　——记且末县“四五”普法工作先进个人谢续凡

　翻开案头上的档案简历薄：谢润泽，28岁，大学学历，中共党员，2000年8月参加工作，曾一度在且末县地方税务局从事稽查工作，现任办公室秘书，兼职出纳、人事劳资、办公自动化、统计等，主管全局信息工作。

　2000年，新旧世纪交替之际，风华正茂，略带些书卷气的谢续凡从鱼米飘香的江南水乡来到了地处塔克拉玛干沙漠腹地深处的且末县。当他风尘仆仆真正踏上且末县这片土地时，映入眼帘的是边塞小城的荒凉、萧条，而且给小谢最大的印象和直观感受就是这里的自然环境，与内地相比简直可用“天壤之别”来相容，也毫不为过。

　初到且末县地方税务局稽查局的小谢，凭着他扎实的税收功底，风风火火的工作干劲，更以他无私无畏的严格执法风格折服了全局同事和这方城市的广大纳税人。因为人们送了他一个满载着人民深情厚意的美誉，就是“铁面书生”——谢续凡。透过这四个字，我们看到的是，小谢以他严谨的工作、务实的作风承载着广大纳税人的考验和信任，无愧于生活在这里的人们给予他的期望。

　税收稽查是个热手的“山头洋芋”。小谢深知，如果自己在思想上稍一放松了，在工作上稍一疏忽了，那么就意味着会给国家、会给地方带来极大的损失。为了干好稽查，小谢把所有的时间和精力一门心思地扑在了上面。一方面，经小谢之手检查的所有企业，他均本着公开、公平、公正的法则，一视同仁的态度，一丝不苟地依法检查。对于那些偷税漏税的企业，小谢则时刻心挂国家利益为上，不为所拒。用他自己的话来说，“在现在这个时代和社会，有很多灿烂、不鲜的诱惑就活生生地摆在你的面前。这个时候，就看你能不能经得起考验，挺得住诱惑？如果你向它们低头了，命运的天品平就会无情的偏向另一方，到时则谁也无法拯救你。”

　是的，小谢短短几句话语，正折射出现实的生活之景。他是这么说的，在工作中也是这么做的。因为面对个别企业的利诱，就要用无私、无畏去招呼。干稽查的那段日子，不记得有多少个夜晚，也不记得曾有多少家企业的会计，趋之若骛地到小谢家串门、拜访，门槛都几乎要踏破。小谢心里明白，这些人亲自到家中找他，不为别的就是为了逃避检查和减轻自身偷漏税带来的处罚，正因为他们安着这样一种目的和心态，小谢无情的将他们一一拒之门外。也为了此，小谢得罪了不少人，但他不后悔，他相信自己秉持的信念是对的。记得有一家企业的会计，看年岁已过半百，头发花稀的老人，拿着一张单位的福利票颤颤微微的来到小谢的办公室，非要把这张票交到小谢手中不可，小谢百般推辞也还推却不了。最后，小谢第一次动怒了，声色俱厉的说，“老人家，你这样做就是害了我！我身为执法人员，不能徇私枉法，不能心有杂念，对你们、对企业我都是一视同仁的。所以你这张票我心意领了，但我确实不能要。希望你老人家能体谅我们税务工作人员。”就这样，小谢婉言谢绝了这家企业老会计的“一片盛情”，以他严谨的工作作风再一次为光辉的执法人生增光添彩。正是如此，在稽查局工作的这段日子，就连小谢他自己也数不过来，面对企业的吃请“饭局”，从他手里溜过多少次。

　与此同时，小谢还是一位热心人。对于在稽查工作中，接触到的那些专业知识不精的会计人员，小谢总是在检查帐务的过程中，耐心地向他们一遍遍讲解税法的最新规定，尽自己最大的努力来帮助他们解决一些实际问题。难怪有些会计说，“遇到不懂的地方，我们就会请教我们那位斯斯文文的‘谢老师’。”特别是对于有些企业还不太了解最新的税收优惠政策，小谢总是不厌其烦的、手把手的向她们宣传和讲述，就这样小谢通过为这些会计的真情和热情服务，赢得了他们可亲可敬的税收专家老师的美誉，更多的则是为这些企业及时的纠正了帐目上的一些错误，同时也不遗余力的积极宣传了国家的税法。

