保护委托方利益起到了积级作用，但已不适应市场经济深入发展的需要。现根据国家发展计划委员会等六部门发布的《中介服务收费管理办法》和我市实际情况，对《关于北京地区会计师事务所收费标准（试行）的通知》（京价(收)字[1996]第260号，以下简称《通知》）补充规定如下：

　　1、外资委托的或使用国际组织和外国政府资金的项目，由会计师事务所按国际贯例制定收费标准和收费办法。

　　2、放开《通知》中担任常年会计顾问（年度）、制定合同章程、编制可行性报告、设计会计制度、会计电算化设计、清理乱账、建立新账、财务会计税务咨询、代理申报纳税、中外文翻译的收费标准。

　　3、基建预、决算审计服务，仍执行现行的收费标准，即，预算审计按工程预算的千分之一至千分之三收费，工程决算审计按核减额的百分之五至十五或核增额的百分之三收费,收费最低不少于3000元。

　　4、税务审计服务，仍执行现行中期审计的收费标准，即，现有资产总额一千万元以下（含一千万元）按现有资产总额千分之二收费、一千万元至一亿元（含一亿元）按现有资产总额万分之一收费、一亿元至十亿元（含十亿元）按现有资产总额万分之零点八收费、十亿元至五十亿元（含五十亿元）按现有资产总额万分之零点一收费、五十亿元以上按现有资产总额万分之零点零八收费。

　　 5、年度审计、中期审计、离任审计、解散清盘审计、验证资本在现行收费标准上增加两档收费标准，即年度审计，现有资产总额十亿至五十亿元（含五十亿元）按现有资产总额万分之零点二收费、五十亿元以上按现有资产总额万分之零点一收费；中期审计、离任审计、解散清盘审计、验证资本，现有资产总额十亿到五十亿元（含五十亿元）按现有资产总额万分之零点一收费、五十亿元以上按现有资产总额万分之零点零八收费。

　　6、房地产评估收费仍执行我局京价（房）字[1997]第398号、京价（房）字[1997]第419号文件，其它评估执行京价（收）字[1993]第003号文件。

　　7、取消《通知》中“计件收费标准表”注第2项“服务项目中规定的比例收费标准为最低收费标准”的规定。

　　随着经济体制改革的深化，会计师事务所作为社会中介机构在社会主义市场经济中发挥着越来越重要的作用。为使会计师事务所在中介活动中保持独立性和公正性，针对其所承担的经济责任和法律责任，相应制定北京地区会计师事务所收费标准（试行）。具体规定如下：

　　一、计件收费标准。计件收资费采用差额定率累进计算。具体收费标准及计算方法附后。

　　二、计时收费标准

　　主任会计师、副主任会计师每人每小时300元；

　　部门经理、高级专家每人每小时250元；

　　项目经理每人每小时220元；

　　注册会计师每人每小时200元；

　　会计师每人每小时100元。

　　三、会计师事务所在接受委托签证、服务业务时，要与客户事先确定收费方式（计件收费或计时收费）。

　四、凡是在北京市境内的会计师事务所不得擅自设立收费项目，从事签证项目业务的均不得提高规定的收费标准。

　　北京市财政局《关于印发（北京地区会计师事务所收费标准暂行办法）的通知》（京财会〔1994〕307号）和《关于调整北京地区会计师事务所收费标准的通知》（京财协〔1995〕2305号）同时废止。

　　会计师事务所业务收费管理办法由市财政局另行规定。
