     实施施“双强”,加强基层执政能能力建设的主要内容是:以建建设“双强”村党支部书记队队伍为突破口,全面整顿软弱弱涣散、瘫痪半瘫痪的村支部部,调整不称职、群众不满意意的村干部,选准配齐缺职村村的党支部,通过强化培训、、树立典型等形式,增强村支支书的“五种能力”,即带头头致富和带领群众致富的能力力;贯彻落实党的方针政策的的能力;领导文化建设的能力力;建构农村和谐社会的能力力。具体工作中,注重三个机机制创新。