　 “身正执法，无私普法。”数字和事实是有说服力的。据统计，在干稽查工作一年半的时间里，小谢为国家挽回流失税款20多万元，赢得了州县局和广大纳税人员的首肯。

　2002年，且末县地方税务局由于工作需要，对内部工作人员作了人事调整。小谢从稽查岗位调至办公室开展秘书工作，同时兼任出纳、人事劳资、办公自动化、统计等工作，并主管着全局的信息工作。面对全新的岗位，全新的工作，小谢深知责任之大、担子更重。然而小谢没有退缩，而是坚毅地作好了迎接这些工作的锻练。那么这也就意味着，小谢从此将告别和放弃他那心爱的税收专业，一切要从头干起。但是，也正是因了工作的调整，小谢与税法宣传像是天撮之合，从接手新的岗位工作起就结下了不解之缘。

　就这样，在小谢一手的精心策划，周密组织下，两个大的税法宣传活动轰轰烈烈地展开了。一个就是2003年度第十二个税法宣传月活动，一个就是2004年度第十二个税法宣传月活动。大家可别小看这两个活动，因为活动不但麻烦，而且涉及面广，所以说小谢为了搞好这两个大的活动，投入了大量的时间和精力，去准备，去组织，去参与。

　2003年度的第十二个税法宣传月活动，小谢首先考虑和组织举办了且末县“地税杯”全县职工篮球、排球、乒乓球比赛，通过全民健身辅之以税法的宣传，没想到全县30多个单位积极参加，不但锻练了大家的身体素质，而且对于税法有了认识，可谓“体育、税法”双丰收啊。不仅如此，在小谢的策划下，县地税局还积极为当地的县五套班子送税法书籍和小册子，使税法宣传从领导做起，收到了良好的效果。

　2004年度的第十三个税法宣传月活动中，小谢忙前忙后地，整整操劳了两个多月的时间，由于精心的准备，小谢策划的与县国税局联合举办的“税法宣传大型文艺晚会”活动，在县昆仑广场的精彩演出博得了广大市民的青睐和掌声。让市民在轻松的歌舞声中，寓教于乐，潜移默化的理解解和认法知识。

　自从来到办公室负责秘书和信息工作后，从小谢的笔头下飞出片片漂亮的文作。因为小谢自幼生长在南方，心思很细腻，而且在大学里练就了一手好文笔。所以在办公室更是将其文才的特长发挥到了极致。大家都公认他是“地税一枝笔”。为此，往县依法治县领导小组办公室报送的关于“四五”普法工作开展情况的简报，他们地税局的信息量和报送次数最多。普法办的人经常说，“这主要是由于地方税务局有一个大手笔小谢在，普法活动、普法信息他样样行，对于他们的经验值得总结和推广。”与此同时，在区、州级各路杂志和报刊，小谢撰写的普法宣传信息也都一一被刊印成铅字，得到了州县局和普法办的好评。为此，他还荣获了2003年度、2004年度巴音郭楞蒙古自治州地方税务局优秀信息员和且末县2004年度党建工作优秀信息员的荣誉呢。

　谢润泽同志在做好本职工作的同时，不忘奉献社会，凭着南方人的细心以及社会责任感，他积极开展地税干部“献爱心送温暖”活动。

　琼库勒乡中心小学的阿里木同学，从小便成了孤儿，与双目失明的奶奶相依为命，生活十分艰难。他通过县团委了解到这个情况后，立即组织地税干部上门问候，主动扶助，从小学开始一年级一直扶助到现在三年级，他表示将一如既往地扶助下去，直到该同学小学毕业。每次去看阿里木同学时，他不光带去单位同志们包括他自己捐献的钱、衣物和学习用品，他还另外掏出几百元塞给该同学，他当面总是鼓励阿里木同学好好学习，但回到家给家人通电话述说时，总是偷偷流泪，他心底里想以后自己有了孩子，一定教育自己的子女要有一颗爱心。今年寒假，该同学又带来了成绩通知单，说又得了全年级第五名的好成绩，小谢同志看信时欣慰地笑了。据统计，仅去年和今年，谢续凡为州内外的敬老院孤寡老人、失学儿童等社会弱势群体捐款捐物1000余元，为“抗击非典、奉献爱心”活动捐款150元，为海啸受灾区捐款100元。

　 “路漫漫其修远兮，吾将上下而求索。”这是谢续凡的座右铭。他深知作为一名普通的基层执法机关干部，普法工作的道路可谓是任重道远，但是他将用自己一生的时间和人生，在大漠坚定地走好普法这条道路。正如他心底里的感喟：身居大漠不言苦，矢为普法献青春。
