　 乡镇信访工作自查报告

　20099年度全县信访工作责任目标标考核的通知”后，镇党委、、政府高度重视，专门召开了了党政联席会议，由分管信访访工作的镇党委副书记、纪检检书记戴敏杰同志，亲自带领领镇信访部门的全体同志，针针对《通知》要求的内容，进进行了认真学习，逐项检查落落实。现将检查落实的情况报报告如下：

　1、我镇党委、政府认真落实实了信访工作领导责任制。把把信访工作目标考核纳入了领领导干部绩效考核和社会治安安综合治理的一项重要内容，，建立了党政一把手负总责的的信访工作责任制，落实了信信访工作责任追究制，并于年年初制定了责任追究制文件。。

　2、建立了“四位一体””办信访的新机制。有组织领领导，有人员，有房屋(办公公室)，有桌椅板凳，有制度度，有措施，有信访事项的办办理结果。

　3、建立了党委委、政府工作议事制度。定期期听取信访工作汇报，研究信信访工作。信访工作领导小组组和“四位一体”领导小组每每月召开一次会议，分析信访访形势，研究解决疑难信访事事项和突发事件，定期向县信信访局报告信访工作情况。

　4、坚持领导干部接待日制度度和阅批来信制度。镇党委、、政府主要领导阅批人民来信信达到来信总量的90%以上上。领导接待的信访事项和阅阅批的来信做到件件有结果，，件件有回音，件件处理到位位。

　5、认真落实了领导干干部包案下访制度。镇党委、、政府和分管主要领导人严格格按照上级组织“关于各级领领导干部包案下访”的有关规规定要求，亲自带案下访，把把问题解决在基层人员稳控在在当地。如：坛城社区的代树树兰，因宅基纠纷历史遗留问问题进京上访，此案由镇党委委书记陆凯包案处理;小山村村的李德安、陈莉夫妇因计划划生育手术后遗症历史遗留问问题进京上访，由镇党委副书书记、人大主席武昊包案处理理;邓桥社区退休教师王兰芬芬因儿子在乡镇机构改革期间间下岗问题进京上访，此案由由镇党委副书记、纪检书记戴戴敏杰包案处理，等等。由于于采取的方法得当，措施得力力，以上问题

　6、建立了了矛盾纠纷排查调处制度，健健全了矛盾纠纷排查化解工作作长效机制，建立了台帐，底底数清楚，统计准确，上下一一致。定期召开村、组信息员员会议，每月排查一次矛盾纠纠纷，按时上报矛盾纠纷排查查调处情况和信访重点隐患情情况。

　2009年度我镇进京京、到省上访三起3人次，分分别为：王汝奎，因土纠纷问问题;陈莉，因计划生育手术术后遗症问题;王兰芬，儿子子张春民在乡镇机构改革中分分流下岗问题。以上人员在进进京到省上访之前，包保责任任人都能准确及时向镇党委政政府主要领导反馈信息，并能能及时向上级领导报告，迅速速派员进京到省劝返，做好疏疏导稳控工作。

　1、信访案件的的办理。我镇严格按照国家、、省、市、县信访局和县委、、县政府领导批示的信访案件件认真办理，按期结案率达到到95%，年终结案率达到1100%。

　2、来信办理。。国家信访局和省、市、县信信访局转送的初信一次性办结结率达到98%以上;县信访访局交办的人民来信，年终极极结率达到100%;交办给给的要信按期结案率100%%，年终结案率100%。

　3、进京非正常访和上访老户户问题处理。我镇在09年发发生的3起3人次进京上访，，现已处结完毕，上访人对处处理结果较为满意，现已息诉诉息访。
